Im Mittelpunkt der Untersuchung steht die Frage, welchen Beitrag die EBI zur weiteren Demokratisierung der EU leisten kann und auf welche Art und Weise insoweit noch weitere Verbesserungen erzielt werden können. Nach zehnjähriger Anwendungspraxis von 2012 bis 2022 liegen inzwischen ausreichend empirische Daten vor, um den Forschungsgegenstand umfassend zu erforschen und das Instrument mit Blick auf seinen von den EU-Institutionen versprochenen Legitimations- und Demokratisierungsbeitrag bewerten zu können. Insbesondere wird das EBI-Verfahren in dieser Arbeit auf seine empirisch nachweisbare Nutzung, auf seine prozedurale Nutzerfreundlichkeit sowie auf seine politische wie rechtliche Wirkmächtigkeit untersucht. Zum Zwecke der korrekten Kategorisierung, Bewertung sowie der nutzerfreundlichen Ausgestaltung des EBI-Verfahrens werden Vergleiche mit Bürger- und Volksinitiativverfahren in den EU-Mitgliedstaaten sowie mit Bürgerbeteiligungsverfahren auf EU-Ebene vorgenommen. Den empirischen und komparativen Analysen werden eine historische Analyse über die Genese der EBI seit dem EU-Verfassungskonvent sowie theoretisch-normative Überlegungen und praktische Untersuchungen zu unterschiedlichen beteiligungszentrierten Demokratiemodellen vorangestellt, um die EBI einzuordnen und die Steigerungsmöglichkeiten ihres Demokratisierungsbeitrags zu erschließen. Letzteres zielt schließlich auf die Frage nach der prozeduralen Kombination und Kompatibilität der EBI mit demokratischen Innovationen aus dem Bereich der deliberativen und direkten Demokratie ab. How can scholars conceptualise the transposition of international gender-based violence norms into domestic policies? I argue that discourse network analysis provides a powerful conceptual and methodological extension of critical frame analysis to understand how frames shape the meaning of gender-based violence norms in multi-level institutional contexts. Frames’ normative and cognitive network structure invites combining discourse network and frame analysis techniques that locate frames’ power in their ability to connect different institutional spheres temporally and spatially. I outline a multi-level research agenda that traces the framing processes of international norms and their domestic implementation through gender-based violence policies in the Council of Europe’s Istanbul Convention. While international organisation termination is indeed a regular event in international relations, this article shows that other institutions carry the legacy of terminated international organisations. We develop the novel concept of international organisation afterlife and suggest indicators to systematically assess it. Our analysis of 26 major terminated international organisations reveals legal-institutional and asset continuity in 21 cases. To further illustrate this point, the article zooms in on the afterlife of the International Institute of Agriculture in the Food and Agriculture Organization, the International Refugee Organization in the United Nations High Commissioner for Refugees, and the Western European Union in the European Union. In these three cases, international organisation afterlife inspired and structured the design of their successor institutions. While specific international organisations might be terminated, international cooperation therefore often lives on in other institutions. Despite much debate on the crisis of liberal international order, con-testation, loss of legitimacy, gridlock, pathologies and exiting member states, there is little research on IO decline. This article seeks to clarify this concept and argues that decline can be considered in absolute and relative terms. Absolute decline involves a decrease in the number of IOs and their authority, member-ship and output, whereas relative decline concerns a decrease in the centrality of IOs in international relations. Reviewing a wide range of indicators, this article argues that, whereas there is limited decline in absolute terms since 1945, there may well be important decline in relative terms. Relative decline is more difficult to measure, but to probe its significance this article presents data from speeches during the United Nations General Assembly General Debate. It shows that IOs were most often mentioned in 1996 and that there has been a decline since. These findings indicate that, whereas IOs might survive as institutions, they are decreasingly central to international relations. While this has led to an extensive debate about the future of the liberal international order, we still know relatively little about the consequences of autocratization for international organizations (IOs). In this article, we explore to what extent autocratization has led to changes in the composition of IO membership. We propose three different ways of conceptualizing autocratization of IO membership. We argue that we should move away from a dichotomous understanding of regime type and regime change, but rather focus on composition of subregime types to understand current developments. We build on updated membership data for 73 IOs through 2020 to map membership configurations based on the V-Dem Electoral Democracy Index. Contrary