N2 - International public administrations (IPAs) are collective bodies within international organizations (IOs) made up of international civil servants that support the intergovernmental bodies and member states. Over the last decade, research on these bodies has “gained substantial momentum”. Comparative assessments of IPAs reputation among stakeholders are rare. The literature on the sociological legitimacy of IOs is most advanced in this respect. A comparative agenda on IPAs reputation for expertise or neutrality is still in its infancy. Research has shown that different stakeholders view the same IPA quite differently. Reputation is a crucial concept in political science and IR research and has been widely used to predict states’ future behavior, notably regarding cooperation and conflict. IPAs seem to vary substantially in their reputation for expertise among critical interlocutors. In financial policy, several prominent IPAs are seen as experts, including the European Central Bank and the IMF.

N2 - This study evaluates the challenges, institutional impacts and responses of German local authorities to the COVID-19 pandemic from a political science point of view. The main research question is how they have contributed to combat the COVID-19 pandemic and to what extent the strengths and weaknesses of the German model of municipal autonomy have influenced their policy. It analyses the adaptation strategies of German local authorities and assesses the effectiveness of their actions up to now. Their implementation is then evaluated in five selected issues, e.g. adjustment organization and staff, challenges for local finances, local politics and citizen’s participation. This analysis is reflecting the scientific debate in Germany since the beginning of 2020, based on the available analyses of political science, law, economics, sociology and geography until end of March 2021.

N2 - Many operational International Organizations (IOs) rely on national staff when implementing projects in member states. However, fears persist that the loyalties of national IO staff may be divided when working in their home countries. The article studies differences in more than 50,000 procurement decisions taken in 1729 projects overseen by World Bank staff working as expatriates or in their home countries. The empirical results show that when staff work in their home countries, national suppliers' probability of winning procurement contracts increases. However, these increases are not driven by restricted procurement processes—that exclude competition—which are often seen as red flags for corruption. Instead, restricted procurement processes seem to be less likely when staff work in their home countries. These findings imply that national IO staff use their country-specific knowledge to increase the development effectiveness of procurement in line with the mandate of the World Bank.

N2 - The peace processes in Liberia and Sierra Leone share similar contexts and have an interrelated history. They are also often portrayed as successful cases of peacebuilding. This conclusion seems valid, as war has not returned, and political power was handed over peacefully; however, both cases differ with regard to the inclusiveness of the peace processes and the role of local leaders. This article aims to add to the critical peacebuilding debate by focusing on local perceptions about the position of local leaders in these two peace processes. We conducted a public opinion survey in five regions in Sierra Leone and Liberia and expert interviews with peacebuilding actors to examine changing perceptions about the roles of local leaders in both countries. This article speaks to the broader peacebuilding debate by highlighting the importance of including local voices in the peace process and by discussing challenges of inclusive peacebuilding.

N2 - The European Union’s 2030 climate and energy package introduced fundamental changes compared to its 2020 predecessor. These changes included a stronger focus on the internal market and an increased emphasis on technology-neutral decarbonization while simultaneously de-emphasizing the renewables target. This article investigates whether changes in domestic policy strategies of leading member states in European climate policy preceded the observed changes in EU policy. Disaggregating strategic change into changes in different elements (goals, objectives, instrumental logic), allows us to go beyond analyzing the relative prioritization of different goals, and to analyze how policy requirements for reaching those goals were dynamically redefined over time. To this end, we introduce a new method, which based on insights from social network analysis, enables us to systematically trace those strategic chances. We find that shifts in national strategies of the investigated member states preceded the shift in EU policy. In particular, countries reframed their understanding of supply security, and pushed for the internal electricity market also as a security measure to balance fluctuating renewables. Hence, the increasing focus on markets and market integration in the European 2030 package echoed the increasingly central role of the internal market for electricity supply security in national strategies. These findings also highlight that countries dynamically redefined their goals relative to the different phases of the energy transition.

N2 - The legitimacy and effectiveness of international organizations are often linked directly to issues of representation—not only on their high-level governing boards and in top leadership but also within their staff. This article explores two key questions of bureaucratic representation in the critical cases of the International Monetary Fund and World Bank. First, we seek to unpack three essential dimensions of staff representation—nationality, education, and gender—to explain how representation may matter for international organizations. Second, we aim to describe the multiple dimensions of representation in the International Monetary Fund and the World Bank over the past twenty years by deploying a novel dataset on staff demographics, focusing on ranks with decision-making authority within the institutions. Our descriptive analysis reveals that the International Monetary Fund and the World Bank have made considerable efforts to diversify their bureaucracies. Nonetheless, representation remains uneven; for example, nationals from middle- and low-income countries, women, and staff without economics degrees from prominent US- or UK-based universities are less present in key leadership positions. These results may be well explained by the particular needs of the institutions’ technical mandates and limits in the supply of qualified staff and, as such, need not be seen as suboptimal. Nonetheless, perceived imbalances in representation may continue to pose external legitimation and operational challenges to the International Monetary Fund and the World Bank in a complex political environment where such multidimensional representation is important to sustaining the buy-in of donor and borrower countries alike. To this end, we recommend that the International Monetary Fund and the World Bank enhance their diversity and inclusion efforts by increasing transparency via reporting disaggregated data on workforce composition and introducing annual requirements to publish progress reports with management feedback to strengthen internal and external accountability.

N2 - Over the last few decades, a network of misogynist blogs, websites, wikis, and forums has developed, where users share their bigoted, sexist, and toxic views of society in general and masculinity and femininity in particular. This chapter outlines conceptual framework of hegemonic and hybrid masculinity. It provides a brief overview of the historical development of the manosphere and its various configurations and present our analysis of the masculinities performed by the five groups of the manosphere. The concept of hegemonic masculinity was articulated by Connell and colleagues in the 1980s as “the pattern of practice that allowed men’s dominance over women to continue.” Prior to the advent of the manosphere, an online iteration of male supremacist mobilizations, both Men’s Rights Activists and Pick-up artists developed as offline movements in the 1970s. MRAs perceive their respective societies as inherently stacked against men. This chapter analyses the masculinities of the manosphere and how they “repudiat[e] and reif[y]” hegemonic masculinity and male supremacism.

Um diese Gleichheit zu bewahren, entwickelten sich im 20. Jahrhundert Konzeptionen von Gemeinwohl, die versuchten, das Gemeinwohl eher prozedural und pluralistisch zu verstehen. Eine zu spezifische, vorher festgelegte Definition des Gemeinwohls sei letzten Endes undemokratisch und ideologisch und somit der sozialen Gleichheit abträglich. In den letzten Jahren haben sich unter dem Oberbegriff des sozialen Egalitarismus jedoch auch die Vorstellungen der sozialen Gleichheit verändert, hin zu einem substanzielleren Verständnis, was die Frage aufwirft, ob prozedurale Gemeinwohlverständnisse ihrer Rolle als Wächter der Gleichheit immer noch gerecht werden können.

N2 - The present study proposes and tests pathways by which racial discrimination might be positively related to bullying victimization among Black and White adolescents. Data were derived from the 2016 National Survey of Children's Health, a national survey that provides data on children's physical and mental health and their families. Data were collected from households with one or more children between June 2016 to February 2017.
A letter was sent to randomly selected households, who were invited to participate in the survey. The caregivers consisted of 66.9% females and 33.1% males for the White sample, whose mean age was 47.51 (SD = 7.26), and 76.8% females and 23.2% males for the Black sample, whose mean age was 47.61 (SD = 9.71).
In terms of the adolescents, 49.0% were females among the White sample, whose mean age was 14.73 (SD = 1.69). For Black adolescents, 47.9% were females and the mean age was 14.67(SD = 1.66).
Measures for the study included bullying perpetration, racial discrimination, academic disengagement, and socio-demographic variables of the parent and child.
Analyses included descriptive statistics, bivariate correlations, and structural path analyses.
For adolescents in both racial groups, racial discrimination appears to be positively associated with depression, which was positively associated with bullying perpetration. For White adolescents, racial discrimination was positively associated with academic disengagement, which was also positively associated with bullying perpetration. For Black adolescents, although racial discrimination was not significantly associated with academic disengagement, academic disengagement was positively associated with bullying perpetration.

N2 - Le Président de la République française, Emmanuel Macron, a prononcé le 26 septembre 2017 dans le grand auditorium de l’Université de la Sorbonne devant un public composé d’étudiants et de responsables politiques un ambitieux discours sur l’Europe. Parmi ses « initiatives pour l’Europe » figure la création d’universités européennes.
L’objectif de cette étude est de mettre en lumière l’héritage et les apports français et allemands dans ce nouveau modèle de partenariat européen en construction. Quel est le rôle joué par le niveau ministériel en France et en Allemagne dans le cadre de la mise en œuvre de l’initiative ? Quel est le degré et quelle est la nature d’intervention des Agences nationales Erasmus dans chacun des deux pays ? Quel est le positionnement de l’Université franco-allemande par rapport à ces nouvelles alliances ainsi que sa contribution ? À partir de trois exemples, à savoir les alliances ECIU, EPICUR et FORTHM, nous illustrons comment la coopération franco-allemande ainsi que les relations transfrontalières développées au sein de réseaux préexistants alimentent ces « réseaux des réseaux ».
Ce mémoire puise ses principales sources de 15 entretiens semi-directifs, menés entre août 2020 et janvier 2021 auprès d’acteurs allemands, français et européens. La richesse de leur expertise nourrit la conclusion dans laquelle nous tentons de mettre en exergue la dimension franco-allemande de cette initiative. Avec un regard franco-allemand, nous proposons un résumé des actuelles forces, opportunités, faiblesses et menaces qui favorisent ou entravent le développement de cette nouvelle initiative.

September 2017 im großen Hörsaal der Universität Sorbonne vor einem Publikum aus Studenten und Politikern eine ambitionierte Rede zu Europa. Zu seinen "Initiativen für Europa" gehört die Schaffung von Europäischen Hochschulnetzwerken.
Das Ziel dieser Masterarbeit besteht darin, das deutsch-französische Erbe sowie die Beiträge beider Länder in diesen neuen Modellen zu untersuchen :.Welche Rolle spielt die ministerielle Ebene in Frankreich und Deutschland bei der Umsetzung der Initiative? In welchem Umfang und auf welche Art und Weise beteiligen sich die nationalen Erasmus-Agenturen in beiden Ländern ? Welche Position nimmt die Deutsch-Französische Hochschule in Bezug auf diese neuen Allianzen ein und welche Unterstützung bietet sie? Anhand von drei Beispielen, den Allianzen ECIU, EPICUR und FORTHM, wird beschrieben, welche Beiträge die deutsch-französische Zusammenarbeit sowie grenzüberschreitende Kooperationen leisten.
Die Hauptquellen für diese Masterarbeit stellen 15 semidirektive Experteninterviews dar, die zwischen August 2020 und Januar 2021 mit deutschen, französischen und europäischen Akteuren geführt wurden. Der Reichtum ihrer Expertise fließt in die Schlussfolgerung ein, in der wir versuchen, die deutsch-französische Dimension dieser Initiative hervorzuheben. N2 - The President of the French Republic, Emmanuel Macron, gave an ambitious speech on Europe to an audience of students and politicians in the large lecture hall of the Sorbonne University on 26 September 2017. Among his "Initiatives for Europe" is the creation of European University Networks.
The aim of this Master's thesis is to examine the Franco-German heritage and the contributions of both countries in these new models :.What is the role of the ministerial level in France and Germany in the implementation of the initiative? To what extent and in what way do the national Erasmus agencies in both countries participate ? What is the position of the Franco-German University in relation to these new alliances and what support does it offer? Using three examples, the ECIU, EPICUR and FORTHM alliances, the contributions of Franco-German cooperation and cross-border cooperation are described.
The main sources for this Master's thesis are 15 semi-directive expert interviews conducted with German, French and European actors between August 2020 and January 2021. The wealth of their expertise feeds into the conclusion, in which we try to highlight the Franco-German dimension of this initiative. N2 - Since the adoption of the Paris Agreement, the focus of the United Nations climate regime has shifted from forging consensus among national governments toward animating implementation activity across multiple levels.
Based on a case study of the Global Climate Action Portal-an online database designed to document nonstate actor climate commitments and implementation efforts-we trace, conceptualize, and assess how the roles of data, data infrastructures, and actor constellations have changed as a result of this shift.
We argue that in the pre-COP21 negotiation phase, the United Nations Climate Secretariat strategically used the database to orchestrate and leverage nonstate actor commitments to exert pressure on intergovernmental negotiations.
By contrast, in the post-COP21 implementation phase, the Secretariat, in collaboration with climate data specialists, is seeking to develop the portal to track and animate implementation activity.
Given these developments, we discuss the potential and limitations of data-driven climate governance and set out avenues for future research.

Besides better migration management in local administration and the interaction of top-down and bottom-up efforts to integrate migrants is of importance.

N2 - We examine how analogy-based collective decision-making of member states contributes to the endogenous emergence of informal rules and the incremental change of international organizations (IOs). Decision-making by analogy is an important characteristic of day-to-day decision-making in IOs. Relating current decisions to previous ones through analogies drives incremental change and simultaneously reinforces organizational resilience. Whereas the foreign policy analysis literature shows that analogies can be used as cognitive shortcuts in fuzzy and complex foreign policy situations, we focus on their use to overcome social ambiguity (indeterminacy) of coordination situations in IOs. Drawing on psychological conceptions, we develop two micro-level mechanisms that elucidate the effects of analogy-based collective decision-making in member-driven IOs. Analogy-based collective decisions emphasizing similarity between a current situation and previous ones follow an established problem schema and produce expansive and increasingly well-established informal rules. Collective decisions that are analogy-based but emphasize a crucial difference follow different problem schemas and trigger the emergence of additional informal rules that apply to new classes of cases. The result is an increasingly fine-grained web of distinct organizational solutions for a growing number of problems. Accordingly, an IO can increasingly facilitate collective decision-making and gains resilience. Empirically, we probe these propositions with a documentary analysis of decision-making in the Yugoslavia sanctions committee, established by the United Nations Security Council to deal with a stream of requests for exempting certain goods or services from the comprehensive economic embargo imposed on Yugoslavia in response to the War in the Balkans.

N2 - Jointly with the Global North, the rise of the Global South has come at a high cost to the environment. Driven by its high energy intensity and the use of fossil fuels, the South has contributed a significant portion of global emissions during the last 30 years, and is now contributing some 63% of today's total GHG emissions (including land-use change and forestry). Similar to the Global North, the Global South's emissions are heavily concentrated: India and China alone account for some 60% and the top 10 countries for some 78% of the group's emissions, while some 120 countries account for only 22%. Without highlighting such differences, it makes little sense to use the term 'Global South'. Its members are affected differently, and contribute differently to global climate change. They neither share a common view, nor do they pursue joint interests when it comes to international climate negotiations. Instead, they are organised into more than a dozen subgroups of the global climate regime. There is no single climate strategy for the Global South, and climate action will differ enormously from country to country. Furthermore, just and equitable transitions may be particularly challenging for some countries.

N2 - Many international bureaucracies give policy advice to national administrative units. Why is the advice given by some international bureaucracies more influential than the recommendations of others? We argue that targeting advice to member states through national embeddedness and country-tailored research increases the influence of policy advice. Subsequently, we test how these characteristics shape the relative influence of 15 international bureaucracies' advice in four financial policy areas through a global survey of national administrations from more than 80 countries. Our findings support arguments that global blueprints need to be adapted and translated to become meaningful for country-level work.
Points for practitioners
National administrations are advised by an increasing number of international bureaucracies, and they cannot listen to all of this advice. Whereas some international bureaucracies give 'one-size-fits-all' recommendations to rather diverse countries, others cater their recommendations to the national audience. Investigating financial policy recommendations, we find that national embeddedness and country-tailored advice render international bureaucracies more influential.

N2 - The recent debate on administrative bodies in international organizations has brought forward multiple theoretical perspectives, analytical frameworks, and methodological approaches. Despite these efforts to advance knowledge on these actors, the research program on international public administrations (IPAs) has missed out on two important opportunities: reflection on scholarship in international relations (IR) and public administration and synergies between these disciplinary perspectives. Against this backdrop, the essay is a discussion of the literature on IPAs in IR and public administration. We found influence, authority, and autonomy of international bureaucracies have been widely addressed and helped to better understand the agency of such non-state actors in global policy-making. Less attention has been given to the crucial macro-level context of politics for administrative bodies, despite the importance in IR and public administration scholarship. We propose a focus on agency and politics as future avenues for a comprehensive, joint research agenda for international bureaucracies.
N2 - El reciente debate sobre los organismos administrativos en las organizaciones internacionales ha generado diversas perspectivas teóricas, marcos analíticos y enfoques metodológicos. A pesar de estos esfuerzos por mejorar el conocimiento sobre estos actores, el programa de investigación sobre las administraciones públicas internacionales (International Public Administration, IPA) ha perdido dos oportunidades importantes: la reflexión sobre la erudición en las relaciones internacionales y la administración pública y las sinergias entre estas perspectivas disciplinarias. Con este trasfondo, en el ensayo se analiza la literatura sobre las administraciones públicas internacionales en las relaciones internacionales y la administración pública. Descubrimos que la influencia, la autoridad y la autonomía de las burocracias internacionales se han abordado ampliamente y ayudaron a comprender mejor la función de dichos agentes no estatales en la formulación de políticas a nivel mundial. Se ha prestado menos atención al contexto clave a nivel macro de la política de los organismos administrativos, a pesar de su importancia en las relaciones internacionales y la erudición en la administración pública. Proponemos enfocarnos en la agencia y la política como futuras vías para implementar un programa de investigación conjunta y exhaustiva para las burocracias internacionales.
N2 - Le récent débat sur les organes administratifs des organisations internationales a mis en avant plusieurs perspectives théoriques, cadres analytiques et approches méthodologiques. Malgré ces efforts pour faire progresser la connaissance de ces acteurs, le Programme de recherche sur les administrations publiques internationales a manqué deux opportunités majeures : une réflexion sur les recherches en relations internationales et administration publique ainsi que sur les synergies entre ces perspectives des disciplines. Cet essai s'appuie sur cette toile de fond pour établir une discussion au sujet de la littérature abordant les administrations publiques internationales dans les domaines des relations internationales et de l'administration publique. Nous avons constaté que l'influence, l'autorité et l'autonomie des bureaucraties internationales avaient été largement abordées, ce qui permettait de mieux comprendre le pouvoir de tels acteurs non-étatiques dans l’établissement des politiques internationales. Toutefois, malgré son importance dans les recherches en relations internationales et administration publique, une moins grande attention a été accordée au contexte macro des politiques des organes administratifs alors qu'il est crucial. Nous proposons de mettre l'accent sur le pouvoir et les politiques comme pistes futures pour un programme de recherche conjoint complet sur les bureaucraties internationales.