to current debates on the crisis of the liberal order, we find that many IOs are not (yet) affected by broad autocratization of their membership that would endanger democratic majorities or overall democratic densities. However, we also observe the disappearance of formerly homogenous democratic clubs due to democratic backsliding in a number of European and Latin American IO member states, as well as a return of autocratic clubs in Southeast Asia and Southern Africa. These findings have important implications for the broader research agenda on international democracy promotion and human right protection as well as the study of legitimacy and the effectiveness of international organizations. Throughout this reform process, gender aspects have increasingly become presented as a “cross-cutting” theme. In this article, I investigate the role of gender in the UN’s counterterrorism reform process at the humanitarian-development-peace nexus, or “triple nexus”, from a feminist institutionalist perspective. I conduct a feminist discourse analysis of the counterterrorism discourses of three UN entities, which represent the different UN pillars of peace and security (DPO), development (UNDP), and humanitarianism and human rights (OHCHR). The article examines the role of gender in the inter-institutional reform process by focusing on the changes, overlaps and differences in the discursive production of gender in the entities’ counterterrorism agendas over time and in two recent UN counterterrorism conferences. I find that gendered dynamics of nested newness and institutional layering have played an essential role both as a justification for the involvement of individual entities in counterterrorism and as a vehicle for inter-institutional cooperation and struggle for discursive power. Therefore, we review management research on the consequences of homophily. As these consequences have been studied at the individual, dyad, team, organizational, and macro levels, we structure our review accordingly. We highlight findings that are consistent and contradictory, as well as those that point to boundary conditions or moderators. In conducting our review, we also derive implications for management research from insights gained by research in other disciplines on this topic. We raise specific issues and opportunities for future research at each level, and conclude with a discussion of broader future research directions, both empirical and conceptual, that apply across levels. We hope that our review will open new vistas in research on this important topic. Parmi ses « initiatives pour l’Europe » figure la création d’universités européennes. L’objectif de cette étude est de mettre en lumière l’héritage et les apports français et allemands dans ce nouveau modèle de partenariat européen en construction. Quel est le rôle joué par le niveau ministériel en France et en Allemagne dans le cadre de la mise en œuvre de l’initiative ? Quel est le degré et quelle est la nature d’intervention des Agences nationales Erasmus dans chacun des deux pays ? Quel est le positionnement de l’Université franco-allemande par rapport à ces nouvelles alliances ainsi que sa contribution ? À partir de trois exemples, à savoir les alliances ECIU, EPICUR et FORTHM, nous illustrons comment la coopération franco-allemande ainsi que les relations transfrontalières développées au sein de réseaux préexistants alimentent ces « réseaux des réseaux ». Ce mémoire puise ses principales sources de 15 entretiens semi-directifs, menés entre août 2020 et janvier 2021 auprès d’acteurs allemands, français et européens. La richesse de leur expertise nourrit la conclusion dans laquelle nous tentons de mettre en exergue la dimension franco-allemande de cette initiative. This cumulative dissertation undertakes a micro-level analysis of collaborative governance to tackle this research puzzle. It situates micropolitics at the very center of analysis: a wide range of activities, interventions, and tactics used by actors – be they conveners, facilitators, or participants – to shape the collaborative exercise. It is by focusing on these daily minutiae, and on the consequences that they bring along, the study argues, that we can better understand why and how collaboration can become stuck or unproductive. To do so, the foundational part of this dissertation (Article 1) uses power as a sensitizing concept to investigate the micro-dynamics that shape collaboration. It develops an analytical approach to advance the study of collaborative governance at the empirical level under a power-sensitive and process-oriented perspective. The subsequent articles follow the dissertation's red thread of investigating the micropolitics of collaborative governance by showing facilitation artefacts' interrelatedness and contribution to the potential success or failure of collaborative arrangements (Article 2); and by examining the specialized knowledge, skills and practices mobilized when designing a collaborative process (Article 3). The work is based on an abductive research approach, tacking back and forth between empirical data and theory, and offers a repertoire of concepts – from analytical terms (designed and emerging interaction orders, flows of power, arenas for power), to facilitation practices (scripting, situating, and supervising) and types of knowledge (process expertise) – to illustrate and study the detailed and constant work (and rework) that surrounds collaborative arrangements. These concepts sharpen the way researchers can look at, observe, and understand collaborative processes at a micro level. The thesis thereby elucidates the subtleties of power, which may be overlooked if we focus only on outcomes rather than the processes that engender them, and supports efforts to identify potential sources of impasse. N2 - Warum führen Prozesse der collaborative governance oft eher in die Sackgasse als zum Erfolg? Die vorliegende kumulative Dissertation geht dieses Problem an, indem sie die Mikroebene von collaborative governance analysiert. Untersuchungsgegenstand ist die Mikropolitik, verstanden als weites Spektrum an Aktivitäten, Interventionen und Taktiken, mit denen beteiligte Akteure – seien es VeranstalterInnen, ModeratorInnen oder TeilnehmerInnen – kollaborative Prozesse gestalten. Es ist dieser Fokus auf alltägliche Handlungen und ihre Auswirkungen, so argumentiert die Arbeit, der ein besseres Verständnis ermöglicht, wann und warum kollaborative Prozesse unproduktiv werden. Cross-cultural competence in NATO and its missions BT - Ein Wolf im Schafspelz? Cross-Cultural Kompetenz in der NATO und ihren Missionen N2 - This paper examines the function that cross-cultural competence (3C) has for NATO in a military context while focusing on two member states and their armed forces: the United States and Germany. Three dimensions were established to analyze 3C internally and externally: dimension A, dealing with 3C within the military organization; dimension B, focusing on 3C in a coalition environment/multicultural NATO contingent, for example while on a mission/training exercise abroad; and dimension C, covering 3C and NATO missions abroad with regard to interaction with the local population. When developing the research design, the cultural studies-based theory of hegemony constructed by Antonio Gramsci was applied to a comprehensive document analysis of 3C coursework and regulations as well as official documents in order to establish a typification for cross-cultural competence. As the result, 3C could be categorized as Type I – Ethical 3C, Type II – Hegemonic 3C, and Type III – Dominant 3C. Attributes were assigned according to each type. To validate the established typification, qualitative surveys were conducted with NATO (ACT), the U.S. Armed Forces (USCENTCOM), and the German Armed Forces (BMVg). These interviews validated the typification and revealed a varied approach to 3C in the established dimensions. It became evident that dimensions A and B indicated a prevalence of Type III, which greatly impacts the work atmosphere and effectiveness for NATO (ACT). In contrast, dimension C revealed the use of postcolonial mechanisms by NATO forces, such as applying one’s value systems to other cultures and having the appearance of an occupying force when 3C is not applied (Type I-II). In general, the function of each 3C type in the various dimensions could be determined. In addition, a comparative study of the document analysis and the qualitative surveys resulted in a canon for culture-general skills. Regarding the determined lack of coherence in 3C correlating with a demonstrably negative impact on effectiveness and efficiency as well as interoperability, a NATO standard in the form of a standardization agreement (STANAG) was suggested based on the aforementioned findings, with a focus on: empathy, cross-cultural awareness, communication skills (including active listening), flexibility and adaptability, and interest. Moreover, tolerance of ambiguity and teachability, patience, observation skills, and perspective-taking could be considered significant. Suspending judgment and respect are also relevant skills here. At the same time, the document analysis also revealed a lack of coherency and consistency in 3C education and interorganizational alignment. In particular, the documents examined for the U.S. Forces indicated divergent approaches. Furthermore, the interview analysis disclosed a large discrepancy in part between doctrine and actual implementation with regard to the NATO Forces. N2 - Diese Arbeit untersucht die Funktion von Cross-Cultural Competence (3C) in der NATO in einem militärischen Kontext, wobei der Fokus auf zwei Mitgliedsstaaten und den jeweiligen Streitkräften liegt: Den Vereinigten Staaten von Amerika und der Bundesrepublik Deutschland. Drei Dimensionen wurden definiert, um 3C intern und extern zu analysieren: Dimension A – 3C innerhalb der militärischen Organisation, Dimension B – 3C in multikulturellen NATO-Kontingenten während einer Übung oder Mission und auf Koalitionsebene sowie Dimension C – 3C in Umgang und Interaktion mit der lokalen Bevölkerung eines Einsatzlandes. Bei der Konzipierung des Forschungsdesigns wurde die kulturwissenschaftliche Theorie der Hegemonie von Antonio Gramsci herangezogen und auf eine umfangreiche Dokumentenanalyse von 3C Unterrichtsmaterialien, Dienstvorschriften