N2 - This essay argues that Oscar Wilde noticeably contributed to the emerging discourse about world literature, even though his views in this regard have to be unearthed from the margins of his works, from his early and unpublished American lectures and 'between the lines' of his major critical essays. Wilde's implicit ideas around world literature can be understood as being closely related to his broader endeavour of redirecting and revaluing the pejorative discourse around 'decadence' in art and literature. More specifically, the arch-aesthete preferred to use the word 'romance' rather than 'decadence' (a term he hardly used at all in his writings), signalling a sensitivity attuned to what he called the 'love of things impossible'. This reconceptualization of the decadent outlook was to inspire a critical ideal of literature which relied on creatively activating the other as Other, culminating in a vision of intersubjective, transcultural and unlimited literary communication. Wilde's thought can be more specifically understood as anticipating central tenets of Gayatri Chakravorty Spivak's evocations of the planetary, thus preparing the way for an alterity-oriented understanding of literary cosmopolitanism.

Du Bois’s first novel, The Quest of the Silver Fleece (1911), is set squarely in the USA, his second work of fiction, Dark Princess: A Romance (1928), abandons this national framework, depicting the treatment of African Americans in the USA as embedded into an international system of economic exploitation based on racial categories. Ultimately, the political visions offered in the novels differ starkly, but both employ a Western literary canon – so-called ‘classics’ from Greek, German, English, French, and US American literature. With this, Du Bois attempts to create a new space for African Americans in the world (literature) of the 20th century. Weary of the traditions of this ‘world literature’, the novels complicate and begin to decenter the canon that they draw on. This reading traces what I interpret as subtle signs of frustration over the limits set by the literature that underlies Dark Princess, while its predecessor had been more optimistic in its appropriation of Eurocentric fiction for its propagandist aims.

N2 - To understand the divergent institutional development in transition economies, we examine the role of institutional experience from the pre-Soviet era in institution-building after the dissolution of the Soviet Union. To measure institutional experience, we construct an index that captures previous experience with independent non-Soviet institutions. A cross-sectional analysis shows that institutional experience is statistically significantly associated with the quality of political, administrative, and legal institutions in transition economies today. To provide a more comprehensive picture and to control for confounding factors, in a second step, we apply a Hausman-Taylor estimator on panel data. This analysis confirms the positive relationship between institutional experience and institutional development. Moreover, the results suggest that the association between institutional experience and political institutions is stronger than the association to the other dimensions of institutions. Overall, the analysis highlights the importance of institutional experience and provides a rationale for the persistency of institutions.

N2 - Through qualitative research conducted in the bazaars of Bishkek, this paper examines the posited tripartite relationship between the free market, micro-finance and women's empowerment by focusing on how loans from micro-finance institutions in Bishkek influence the lives of female loanees. The neo-liberal conception of 'individual autonomy' and 'empowerment', it is argued, may not adequately serve as indicators of actual female empowerment/disempowerment in Bishkek and lead us to fail to recognize moments of self-exploitation and forms of claim-making. The research also underlines the disempowering effects of the affectional burden, that is, the constant sense of anxiety, that the loanees have to manage in order to survive in the neo-liberal business environment, which offers high interest rate loans and exposes the loanees to over-indebtedness. These effects can be followed through the analysis of the role the desire for stability and 'ontological security' plays in the formation of the identities/world views of the loanees.

N2 - Cyber warfare is a timely and relevant issue and one of the most controversial in international humanitarian law (IHL). The aim of IHL is to set rules and limits in terms of means and methods of warfare. In this context, a key question arises: Has digital warfare rules or limits, and if so, how are these applicable? Traditional principles, developed over a long period, are facing a new dimension of challenges due to the rise of cyber warfare. This paper argues that to overcome this new issue, it is critical that new humanity-oriented approaches is developed with regard to cyber warfare. The challenge is to establish a legal regime for cyber-attacks, successfully addressing human rights norms and standards. While clarifying this from a legal perspective, the authors can redesign the sensitive equilibrium between humanity and military necessity, weighing the humanitarian aims of IHL and the protection of civilians-in combination with international human rights law and other relevant legal regimes-in a different manner than before.

N2 - The federal administration is significantly small (around 10 percent of all public employees). This speciality of the German administrative system is based on the division of responsibilities: the central (federal) level drafts and adopts most of the laws and public programmes, and the state level (together with the municipal level) implements them. The administration of the federal level comprises the ministries, subordinated agencies for special and selected operational tasks (e.g. the authorisation of drugs, information security and registration of refugees) in distinct administrative sectors (e.g. foreign service, armed forces and federal police). The capacity for preparing and monitoring government bills and statutory instruments is well developed. Moreover, the instruments and tools of coordination are exemplary compared with other countries, although the recent digital turn has been adopted less advanced than elsewhere.

N2 - The recently adopted German Online Access Act triggered the creation of digitalization labs for designing digital services, bringing together federal, state, and local authorities; end-users; and private-sector actors. These labs provide opportunities for boundary spanning due to organizational field and lab features. Our comparative case studies on three digitalization labs show variations in boundary spanning and reveal lab members de-coupling from their parent organizations to a varying extent. We have concluded labs offer boundary spanning that supports safeguarding the legitimacy of innovative policy designs but also raise concerns over public accountability.

N2 - Expert authority is regarded as the heart of international bureaucracies' power. To measure whether international bureaucracies' expert authority is indeed recognised and deferred to, we draw on novel data from a survey of a key audience: officials in the policy units of national ministries in 121 countries. Respondents were asked to what extent they recognised the expert authority of nine international bureaucracies in various thematic areas of agricultural and financial policy. The results show wide variance. To explain this variation, we test well-established assumptions on the sources of de facto expert authority. Specifically, we look at ministry officials' perceptions of these sources and, thus, focus on a less-studied aspect of the authority relationship. We examine the role of international bureaucracies' perceived impartiality, objectivity, global impact, and the role of knowledge asymmetries. Contrary to common assumptions, we find that de facto expert authority does not rest on impartiality perceptions, and that perceived objectivity plays the smallest role of all factors considered. We find some indications that knowledge asymmetries are associated with more expert authority. Still, and robust to various alternative specifications, the perception that international bureaucracies are effectively addressing global challenges is the most important factor.