sowie anderen offiziellen Dokumenten angewendet, mit dem Ziel eine Typisierung für 3C abzuleiten. Daraus ließ sich Cross-Cultural Competence in ein dreiteiliges Konstrukt mit seinen jeweiligen Typen gliedern: Typ I – Ethisch, Typ II – Hegemonial und Typ III – Dominant. Ersterer wird hierbei als Teil der sozialen Kompetenz verstanden, während Typ II und III als militärisches Instrument definiert werden. Diesen Typen wurden entsprechende Attribute zugeordnet. Um die Typisierung zu validieren, wurden qualitative Studien mit militärischem Personal der NATO (ACT), den U.S. Streitkräften (USCENTCOM) und der Bundeswehr (BMVg) durchgeführt. Die Interviews bestätigten die deduzierte Typisierung und enthüllten ein variierendes Verständnis sowie eine variierende Anwendung von 3C in den festgelegten Dimensionen. Hierbei wurde eine Prävalenz von Typ III in Dimension A und B deutlich, die sich auf die Arbeitsatmosphäre und Effektivität in der NATO (ACT) auswirkt. Im Gegensatz hierzu konnte in Dimension C die Anwendung von postkolonialen Mechanismen von NATO Streitkräften konstatiert werden, wie die Anwendung des eigenen Wertesystems auf „andere“ Kulturen und das Auftreten einer Okkupationsmacht, wenn 3C Typ I-II nicht angewendet wird. Letztlich konnte die Funktion jedes 3C Typen in den jeweiligen Dimensionen bestimmt werden. Darüber hinaus wurde mittels des komparativen Vergleichs der Dokumentenanalyse und der qualitativen Studie ein Kanon für Kultur-allgemeine Fähigkeiten generiert. Bezüglich der festzustellenden mangelnden Kohärenz in 3C Verständnis und Anwendung, die mit der demonstrativ negativen Auswirkung auf Effektivität, Effizienz und Interoperabilität korreliert, wurde ein NATO Standard in Form eines Standardization Agreements (STANAG) vorgeschlagen, der auf den zuvor genannten Ergebnissen basiert und sich aus folgenden Kultur-allgemeinen Fähigkeiten zusammensetzt: Empathie, Cross-Cultural Bewusstsein, Kommunikationsfähigkeiten, ebenso wie aktives Zuhören, Flexibilität, Anpassungsfähigkeit und Interesse. Des Weiteren wurden Toleranz, Lernfähigkeit/Bereitschaft, Geduld, Observierungsfähigkeiten und Perspektivenwechsel als signifikant herausgestellt, ebenso wie das Zurückhalten und die Reflexion von Vorurteilen, und Respekt. Im gleichen Zuge konnte die Dokumentenanalyse die Inkongruenz in 3C Ausbildung und interorganisationeller Übereinstimmung hervorheben. Insbesondere die Dokumente der U.S. Streitkräfte wiesen divergierende Ansätze auf. Schließlich zeigte die Interviewanalyse eine Diskrepanz zwischen Doktrin und tatsächlicher Implementierung von 3C für die NATO Streitkräfte auf. However, we know little about what dynamics influence this selection. The article focuses on the nationality of selected executive heads. It argues that institutional design impacts the factors that influence leadership selection by shaping the costs and benefits of attaining the position for member states’ nationals. The argument is tested with novel data on the nationality of individuals in charge of 69 international organisation bureaucracies between 1970 and 2017. Two findings stand out: first, powerful countries are more able to secure positions in international organisations in which executive heads are voted in by majority voting. Second, less consistent evidence implies that powerful countries secure more positions when bureaucracies are authoritative. Theoretical explanations from both federalism research and neo-institutionalism are utilized to explain the findings of the empirical driven work. The four articles evince a holistic picture of the German case and elucidate its role as a digital government laggard. Their foci range from macro, over meso to micro level of public administration, differentiating between the governance and the tool dimension of digital government. The first article shows how multi-level negotiations lead to expensive but eventually satisfying solutions for the involved actors, creating a subtle balance between centralization and decentralization. The second article identifies legal, technical, and organizational barriers for cross-organizational service provision, highlighting the importance of inter-organizational and inter-disciplinary exchange and both a common language and trust. Institutional change and its effects on the micro level, on citizens and the employees in local one-stop shops, mark the focus of the third article, bridging the gap between reforms and the administrative reality on the local level. The fourth article looks at the citizens’ perspective on digital government reforms, their expectations, use and satisfaction. In this vein, this thesis provides a detailed account of the importance of understanding the digital divide and therefore the necessity of reaching out to different recipients of digital government reforms. I draw conclusions from the factors identified as causes for Germany’s shortcomings for other federal systems where feasible and derive reform potential therefrom. This allows to gain a new perspective on digital government and its coordination challenges in federal contexts. We argue that, for opposition parties, legislative voting constitutes an effective vote-seeking activity as a signaling tool of their attitude toward the government. We suggest that conflictual voting behavior affects voters through two mechanisms: as a signal of opposition valence and as means of ideological differentiation from the government. We present both aggregate- and individual-level analyses, leveraging a dataset of 169 party observations from 10 democracies and linking it to the CSES survey data of 27,371 respondents. The findings provide support for the existence of both mechanisms. Using a wide variety of data to empirically assess the relationship between constitution-making processes and the protection of rights for minorities, we find a positive relationship between participatory drafting processes and the inclusion of minority protections in constitutions under some conditions. The article's findings have important implications for understanding political representation and lend support to core arguments about the role of the public in constitutional design. It is difficult to assess the veracity of those claims, however, absent evidence of how the relationship between welfare benefits and single mother employment generalizes across countries. This study combines data from the European Union Labour Force Survey and the U.S. Current Population Survey (1992-2015) into one of the largest samples of single mothers ever, testing the relationships between welfare generosity and single mothers’ employment and work hours. We find no consistent evidence of a negative relationship between welfare generosity and single mother employment outcomes. Rather, we find tremendous cross-national heterogeneity, which does not clearly correspond to well-known institutional variations. Our findings demonstrate the limitations of single country studies and the pervasive, salient interactions between institutional contexts and social policies. Instead, governments reorganize and adjust their machinery of government all the time. This paper aims to assess these structural choices with a particular focus at the core of the state, comparing four Western European democracies (Germany, France, the Netherlands, and United Kingdom) from 1980 to 2013. Our empirical analysis shows that stronger shifts in cabinets' ideological profiles in the short- and long-term as well as the units' proximity to political executives yield significant effects. In contrast, Conservative governments, commonly regarded as key promoters of reorganizing governments, are not significant for the likelihood of structural change. We discuss the effects of this politics of government reorganization for different research debates assessing the inner workings of governments. As this paper argues, this is partly due to a concept of terrorism utilized by policymakers, intelligence agents, and police investigators that is based on experience of international terrorism perpetrated by leftists or jihadists as opposed to domestic extreme-right violence. This was one reason why investigators failed to identify the crimes committed by the National Socialist Underground (NSU) in Germany (2000–2011) as extreme-right terrorism, for example. While scholarly debate focused on the Red Army Faction and Al Qaeda, terrorist tendencies among those perpetrating racist and extreme-right violence tended to be disregarded. Influential researchers in the field of “extremism” denied that terrorist acts were committed by right-wingers. By mapping the specifics regarding the strategic use of violence, target selection, addressing of different audiences etc., this paper proposes a more accurate definition of extreme-right terrorism. In comparing it to other forms of terrorism, extreme-right terrorism is distinguished by its specific framework of ideologies and practices, with the underlying idea of an essential inequality that is compensated for through the affirmation of violence. Zahlreiche Überflutungsereignisse infolge von Starkregen traten in den letzten Jahren in verschiedenen Regionen Deutschlands auf und führten nicht nur zu Schäden in zwei- bis dreistelliger Millionenhöhe, sondern auch zu Todesopfern. Und auch Hitzewellen, wie sie in den vergangenen Jahren vermehrt aufgetreten sind, bergen gesundheitliche Risiken, welche sich auch in verschiedenen Schätzungen zu Hitzetodesfällen wiederfinden. Um diesen Risiken zu begegnen und Schäden infolge von Wetterextremen zu reduzieren, entwickeln viele Kommunen bereits Strategien und Konzepte im Kontext der Klimaanpassung und/oder setzen Anpassungsmaßnahmen um. Neben der Entwicklung und Umsetzung eigener Ideen orientieren sich Städte dabei u. a. an Leitfäden und Beispielen aus der Literatur, Erfahrungen aus anderen Städten oder an Ergebnissen aus Forschungsprojekten. Dieser Lern- und Transferprozess, der eine Übertragung von Maßnahmen oder Instrumenten der Klimaanpassung von einem Ort auf einen anderen beinhaltet, ist bislang noch unzureichend erforscht und verstanden. Der vorliegende Bericht untersucht deshalb ebendiesen Lern- und Transferprozess zwischen sowie innerhalb von Städten sowie das Transferpotenzial konkreter Wissenstransfer-Medien, Instrumente und Maßnahmen. Damit wird das Ziel verfolgt, ein besseres Verständnis dieser Prozesse zu