N2 - In den vergangenen Jahren hat sich die Politikdidaktik zunehmend mit dem Einsatz von Narrationen im Politikunterricht beschäftigt, denn neben Sachtexten bietet auch die Belletristik die Möglichkeit, sich mit politischen Themen auseinanderzusetzen. Insbesondere die Literatur von Ferdinand von Schirach hat in den letzten Jahren zunehmend Anklang in der Gesellschaft gefunden. Von Schirachs Texte greifen gesellschaftskritische Themen auf, beleuchten diese aus verschiedenen Perspektiven und fordern zur Meinungsbildung heraus. Aus diesem Grund weisen von Schirachs Narrationen ein hohes Potential für die Politische Bildung auf. Politische Bildung schließt auch die Rechterziehung ein. Der Fall Collini von Ferdinand von Schirach setzt sich sowohl mit rechtlichen, als auch mit politischen Themen im Sinne der Rechtserziehung auseinander. In der vorliegenden Masterarbeit wird der Frage nachgegangen, inwieweit der Roman Der Fall Collini von Ferdinand von Schirach als Narration eine Chance für politisch-rechtliches Lernen im Politikunterricht darstellt. Um die Forschungsfrage zu beantworten, werden die Lernchancen und -grenzen des Romans hinsichtlich seiner Thematik und seines Genres, sowie durch den Roman geförderten Kompetenzen herausgearbeitet und die durch ihn möglichen fächerübergreifenden Bezüge verdeutlicht. Durch die Auseinandersetzung mit von Schirachs Werk beschäftigen sich die Schülerinnen und Schüler mit politisch-rechtlichen Themen, wie dem Spannungsverhältnis von Recht und Gerechtigkeit, dem Ablauf von Strafgerichtsverfahren, dem theoretischen Anspruch des Rechtsstaates und dessen realen Schwächen. Zudem fördert die Auseinandersetzung mit dem Roman Der Fall Collini die vier fachbezogenen Kompetenzen der Politischen Bildung, sowie Multiperspektivität und exemplarisches Lernen. Des Weiteren verknüpft der Roman historische, politisch-rechtliche und moralisch-ethische Aspekte miteinander, wodurch fächerübergreifende Bezüge mit den Fächern Geschichte, Deutsch und L-E-R hergestellt werden können. Darüber hinaus spricht der Justizroman als Narration seine Leserinnen und Leser auch emotional an und fördert somit eine ganzheitliche und nachhaltige Wissensvermittlung im Sinne der Rechtserziehung. Es hat sich gezeigt, dass Der Fall Collini von Ferdinand von Schirach sich für die unterrichtliche Beschäftigung innerhalb der Politischen Bildung besonders eignet.
N2 - In recent years, political didactics has increasingly engaged in the use of narrations for Civic Education in school. In addition to non-fictional texts, fiction also offers the opportunity to deal with political issues. As the fictional literature of Ferdinand von Schirach has successfully drawn society’s attention towards political and legal issues over the past few years, it might be a valuable contribution to Civic Education. Von Schirach’s texts take up critical issues, illuminate them from different perspectives and challenge people to form their opinions. For those reasons, von Schirach’s narrations, especially The Collini Case, have a high didactical potential to promote their political and legal learning. In this Master’s thesis, I will examine the question to what extent Ferdinand von Schirach’s novel The Collini Case encourages a critical awareness for such issues, as well as political and legal learning. In order to answer this research question, the learning opportunities and limits of the novel with regards to its subject matter and genre, as well as the competencies promoted by the novel, are identified and the interdisciplinary refences are elucidated. Von Schirach’s literature confronts students with different issues such as the tension between law and justice, the course of criminal court proceedings, the theoretical claims of the constitutional state and its weaknesses considering reality. In addition, reading the novel The Collini Case facilitates the four subject-related competencies of Civic Education, as well as multi-perspectivity and exemplary learning. Furthermore, the novel links historical, political-legal and moral-ethical aspects with one another, which enables interdisciplinary references to be made with the subjects of History, German and Ethics. Moreover, the novel also speaks to its readers on an emotional level and thus enables a holistic and sustainable transfer of knowledge. All in all, the analysis has shown that Ferdinand von Schirach’s The Collini Case is particularly suitable for teaching politics.

N2 - Although German Federal Chancellor Helmut Kohl and British Prime Minister Margaret Thatcher were on the same side in the Cold War, as well as in the same family of moderate centre-right parties, despite being roughly the same age and sharing a fundamental market-economic and Atlanticist orientation, they were not in harmony emotionally. This analysis demonstrates how different genders, incompatible conceptions of nation, history, and regional origins, as well as experiences of mutual frustration eclipsed their ideological commonalities and counteracted against the 'emotional regimes' of 'the West' in the Cold War. It breaks new ground in several respects. First, it does not examine strong feelings that blotted out all others but rather a range of more ambivalent and nuanced emotions. Second, it links the themes of gender and feeling by enquiring about the male or female manifestations and attributions of certain emotions. Third, it focuses on not only men and women at the top but considers their entourages as either amplifiers or 'shock absorbers' of the leaders' feelings. Finally, it explores the scope and limits of the notion that the Cold War was an 'emotional regime'.

N2 - The liberal international order is being challenged and international organizations (IOs) are a main target of contestation. COVID-19 seems to exacerbate the situation with many states pursuing domestic strategies at the expense of multilateral cooperation. At the same time, IOs have traditionally benefited from cross-border crises. This article analyzes the policy responses of IOs to the exogenous COVID-19 shock by asking why some IOs use this crisis as an opportunity to expand their scope and policy instruments? It provides a cross-sectional analysis using original data on the responses of 75 IOs to COVID-19 during the first wave between March and June 2020. It finds that the bureaucratic capacity of IOs is significant when it comes to using the crisis as an opportunity. It also finds some evidence that the number of COVID-19 cases among the member states affects policy responses and that general purpose IOs have benefited more.

N2 - Der rechtliche, moralisch-ethische und auch politische Gehalt des Theaterstücks „Gott“ wirft aus politikdidaktischer Perspektive u. a. die Frage auf, inwiefern sich das Textbuch zu dem Theaterstück Gott von Ferdinand von Schirach als Unterrichtsmedium zur Rechtserziehung im Politikunterricht eignet. Diese Frage stellt sich v. a. vor dem Hintergrund, dass der Politikdidaktiker Ingo Juchler im Rahmen des von ihm begründeten narrativen Ansatzes der politischen Bildung den Einsatz von Narrationen in der fächerübergreifenden politischen Bildung explizit vorschlägt. Darüber hinaus lässt sich die Narration auch thematisch dem Politikunterricht zuordnen. Denn, dass Recht „Teil der Politischen Bildung ist und im Unterricht eine Rolle spielen sollte“ (Goll 2017: 592), gilt in der fachdidaktischen Literatur zum rechtlichen Lernen gemeinhin als unstrittig. Die Arbeit ist gedanklich in zwei Teile gegliedert: Im ersten Teil wird zunächst eine wissenschaftlich bzw. fachdidaktisch fundierte Grundlage geschaffen. In einem ersten Schritt werden deshalb der narrative Ansatz der politischen Bildung und in diesem Zusammenhang insbesondere die Vorzüge des Einsatzes von Narrationen im Politikunterricht vorgestellt. Anschließend werden Recht und Rechtserziehung in den Kontext von Schule und Politikunterricht eingeordnet. Aus beiden Abschnitten werden folglich Kriterien abgeleitet, anhand derer im Allgemeinen die Eignung einer Narration für den Politikunterricht (Abschnitt 2) und im Besonderen die Eignung einer Narration als Unterrichtsmedium zur Rechtserziehung im Politikunterricht (Abschnitt 3) bestimmt werden kann. Diese Kriterien werden in einem Kriterienkatalog (Abschnitt 4) gebündelt, mit dessen Hilfe im zweiten Teil das Textbuch zu dem Theaterstück „Gott“ hinsichtlich seiner Eignung als Unterrichtsmedium zur Rechtserziehung im Politikunterricht überprüft wird. Abschließend werden die Untersuchungsergebnisse pointiert dargelegt und das Vorgehen reflektiert.
N2 - The legal, moral-ethical and political content of Ferdinand von Schirachs Narration „Gott“ raises the question, how far „Gott“ is suitable as a teaching tool in the political education and in particular for the law education. This question arises as Ingo Juchler explicitly suggests the use of narrations in the political education (narrative approach). Additionally the statement, that political education includes legal subjects, is undisputed.
The master thesis consists of two parts: The first part creates a scientific basis. The paper introduces the narrative approach and classifies legal contents into school contexts and political education. Afterwards, it derives criteria to investigate the suitability of „Gott“ as a teaching tool in the political education and especially for the law education. In the second part of this paper, „Gott“ gets analyzed by using the derived criteria. Finally, the results are summarized and the methods are reflected.

N2 - Die Masterarbeit beschäftigt sich auf der theoretischen Grundlage der Entwicklung der Mensch-Tier-Beziehung sowie der Entstehung der Human-Animal Studies (HAS) mit der Frage, welche Möglichkeiten es gibt, um das Bewusstsein der Menschen für einen moralischen und sensiblen Umgang mit Tieren zu sensibilisieren. Konkret geht die vorliegende Arbeit der Frage nach, wie die Mensch-Tier-Beziehung und die Rechte der Tiere Bestandteil des Politikunterrichts werden können. Um das gewaltige Repertoire an Möglichkeiten, das sich mit dieser Überlegung öffnet, einzugrenzen, wurde die Mensch-Tier-Beziehung schwerpunktmäßig anhand der (konventionellen) Nutztierhaltung untersucht.
Das Ergebnis der Arbeit zeigt, dass die Thematik der Mensch-Tier-Beziehung im Allgemeinen sowie die entwickelte Unterrichtskonzeption im Konkreten für den Unterricht der Politischen Bildung geeignet sind. Darüber hinaus konnte die Erkenntnis gewonnen werden, dass die Thematik vielfältige Anknüpfungspunkte sowohl für den Politikunterricht als auch für weitere Unterrichtsfächer bietet.
N2 - This master thesis is concerned with the question which possibilities can help raise awareness for a moral and sensitive interaction with animals based on the theoretical groundwork of the evolution of human-animal relationships as well as the development of human-animal studies (HAS).
More specifically, this paper deals with the question how human-animal relationships and animal rights can become a part of political education.
To narrow down the vast potential of possibilities, which opens up with this idea, the human-animal relationship has been examined predominantly on the basis of (conventional) keeping of farm animals.
The result of this paper shows that the topic of human-animal relationships at large as well as the suggested teaching concept specifically are suited for political education.
Moreover, the knowledge of this topic offering diverse connecting factors for both political education and other school subjects could be gained.