entwickeln und einen Beitrag zur Verbesserung des Transfers von kommunalen Klimaanpassungsaktivitäten zu leisten. Der vorliegende Inhalt baut dabei auf einer vorangegangenen Analyse des Forschungsstands zum Transfer von Policies durch Haupt et al. (2021) auf und versucht, den bereits generierten Wissensstand auf der Ebene von Policies nun um die Ebene konkreter Instrumente und Maßnahmen zu ergänzen sowie durch empirische Befunde zu ausgewählten Maßnahmen zu untermauern. Die Wissens- und Datengrundlage dieses Berichts umfasst einen Mix aus verschiedenen (Online)-Befragungen und Interviews mit Vertreter:innen relevanter Akteursgruppen, vor allem Vertreter:innen von Stadtverwaltungen, sowie den Erfahrungswerten der drei ExTrass-Fallstudienstädte Potsdam, Remscheid und Würzburg. Nach einer Einleitung beschäftigt sich Kapitel 2 mit übergeordneten Faktoren der Übertragbarkeit bzw. des Transfers. Kapitel 2.1 bietet hierbei eine Zusammenfassung zum aktuellen Wissensstand hinsichtlich des Transfers von Policies im Bereich der städtischen Klimapolitik gemäß Haupt et al. (2021). Hier werden zentrale Kriterien für einen erfolgreichen Transfer herausgearbeitet, um einen Anknüpfungspunkt für die folgenden Inhalte und empirischen Befunde auf der Ebene konkreter Instrumente und Maßnahmen zu bieten. Kapitel 2.2 schließt hieran an und präsentiert Erkenntnisse aus einer weitreichenden Kommunalbefragung. Hierbei wurde untersucht ob und welche Klimaanpassungsmaßnahmen in den Städten bereits umgesetzt werden, welche fördernden und hemmenden Aspekte es dabei gibt und welche Erfahrungen beim Transfer von Wissen und Ideen bereits vorliegen. Kapitel 3 untersucht die Rolle verschiedener Medien des Wissenstransfers und widmet sich dabei beispielhaft Leitfäden zur Klimaanpassung und Maßnahmensteckbriefen. Kapitel 3.1 beantwortet dabei Fragen nach der Relevanz und Zugänglichkeit von Leitfäden, deren Stärken und Schwächen, sowie konkreten Anforderungen vonseiten befragter Personen. Außerdem werden acht ausgewählte Leitfäden vorgestellt und komprimiert auf ihre Transferpotenziale hin eingeschätzt. Kapitel 3.2 betrachtet Maßnahmensteckbriefe als Medien des Wissenstransfers und arbeitet zentrale Aspekte für einen praxisrelevanten inhaltlichen Aufbau heraus, um basierend darauf einen Muster-Maßnahmensteckbrief für Klimaanpassungsmaßnahmen zu entwickeln und vorzuschlagen. Kapitel 4 beschäftigt sich mit sehr konkreten kommunalen Erfahrungen rund um den Transfer von sieben ausgewählten Instrumenten und Maßnahmen und bietet zahlreiche empirische Befunde aus den Kommunen, basierend auf der Kommunalbefragung, verschiedenen Interviews und den Erfahrungen aus der Projektarbeit. Die folgenden sieben Instrumente und Maßnahmen wurden ausgewählt, um eine große Breite städtischer Klimaanpassungsaktivitäten zu betrachten: 1) Klimafunktionskarten (Stadtklimakarten), 2) Starkregengefahrenkarten, 3) Checklisten zur Klimaanpassung in der Bauleitplanung, 4) Verbot von Schottergärten in Bebauungsplänen, 5) Fassadenbegrünungen, 6) klimaangepasste Gestaltung von Grün- und Freiflächen sowie 7) Handlungsempfehlungen für Betreuungseinrichtungen zum Umgang mit Hitze und Starkregen. Für jede dieser Klimaanpassungsaktivitäten wird auf Ebene der Kommunen Ziel, Verbreitung und Erscheinungsformen, Umsetzung anhand konkreter Beispiele, fördernde und hemmende Faktoren sowievorliegende Erfahrungen zu und Hinweisen auf Transfer dargestellt. Kapitel 5 schließt den vorliegenden Bericht ab, indem zentrale Transfer-Barrieren aus den gewonnenen Erkenntnissen aufgegriffen und entsprechende Empfehlungen an verschiedene Ebenen der Politik ausgesprochen werden. Diese Empfehlungen zur Verbesserung des Transfers von klimaanpassungsrelevanten Instrumenten, Strategien und Maßnahmen umfassen 1) die Verbesserung des Austauschs zwischen verschiedenen Städten, 2) die Verbesserung der Zugänglichkeit von Wissen und Erfahrungen, 3) die Schaffung von Vernetzungsstrukturen innerhalb von Städten sowie 4) bestehende Wissenslücken zu schließen. N2 - Due to their agglomeration of population, material assets and infrastructures, cities are particularly affected by extreme weather events such as heavy rain and heat. Numerous flooding events as a result of heavy rainfall occurred in various regions of Germany in the last years, not only resulted in losses in the double- to triple-digit million range, but also in fatalities. And heat waves which became more frequent in recent years pose health risks, including numerous cases of death. To counter these risks and to reduce damage resulting from weather extremes, many cities are already developing strategies and concepts in the context of climate adaptation and/or implement measures. In addition to developing and implementing their own ideas, cities are guided by guidelines and examples from literature, experiences from other cities, or results from research projects, among other things. This learning and transfer process, which involves the transfer of climate adaptation measures or instruments from one place to another, has not yet been sufficiently researched and understood. This report therefore examines this learning and transfer process between and within cities as well as the transfer potential of specific knowledge transfer media, instruments and measures. The aim is to develop a better understanding of these processes and to contribute to improving the transfer of municipal climate adaptation activities. This content builds on a previous analysis of the state of research on policy transfer by Haupt et al. (2021) and attempts to complement the already generated state of knowledge on the level of policies with the level of concrete instruments and measures and to substantiate it with empirical findings. The knowledge and data basis of this report comprises a mix of various (online) surveys and interviews with representatives of relevant stakeholder groups, especially representatives of city administrations, as well as the experiences of the three case study cities within the ExTrass-project, namely Potsdam, Remscheid and Würzburg. After an introduction, chapter 2 deals with overarching factors of transferability. Chapter 2.1 provides a summary of the current state of knowledge regarding the transfer of policies in the field of urban climate policy according to Haupt et al. (2021). Here, central criteria for a successful transfer are elaborated in order to provide a starting point for the following contents and empirical findings on the level of concrete instruments and measures. Chapter 2.2 follows on from this and presents findings from a wide-ranging municipal survey. Here, it was investigated whether and which climate adaptation measures are already implemented in the cities, which supporting and inhibiting aspects are present in this context, and which experiences regarding the transfer of knowledge and ideas already exist. Chapter 3 examines the role of different knowledge transfer media, focusing on guidelines on climate adaptation and fact sheets for adaptation measures as examples. Chapter 3.1 answers questions about the relevance and accessibility of guidelines, their strengths and weaknesses, as well as concrete requirements articulated by interviewees. In addition, eight selected guidelines are shortly presented and assessed in terms of their transfer potential. Chapter 3.2 looks at fact sheets for adaptation measures and elaborates central aspects for a practicable content structure and ultimately results in a proposed template fact sheet for climate adaptation measure. Chapter 4 deals with very concrete municipal experiences regarding the transfer of seven selected instruments and measures and offers numerous empirical findings from municipalities, based on the municipal survey, various interviews and the experiences drawn from the project work. The following seven tools and measures were selected to look at a broad range of urban climate adaptation activities: 1) climate function maps (urban climate maps), 2) heavy rainfall hazard maps, 3) climate adaptation checklists in urban land use planning, 4) prohibition of gravel gardens in development plans, 5) facade greening, 6) climate-adapted design of green and open spaces, and 7) recommendations for care facilities to deal with heat and heavy rain. For each of these instruments or measures at the municipality level the purpose or goal, its dissemination and manifestations, its implementation through practical examples, its supporting and inhibiting factors as well as existing experiences with and evidence of transfer are presented. Chapter 5 concludes this report by addressing key transfer barriers and making formulating recommendations for different political levels. These recommendations for improving the transfer of climate adaptation-related instruments, strategies and measures include: 1) improving the exchange between different cities, 2) improving the accessibility of knowledge and experience, 3) creating networking structures within cities and 4) closing existing knowledge gaps. We attempt to evaluate the efficacy of such policies in the context of the Gaza Strip, where Israel's blockade and military interventions, purportedly intended to erode support for Hamas, have inflicted hardship on the civilian population. We combine Palestinian public opinion data, Palestinian labor force surveys, and Palestinian fatalities data, to understand the relationship between exposure to Israeli policies and Palestinian support for militant factions. Our baseline strategy is a difference-in-differences specification that compares the gap in public opinion between the Gaza Strip and the West Bank during periods of intense punishment with the gap during periods when punishment is eased. Consistent with previous research, we find that Palestinian fatalities are associated with Palestinian support for more militant political factions. The effect is short-lived, however, dissipating after merely one quarter. Moreover, the blockade of Gaza itself appears to be only weakly associated with support for militant factions. Overall, we find little evidence to suggest that Israeli security policies toward the Gaza Strip have any substantial lasting effect on Gazan support for militant factions, neither deterring nor provoking them relative to their West Bank counterparts. Our findings therefore call into question the logic of Israel's continued