N2 - Fördermittelfinanzierte Gründungsunterstützungsangebote waren in den EU-Förderperioden 2007-2013 und 2014-2020 ein wichtiges Element der Hochschulgründungsförderung im Land Brandenburg. Aufgrund der positiven wirtschaftlichen Entwicklung des Landes, reduzierte sich das Fördervolumen in der gleichen Zeit jedoch stetig. Für die EU-Förderperiode 2021-2027 steht eine weitere Reduzierung der Fördermittel bereits fest. In der Folge wird es, ohne Anpassungen der etablierten Förderstrukturen, zur weiteren Reduzierung oder Erosion der Gründungsunterstützungsangebote an Brandenburger Hochschulen kommen. Die vorliegende Arbeit befasst sich daher u.a. mit der Frage, wie ein theoretisches Referenzmodell zur fördermittelfinanzierten Hochschulgründungsberatung gestaltet sein kann, um den reduzierten Fördersätzen bei gleichzeitiger Aufrechterhaltung der Angebotsvielfalt gerecht zu werden.
Zur Beantwortung dieser Frage wird als Untersuchungsobjekt das Förderprojekt BIEM Startup Navigator herangezogen. Das Gründungsberatungsprojekt BIEM Startup Navigator wurde von 2010 bis 2014 an sechs Brandenburger Hochschulen durchgeführt. Mit Hilfe der Modelle und Prämissen der Prinzipal-Agent-Theorie wird zunächst ein theoretischer Rahmen aufgespannt, auf dessen Grundlage die empirische Untersuchung erfolgt. Anhand der Prinzipal-Agent-Theorie werden die beteiligten Organisationen, Individuen und Institutionen aufgezeigt. Weiterhin werden die wesentlichen Problemfelder und Lösungsansätze der Prinzipal-Agent-Theorie für die Untersuchung des BIEM Startup Navigators diskutiert.
Im Untersuchungsverlauf werden u.a. die Konzepte zur Durchführung des Förderprojekts an sechs Hochschulstandorten, die Daten von 610 Teilnehmenden und 288 Gründungen analysiert, um so sachlogische Zusammenhänge und Wechselwirkungen identifizieren und beschreiben zu können. Es werden unterschiedliche theoretische Annahmen zu den Bereichen Projekteffektivität bzw. Projekteffizienz, Kostenverteilung und zur konzeptionellen Ausgestaltung in Form von 24 Arbeitshypothesen formuliert und auf die Untersuchung übertragen. Die Verifizierung bzw. Falsifizierung der Hypothesen erfolgt auf Grundlage der kombinierten Erkenntnisse aus Literaturrecherchen und den Ergebnissen der empirischen Untersuchung.
Im Verlauf der Arbeit gelingt es, die in der Prinzipal-Agent-Theorie auftretenden Agencykosten auch am Beispiel des BIEM Startup Navigators zu beschreiben und ex post Ineffizienzen in den durchgeführten Screening- und Signalingprozessen aufzuzeigen.
Mit Hilfe des im Verlauf der Arbeit entwickelten theoretischen Referenzmodells zur fördermittelfinanzierten Gründungsberatung an Brandenburger Hochschulen soll es gelingen, den sinkenden EU-Fördermitteln, ohne eine gleichzeitige Reduzierung der Gründungsunterstützungsangebote an den Hochschulen, gerecht zu werden. Hierfür zeigt das theoretische Referenzmodell wie die Ergebnisse der empirischen Untersuchung genutzt werden können, um die Agencykosten der fördermittelfinanzierten Gründungsberatung zu reduzieren.
N2 - Subsidized startup programs were an important element of university startup support in the state of Brandenburg in the EU-funding-periods 2007-2013 and 2014-2020. Due to the positive economic development of the country, the funding volume decreased steadily over the same period. A further reduction in funding has already been determined for the EU-funding-period 2021-2027. For Brandenburg, without adjustments to the established funding structures, there will be a further reduction or erosion of the startup support offers at state universities. This thesis therefore deals, among other things, with the question of how a theoretical reference model for subsidized university start-up advice can be designed in order to do justice to the reduced funding rates while maintaining the variety of offers.
The BIEM Startup Navigator project was used as an object of investigation to answer this question. The BIEM Startup Navigator start-up consulting project was carried out at six universities in Brandenburg from 2010 to 2014. With the help of the models and premises of the principal-agent theory, a theoretical framework was first set up, based on which the empirical investigation takes place. Bases on the principal-agent theory the participating organizations, individuals and institutions are shown. Furthermore, the main problem areas and solution approaches of the principal-agent theory for the investigation of the BIEM Startup Navigator are discussed. During the scientific investigation the concepts for implementing the funding project at six university locations, the data from 610 participants and 288 start-ups are analyzed in order to identify and describe relationships and interactions. Different theoretical assumptions on the areas of project effectiveness or project efficiency, cost distribution and conceptual design are formulated in 24 working hypotheses and transferred to the study. The verification or falsification of the hypotheses is based on the combined findings from literature research and the results of the empirical investigation.
In the course of the work the possible agency costs occurring in the principal-agent theory using the example of the BIEM Startup Navigator are shown and to show ex post inefficiencies in the screening and signaling processes. With the help of the developed theoretical reference model for subsidized startups at Brandenburg universities, it should be possible to meet the declining EU-funding without a simultaneous reduction in startup support offers at the universities. For this purpose, the theoretical reference model shows how the results of the empirical study can be used to reduce the agency costs of subsidized startup advice.

N2 - During COVID-19, various public institutions tried to shape citizens’ behaviour to slow the spread of the pandemic. How did their authority affect citizens’ support of public measures taken to combat the spread of COVID-19? The article makes two contributions. First, it presents a novel conceptualisation of authority as a source heuristic. Second, it analyses the authority of four types of public institutions (health ministries, universities, public health agencies, the WHO) in two countries (Germany and the UK), drawing on novel data from a survey experiment conducted in May 2020. On average, institutional endorsements seem to have mattered little. However, there is an observable polarisation effect where citizens who ascribe much expertise to public institutions support COVID-19 measures more than the control group. Furthermore, those who ascribe little expertise support them less than the control group. Finally, neither perception of biases nor exposure to institutions in public debates seems consistently to affect their authority.

N2 - This article investigates local perceptions of international peacebuilding in Sierra Leone and Liberia and explains the need for an inclusive framework addressing peace and justice at the same time. These neighbouring countries in West Africa not only share the burden of an intertwined conflict history but have also been described as prototypes for successful peacebuilding. However, both cases show striking differences with regard to the relative importance given to security and justice during the peace process and within the selected peacebuilding approaches. In Liberia, the peacebuilding framework was clearly sequenced, favouring security over justice. In Sierra Leone, it included a comprehensive TJ component, which was implemented alongside security-centred initiatives. In order to compare these two cases and to elaborate on the challenges of establishing both peace and justice in post-conflict settings with a more people-centred focus, we conducted expert interviews with (inter)national peacebuilding actors and opinion surveys, asking how the civilian populations themselves perceive the peace process and the effectiveness of international peacebuilding. The findings provide insights into local experiences with the inclusive peacebuilding framework implemented in Sierra Leone and the drawbacks of delaying justice and accountability in Liberia.

The book defends this thesis and explores ‘semi-parliamentary government’ as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. The book identifies the Australian Commonwealth and Japan, as well as the Australian states of New South Wales, South Australia, Tasmania, Victoria, and Western Australia, as semi-parliamentary systems. Using data from 23 countries and 6 Australian states, it maps how parliamentary and semi-parliamentary systems balance competing visions of democracy; it analyzes patterns of electoral and party systems, cabinet formation, legislative coalition-building, and constitutional reforms; it systematically compares the semi-parliamentary and presidential separation of powers; and it develops new and innovative semi-parliamentary designs, some of which do not require two separate chambers.

N2 - Scholars of international relations and public administration widely assume that international bureaucracies, in their role as policy advisors, directly influence countries' domestic policies. Yet, this is not true across the board. Why do some countries closely consider the advice of international bureaucracies while others do not? This article argues that international bureaucracies' standing as sources of expertise is crucial. We tested this argument using data from a unique survey that measured prevalent practices of advice utilization in thematically specialized policy units of national ministries in a representative sample of more than a hundred countries. Our findings show that ministries' perceptions of international bureaucracies' expertise, that is, specialized and reliable knowledge, are the key factor. International bureaucracies influence national ministries directly and without the support of other actors that may also have an interest in the international bureaucracies' policy advice. Our analysis also demonstrates that the effects of alternative means of influence, such as third-party pressure and coercion, are themselves partly dependent on international bureaucracies' reputation as experts. The findings presented in this article reinforce the emphasis on expertise as a source of international bureaucracies' influence, and provide a crucial test of its importance.

Immer wieder zeigen sich neuartige Erscheinungsformen, die es in den Schutzbereich des Art. GG Artikel 8 GG einzuordnen gilt. Aus jüngerer Zeit sind etwa Flashmobs oder Demonstrationen auf Schienen zur Fussnote 1 und mit Wohnmobilen zur Fussnote 2 zu nennen. Diskutiert werden auch Online-Versammlungen, bei denen die Teilnehmenden vollständig auf ein körperliches Zusammentreffen verzichten und sich nur virtuell via Computer oder Smartphone zusammenschalten. Angesichts absoluter und relativer Versammlungsverbote in coronabedingten Lockdowns zur Fussnote 3 steht mehr denn je die verfassungsrechtliche Dimension dieserart nichtphysischer Zusammentreffen im Streit. Der Beitrag befasst sich daher mit der Frage, ob die Versammlungsfreiheit des Art. GG Artikel 8 GG im digitalen Zeitalter auch eine virtuelle Seite hat.

N2 - Die vorliegende Studie zeigt, dass Daten in der Krise eine herausragende Bedeutung für die wissenschaftliche Politikberatung, administrative Entscheidungsvorbereitung und politische Entscheidungsfindung haben. In der Krise gab es jedoch gravierende Kommunikationsprobleme und Unsicherheiten in der wechselseitigen Erwartungshaltung von wissenschaftlichen Datengebern und politisch-administrativen Datennutzern. Die Wissensakkumulation und Entscheidungsabwägung wurde außerdem durch eine unsichere und volatile Datenlage zum Pandemiegeschehen, verbunden mit einer dynamischen Lageentwicklung, erschwert. Nach wie vor sind das Bewusstsein und wechselseitige Verständnis für die spezifischen Rollenprofile der am wissenschaftlichen Politikberatungsprozess beteiligten Akteure sowie insbesondere deren Abgrenzung als unzureichend einzuschätzen.
Die Studie hat darüber hinaus vielfältige Defizite hinsichtlich der Verfügbarkeit, Qualität, Zugänglichkeit, Teilbarkeit und Nutzbarkeit von Daten identifiziert, die Datenproduzenten und -verwender vor erhebliche Herausforderungen stellen und einen umfangreichen Reformbedarf aufzeigen, da zum einen wichtige Datenbestände für eine krisenbezogene Politikberatung fehlen. Zum anderen sind die Tiefenschärfe und Differenziertheit des verfügbaren Datenbestandes teilweise unzureichend. Dies gilt z.B. für sozialstrukturelle Daten zur Schwere der Pandemiebetroffenheit verschiedener Gruppen oder für kleinräumige Daten über Belastungs- und Kapazitätsparameter, etwa zur Personalabdeckung auf Intensivstationen, in Gesundheitsämtern und Pflegeeinrichtungen. Datendefizite sind ferner im Hinblick auf eine ganzheitliche Pandemiebeurteilung festzustellen, zum Beispiel bezüglich der Gesundheitseffekte im weiteren Sinne, die aufgrund der ergriffenen Maßnahmen entstanden sind (Verschiebung oder Wegfall von Operationen, Behandlungen und Prävention, aber auch häusliche Gewalt und psychische Belastungen). Mangels systematischer Begleitstudien und evaluativer Untersuchungen, u.a. auch zu lokalen Pilotprojekten und Experimenten, bestehen außerdem Datendefizite im Hinblick auf die Wirkungen von Eindämmungsmaßnahmen oder deren Aufhebung auf der gebietskörperschaftlichen Ebene.
Insgesamt belegt die Studie, dass es zur Optimierung der datenbasierten Politikberatung und politischen Entscheidungsfindung in und außerhalb von Krisen nicht nur darum gehen kann, ein „Mehr“ an Daten zu produzieren sowie deren Qualität, Verknüpfung und Teilung zu verbessern. Vielmehr müssen auch die Anreizstrukturen und Interessenlagen in Politik, Verwaltung und Wissenschaft sowie die Kompetenzen, Handlungsorientierungen und kognitiv-kulturellen Prägungen der verschiedenen Akteure in den Blick genommen werden. Es müssten also Anreize gesetzt und Strukturen geschaffen werden, um das Interesse, den Willen und das Können (will and skill) zur Datennutzung auf Seiten politisch-administrativer Entscheider und zur Dateneinspeisung auf Seiten von Wissenschaftlern zu stärken. Neben adressatengerechter Informationsaufbereitung geht es dabei auch um die Gestaltung eines normativen und institutionellen Rahmens, innerhalb dessen die Nutzung von Daten für Entscheidungen effektiver, qualifizierter, aber auch transparenter, nachvollziehbarer und damit demokratisch legitimer erfolgen kann.
Vor dem Hintergrund dieser empirischen Befunde werden acht Cluster von Optimierungsmaßnahmen vorgeschlagen:
(1) Etablierung von Datenstrecken und Datenteams,
(2) Schaffung regionaler Datenkompetenzzentren,
(3) Stärkung von Data Literacy und Beschleunigung des Kulturwandels in der öffentlichen Verwaltung,
(4) Datenstandardisierung, Interoperabilität und Registermodernisierung,
(5) Ausbau von Public Data Pools und Open Data Nutzung,
(6) Effektivere Verbindung von Datenschutz und Datennutzung,
(7) Entwicklung eines hochfrequenten, repräsentativen Datensatzes,
(8) Förderung der europäischen Daten-Zusammenarbeit.
N2 - This study shows that data is of outstanding importance for scientific policy advice, administrative decision preparation and political decision-making in the crisis. During the crisis, however, there were serious communication problems and uncertainties in the mutual expectations of scientific data providers and political-administrative data users. Knowledge accumulation and decision-making were also hampered by uncertain and volatile data on the pandemic, combined with a dynamic development of the situation. Awareness and mutual understanding of the specific role profiles of the actors involved in the scientific policy advisory process, as well as their demarcation in particular, are still to be assessed as insufficient.
The study has also identified a variety of deficits with regard to the availability, quality, accessibility, shareability and usability of data, which represent considerable challenges to data producers and users and reveal a need for extensive reform, since, on the one hand, important data sets for crisis-related policy advice are lacking. On the other hand, the depth of focus and differentiation of the available data stocks are partly insufficient. This applies, for example, to socio-structural data on the severity of the pandemic impact of different groups or to small-scale data on burden and capacity parameters, such as staffing levels in intensive care units, health offices and care facilities. There are also data deficits with regard to a holistic pandemic assessment, for example with regard to the health effects in a broader sense that have arisen as a result of the measures taken (postponement or discontinuation of operations, treatments and prevention, but also domestic violence and psychological stress). In the absence of systematic accompanying studies and evaluative research, there are also data deficits with regard to the effects of containment measures or their removal at the territorial level.
Overall, the study shows that optimising data-based policy advice and political decision-making in times of crisis as well as between crises is not just a matter of producing "more" data and improving its quality, linkage and sharing. Rather, the incentive structures and interests in politics, administration and science as well as the competences, action orientations and cognitive-cultural imprints of the various actors must also be taken into account. Incentives must be set and structures have to be created in order to strengthen the interest, the will and the skill to use data. This does not only apply for political and administrative decision-makers, but also for academics who are needed to feed data into the system. In addition to preparing information in a way that is appropriate for the target group, this also involves designing a normative and institutional framework within which the use of data for decision-making can be more effective, more qualified, but also more transparent, more comprehensible and thus more democratically legitimate.
Against the background of these empirical findings, eight clusters of optimisation measures are proposed:
(1) Establishment of data routes and data teams,
(2) Creation of regional data competence centres,
(3) Strengthening data literacy and accelerating cultural transformation in public administration,
(4) Data standardisation, interoperability and register modernisation,
(5) Expanding public data pools and open data use,
(6) Linking data protection and data use more effectively,
(7) Development of a high-frequency, representative data set,
(8) Promoting European data cooperation.

Higher-ranking civil servants in Germany are used to and generally appreciate the functional politicisation of their jobs, that is their close involvement in all stages of the policy process, from policy formation, goal definition, negotiation within and outside government to the implementation and evaluation of policies. For top positions, therefore, a class of ‘political civil servants’ is a special feature of the German system, and obtaining ‘political craft’ has become an important part of the learning and job experience of higher-ranking civil servants.

Although the debate about improving regulatory quality and reducing unnecessary burdens created by bureaucracy and red tape date back to the 1960s and 1970s, the introduction by law in 2006 of a new independent institutionalised body for regulatory control at the federal level of government has brought a new quality to the discourse and practice of Better Regulation in Germany. This chapter introduces the basic features of the legislative process at the federal level in Germany, addresses the issue of Better Regulation and outlines the role of the National Regulatory Control Council (Nationaler Normenkontrollrat—NKR) as a ‘watchdog’ for compliance costs, red tape and regulatory impacts.