security policies toward Gaza, while prompting a wider re-examination of the efficacy of deterrence strategies in other asymmetric conflicts. Depending on whether they refer to changes between organizational units/levels/sectors ('external institutional policy') or to an internal reorganization ('internal institutional policy'), different actor strategies, patterns of conflict and power constellations can be expected. As external administrative reforms are aimed at changing functional and/or territorial jurisdictions and thus always involve external actors, larger resistance, heavier political conflicts and generally more politicization are likely to occur than in the case of internal administrative reforms. Against this background, this chapter examines the influence of politics on various types of administrative reforms making a distinction between external and internal institutional policies. We analyse the role of politico-administrative actors, their strategies and influence on the formulation, trajectories and outcomes of administrative reforms. Our major focus will be on reforms in the multi-level system on the one hand and on (Post-) NPM reforms on the other as two major international trends. Drawing on reform experiences in different European countries, the chapter will reveal to what extent actors' interests and influences have triggered and shaped administrative reforms and which difference these have made for the reform outcome. Although CH4 is governed under the UNFCCC climate regime, its treatment there is limited to the ways in which it acts as a "CO2 equivalent" climate forcer on a 100-year time frame. The UNFCCC framework neglects the impacts that CH4 has on near-term climate, as well its impacts on human health and ecosystems, which are primarily mediated by methane's role as a precursor to tropospheric ozone. Frameworks for air quality governance generally address tropospheric ozone as a pollutant, but do not regulate CH4 itself. Methane's climate and air quality impacts, together with its alarming rise in atmospheric concentrations in recent years, make it clear that mitigation of CH4 emissions needs to be accelerated globally. Today (2018), CSP only contributes 5 TWh to European electricity generation but has the potential to become an important generation asset for decarbonising the electricity sector within Europe as well as globally. This chapter examines how factors and key political decisions lead to different futures and the associated CSP use in Europe in the years up to 2050. In a second step, we characterise the scenarios with the associated system costs and the costs of the support policy. We show that the role of CSP in Europe depends crucially on political decisions and the success or failure of policies outside of renewable energies. In particular, the introduction of CSP depends on the general ambitions for decarbonisation, the level of cross-border trade in electricity from renewable sources and is made possible by the existence of a strong grid connection between the southern and northern European Member States and by future growth in electricity demand. The presence of other baseload technologies, particularly nuclear energy in France, diminishes the role and need for CSP. Assuming a favourable technological development, we find a strong role for CSP in Europe in all modelled scenarios: Contribution of 100 TWh to 300 TWh of electricity to a future European electricity system. The current European CSP fleet would have to be increased by a factor of 20 to 60 over the next 30 years. To achieve this, stable financial support for CSP would be required. Depending on framework conditions and assumptions, the amount of support ranges at the EU level from € 0.4 to 2 billion per year, which represents only a small proportion of the total support requirement for the energy system transformation. Cooperation between the Member States could further help reduce these costs. Based on the assumption that individuals develop their preferences within a specific policy context, we examine how changes in three policies affect mothers' and fathers' work-family preferences: the availability of high-quality, affordable childcare; the right to return to a full-time job after having reduced hours to part-time and an increase in the number of 'partner months' in parental leave schemes. Analysing a unique probability sample of parents with young children in Germany from 2015 (N = 1756), we find that fathers would want to work slightly fewer hours if they had the right to return to a full-time position after working part-time, and mothers would want to work slightly more hours if childcare opportunities were improved. Full-time working parents, moreover, are found to prefer fewer hours independent of the policy setting, while non-employed parents would like to work at least some hours. Last but not least, our analyses show that increasing the number of partner months in the parental leave scheme considerably increases fathers' preferences for longer and mothers' preferences for shorter leave. Increasing the number of partner months in parental schemes hence has the greatest potential to increase gender equality.