N2 - Extreme weather events like heavy rainfall and heat waves will likely increase in intensity and frequency due to climate change. As the impacts of these extremes are particularly prominent in urban agglomerations, cities face an urgent need to develop adaptation strategies. Ecosystem-based Adaptation (EbA) provides helpful strategies that harness ecological processes in addition to technical interventions. EbA has been addressed in informal adaptation planning. Formal municipality planning, namely landscape planning, is supposed to include traditionally some EbA measures, although adaptation has not been their explicit focus. Our research aims to investigate how landscape plans incorporate climate-related extremes and EbA as well as to discuss the potential to enhance EbA uptake in formal planning. We conducted a document analysis of informal planning documents from 85 German cities and the analysis of formal landscape plans of 61 of these cities. The results suggest that city size does affect the extent of informal planning instruments and the comprehensiveness of formal landscape plans. Climate-related extremes and EbA measures have traditionally been part of landscape planning. Almost all landscape plans address heat stress, while climate change and heavy rain have been addressed less often, though more frequently since 2008. Greening of walls and roofs, on-site infiltration and water retention reveal significant potential for better integration in landscape plans. Landscape planning offers an entry point for effective climate adaptation through EbA in cities. Informal and formal planning instruments should be closely combined for robust, spatially explicit, legally binding implementation of EbA measures in the future.

N2 - Personal data increasingly serve as inputs to public goods. Like other types of contributions to public goods, personal data are likely to be underprovided. We investigate whether classical remedies to underprovision are also applicable to personal data and whether the privacy-sensitive nature of personal data must be additionally accounted for. In a randomized field experiment on a public online education platform, we prompt users to complete their profiles with personal information. Compared to a control message, we find that making public benefits salient increases the number of personal data contributions significantly. This effect is even stronger when additionally emphasizing privacy protection, especially for sensitive information. Our results further suggest that emphasis on both public benefits and privacy protection attracts personal data from a more diverse set of contributors.

N2 - Climate change threatens to undermine efforts to eradicate extreme poverty. However, climate policies could impose a financial burden on the global poor through increased energy and food prices. Here, we project poverty rates until 2050 and assess how they are influenced by mitigation policies consistent with the 1.5 degrees C target. A continuation of historical trends will leave 350 million people globally in extreme poverty by 2030. Without progressive redistribution, climate policies would push an additional 50 million people into poverty. However, redistributing the national carbon pricing revenues domestically as an equal-per-capita climate dividend compensates this policy side effect, even leading to a small net reduction of the global poverty headcount (-6 million). An additional international climate finance scheme enables a substantial poverty reduction globally and also in Sub-Saharan Africa. Combining national redistribution with international climate finance thus provides an important entry point to climate policy in developing countries. Ambitious climate policies can negatively impact the global poor by affecting income, food and energy prices. Here, the authors quantify this effect, and show that it can be compensated by national redistribution of the carbon pricing revenues in combination with international climate finance.

N2 - In this article, I give an overview on nativist street protests in Germany from the early nineteenth century to the present from an historical perspective. In a preliminary re-mark, I will reflect on some recent developments in Germany, where nativist protest campaigns against immigration took place in the streets when voters were turning towards the populist radical right party Alternative für Deutschland (AfD). In the first section, I will outline an older tradition of anti-immigration protest in nineteenth and early twentieth century Germany, which is closely connected to modern antisemitism. In sections two and three, I will retrace how, from the late 1960s onward, the far right in the Federal Republic of Germany (FRG) discovered concerns about immigra-tion in the German population, addressed them in protest campaigns and developed narratives to integrate such sentiments into a broader right-wing extremist ideology, itself deeply rooted in antisemitism. Studying nativism and the radical right from an actor-oriented perspective, I will focus on traditionalist movements, including the Nationaldemokratische Partei Deutschlands (NPD) and neo-Nazi groups.

Ausgehend von Foucaults Vorlesungen zur Biopolitik und Browns aktueller Analyse zum Neoliberalismus wird ein soziologischer Erklärungsansatz formuliert, der das Menschenbild des homo oeconomicus als strukturelles Element unserer Gesellschaft begreift. Mit Bezug auf die besondere Rolle der neoliberalen Rationalität erläutert der Beitrag Sichtweisen, die in dieser Entwicklung ein Ende der liberal-demokratischen Ordnung sehen. Im zweiten Teil wird im Sinne der immanenten Kritik eine ideologiekritische Analysekompetenz skizziert, welche die soziale Wirklichkeit mithilfe von Schlüsselproblemen an eine gesellschaftskritische Perspektive koppelt. Ziel ist es, exemplarisch „gesellschaftliche Ordnungsgrundlagen“ (Salomon 2014) herauszufordern, um letztlich das übergeordnete Ziel einer Mündigkeit der Subjekte zu erreichen.
N2 - The contribution explores how an understanding of neoliberal subjectification in socio-economic education can serve to counteract the trend marketisation of democracy. Drawing on Foucault’s lectures on biopolitics and Brown’s current analysis of neoliberalism, it lays out a sociological explanation that treats the idea of homo oeconomicus as a structuring element of our society and outlines the threat this poses to the liberal democratic order. The second part of the contribution outlines—through immanent critique—an ideology-critical analytical competence that uses key problems to illuminate socially critical perspectives on social reality. The objective is to challenge some of the foundations of social order (Salomon 2014) in pursuit of the ultimate objective of an educated and assertive citizenry.

N2 - This research note presents the first systematic documentation of the legislative process in the German state parliaments. The data set comprises 16,610 bills between 1990 and 2020. After a description of the data, we provide illustrative insights into the patterns of law-making. It is shown that these patterns are dominated by the new dualism between government and opposition. Furthermore, the incentives of issue competition are clearly present in the legislative initiatives. There is no evidence, however, for the expectation that intracoalitional policy distance prolongs the duration of legislative procedures. The published data provides scholars with the opportunity to investigate various additional research questions.
N2 - Die vorliegende Research Note stellt die erste systematische Dokumentation der Gesetzgebung in den deutschen Landtagen vor. Der Datensatz umfasst insgesamt 16.610 dokumentierte Gesetzgebungsvorgänge zwischen den Jahren 1990 und 2020. Nach einer Beschreibung des Datensatzes werden einige Gesetzgebungsmuster in den deutschen Ländern exemplarisch dargestellt. Die Landesgesetzgebung erweist sich dabei als stark durch den neuen Dualismus zwischen Regierung und Opposition geprägt. Im Initiativverhalten lassen sich zudem die Anreize des thematischen Parteienwettbewerbs ablesen. Wenig Evidenz findet sich für die These, dass innerkoalitionäre Gegensätze die Dauer der Gesetzgebungsverfahren in die Länge ziehen. Der mit dieser Research Note veröffentlichte Datensatz steht der Forschung für die Untersuchung zahlreicher weiterer Fragestellungen zur Verfügung.

N2 - Die Erzählungen der Energiewende: Erzählungen beherrschen die Interpretation des politischen Geschehens mehr als formal und methodisch strenge Argumentationsketten. Dies gilt insbesondere für Demokratien. In Demokratien gilt es zu überzeugen und auch zu überreden, um Macht zu erhalten, Macht zu sichern oder Akzeptanz für bestimmte politische Vorhaben zu generieren. Diese simple Feststellung lässt zwei Schlüsse für eine transformativ ausgerichtete Politikwissenschaft zu. Erstens können transformative Narrative produziert werden, die das Auftreten von ökologisch, sozial, ökonomisch und kulturell nachhaltigem wahrscheinlicher machen, Zweitens können die Narrative von nachhaltiger wie nicht-nachhaltiger Transformation analysiert werden. Beiden Aufgaben widmet sich die Dissertationsschrift. Dabei werden für den transformativen Teil ethnografisch erhobene Daten zu fünf transformativen Narrativen verdichtet, die Vorwärts- und Vorbildcharakter haben. In den fünf Aufsätzen wurde auf Diversität zwischen den beschriebenen Protagonisten geachtet, sodass eine breite Leser*innenschaft angesprochen wird. Im analytischen Part wird in einem Aufsatz über diese Vorgehen reflektiert und die Form beschrieben durch die transformative Narrative Wirksamkeit entfalten. Dabei gilt immer, dass die Wissenschaft keine Narrative selbst setzt, sondern mittels nachvollziehbarer Methoden Daten zum Sprechen bringt. Dies ist unter review-Bedingungen gelungen. Neben eines Einsatz von Narrativen in Fragen der Gestaltung der neu entstandenen und weiter entstehenden Energielandschaften behandelt diese Dissertationsschrift a, diskursstrangorientierte als auch institutionsorientierte Erzählungen über die Energiewende. Dabei wurden diskursstrangorientiert die unterschiedlichen Erzählungen der und über energieintensive Unternehmen bezüglich der EEG-Umlage untersucht und kategorisiert und die Metaphern der Energiewende im Magazin DER SPIEGEL erhoben und analysiert. Institutionsorientiert wurde die Energiewendeerzählung der Partei `Alternative für Deutschland´, die Bildsprache des Wirtschaftsministeriums an Hand eines Beispiels sowie die Nachhaltigkeitserzählungen der Zukunftsinstitut GmbH. Schließlich wird nach messbaren Folgen des Nachhaltigkeitsnarrativs in drei Regionen des Rhein-Maas-Gebiets gefragt, was die Arbeit abrunden soll.

Ziel dieses Aufsatzes ist es, eine Reihe von normativen Kriterien für die Einschätzung der moralischen Unzulässigkeit von systemischen Risiken zu entwickeln. Darüber hinaus wird argumentiert, dass staatliche und andere relevante Institutionen zwei zentrale Pflichten hinsichtlich des Umgangs mit systemischen Finanzrisiken haben: eine Schutzpflicht gegenüber allen Bürger*innen und eine Sorgfaltspflicht, um die diesen Institutionen obliegenden Kontroll- und Aufsichtsfunktionen verantwortungsvoll auszuüben.

N2 - International organizations (IOs) experience significant variation in their decision-making performance, or the extent to which they produce policy output. While some IOs are efficient decision-making machineries, others are plagued by deadlock. How can such variation be explained? Examining this question, the article makes three central contributions. First, we approach performance by looking at IO decision-making in terms of policy output and introduce an original measure of decision-making performance that captures annual growth rates in IO output. Second, we offer a novel theoretical explanation for decision-making performance. This account highlights the role of institutional design, pointing to how majoritarian decision rules, delegation of authority to supranational institutions, and access for transnational actors (TNAs) interact to affect decision-making. Third, we offer the first comparative assessment of the decision-making performance of IOs. While previous literature addresses single IOs, we explore decision-making across a broad spectrum of 30 IOs from 1980 to 2011. Our analysis indicates that IO decision-making performance varies across and within IOs. We find broad support for our theoretical account, showing the combined effect of institutional design features in shaping decision-making performance. Notably, TNA access has a positive effect on decision-making performance when pooling is greater, and delegation has a positive effect when TNA access is higher. We also find that pooling has an independent, positive effect on decision-making performance. All-in-all, these findings suggest that the institutional design of IOs matters for their decision-making performance, primarily in more complex ways than expected in earlier research.

N2 - In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. The book defends this thesis and explores ‘semi-parliamentary government’ as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. The book identifies the Australian Commonwealth and Japan, as well as the Australian states of New South Wales, South Australia, Tasmania, Victoria, and Western Australia, as semi-parliamentary systems. Using data from 23 countries and 6 Australian states, it maps how parliamentary and semi-parliamentary systems balance competing visions of democracy; it analyzes patterns of electoral and party systems, cabinet formation, legislative coalition-building, and constitutional reforms; it systematically compares the semi-parliamentary and presidential separation of powers; and it develops new and innovative semi-parliamentary designs, some of which do not require two separate chambers.

N2 - While a growing body of literature finds positive impacts of Start-Up Subsidies (SUS) on labor market outcomes of participants, little is known about how the design of these programs shapes their effectiveness and hence how to improve policy. As experimental variation in program design is unavailable, we exploit the 2011 reform of the current German SUS program for the unemployed which strengthened caseworkers' discretionary power, increased entry requirements and reduced monetary support. We estimate the impact of the reform on the program's effectiveness using samples of participants and non-participants from before and after the reform. To control for time-constant unobserved heterogeneity as well as differential selection patterns based on observable characteristics over time, we combine Difference-in-Differences with inverse probability weighting using covariate balancing propensity scores. Holding participants' observed characteristics as well as macroeconomic conditions constant, the results suggest that the reform was successful in raising employment effects on average. As these findings may be contaminated by changes in selection patterns based on unobserved characteristics, we assess our results using simulation-based sensitivity analyses and find that our estimates are highly robust to changes in unobserved characteristics. Hence, the reform most likely had a positive impact on the effectiveness of the program, suggesting that increasing entry requirements and reducing support increased the program's impacts while reducing the cost per participant. N2 - In this paper, we have two goals. First, we argue for a blueprint for hermeneutical injustice that allows us to schematize existing and discover new varieties of hermeneutical injustices. The underlying insight is that Fricker provides both a general concept of hermeneutical injustice and a specific conception thereof. By distinguishing between the general concept and its specific conceptions, we gain a fruitful tool to detect such injustices in our everyday lives. Second, we use this blueprint to provide a further example of hermeneutical injustice that draws our attention to yet another distinction: Some hermeneutical injustices result from a lack or distortion in the collective conceptual resource and some are due to problems in the application of existing concepts. We argue that to combat hermeneutical injustices, we have to make sure not only that individuals have accurate concepts at their disposal but that they have the capabilities to use these concepts adequately.

N2 - Wie hat sich die COVID-19 Pandemie auf geschlechtsspezifische Ungleichheiten im Arbeitsleben und dem subjektiven Wohlbefinden Erwerbstätiger ausgewirkt? Zur Beantwortung dieser Frage analysiert dieser Beitrag drei Wellen einer nicht zufallsbasierten Onlinestichprobe für den Zeitraum Mitte März bis Anfang August 2020 und umfassen damit den Zeitraum des ersten Lockdowns. Die Ergebnisse unserer multivariaten Analysen zeigen: Frauen, Eltern und insbesondere Mütter waren überdurchschnittlich von Arbeitszeitreduzierungen betroffen. Bei der Wahrscheinlichkeit im Homeoffice zu arbeiten gab es nur geringfügige Unterschiede nach Geschlecht und Familiensituation. Die Zufriedenheit mit der Arbeit, dem Familienleben und dem Leben insgesamt ging bei Frauen, Eltern und insbesondere Müttern überproportional stark zurück. Die beobachteten Unterschiede verringern sich gegen Ende des Lockdowns wieder, jedoch unterschiedlich stark für die einzelnen Ergebnisdimensionen.
N2 - How has the COVID-19 pandemic affected gender inequalities in employment and the subjective well-being of the employed? To answer this question, we analyze three waves of a non-randomized online-survey from mid-March to the beginning of August 2020. The results of our multivariate analyses show: Women, parents, and especially mothers were disproportionately affected by working-time reductions. The likelihood of working from home differed only marginally by gender and family situation. Declines in satisfaction with work, family life and life in general were stronger among women, parents, and especially mothers. The observed differences decreased towards the end of the lockdown-phase, though to different extends for different outcomes.

N2 - In recent years, collaborative approaches to crisis management involving citizens have gained increasing attention. One example is the #WirVsVirus hackathon, which was conducted in response to the COVID-19 pandemic and had over 28,000 participants. Because research on large-scale, digital collaboration in crisis situations is scarce, consequences of their use in crisis management remain unclear. This article relies on the open governance paradigm as a lens for studying two projects emerging from the hackathon. Based on nine qualitative expert interviews, we ask how digital open governance affects governance capacity and legitimacy in crisis management. Our findings suggest that digital open governance can contribute to governance capacity and legitimacy, as it mobilises large, diverse groups of citizens to quickly develop citizen-centric, ready-to-use solutions for crisisrelated problems. However, we also identified potential problems, including risks regarding legitimacy and accountability, difficulties with scalable solutions, and questionable long-term impacts.
N2 - Kollaborative, partizipative Instrumente zur Krisenbekämpfung haben in den letzten Jahren zunehmend an Aufmerksamkeit gewonnen. Ein Beispiel hierfür ist der #WirVsVirus-Hackathon, der als Reaktion auf die COVID-19-Pandemie durchgeführt wurde und über 28.000 Teilnehmer:innen erreichte. Bislang wurden die Auswirkungen solch groß angelegter, kollaborativer Ansätze zur Krisenbewältigung auf staatliches Krisenmanagement nur selten untersucht. Diese Studie analysiert den Hackathon und die daraus entstandenen Projekte aus der Perspektive des Open Governance-Paradigmas. Auf Grundlage von neun Experteninterviews untersuchen wir, wie sich digitale Open Governance auf die Regierungsfähigkeit und Legitimität in Krisenzeiten auswirkt. Unsere Analyse zeigt, dass digitale Open Governance zur Leistungsfähigkeit und Legitimität staatlichen Handelns in Krisenzeiten beitragen kann, da solche Projekte eine breite und diverse Teilnehmerschaft mobilisieren und in kurzer Zeit bürgerzentrierte, nutzbare Lösungen für krisenbezogene Probleme entwickeln können. Dem stehen allerdings Zweifel an der langfristigen Beständigkeit der Projekte, ihrer Skalierbarkeit, sowie Risiken hinsichtlich der Legitimität und Rechenschaftspflicht entgegen.
