While it is a conventional assumption that IOs exist to address transnational challenges, the question of whether and when IO policy-making is responsive to shifts in underlying problems has not been systematically explored. This study investigates the responsiveness of IOs from a large-n, comparative approach. Theoretically, we develop three alternative models of IO responsiveness, emphasizing severeness, dependence, and power differentials. Empirically, we focus on the domain of security, examining the responsiveness of eight multi-issue IOs to armed conflict between 1980 and 2015, using a novel and expansive dataset on IO policy decisions. Our findings suggest, first, that IOs are responsive to security problems and, second, that responsiveness is not primarily driven by dependence or power differentials but by problem severity. An in-depth study of the responsiveness of the UN Security Council using more granular data confirms these findings. As the first comparative study of whether and when IO policy adapts to problem severity, the article has implications for debates about IO responsiveness, performance, and legitimacy. This pluralism of actors raises questions as to whether or not these new donors are able to implement projects more or less effectively than their conventional counterparts. In contrast to their predecessors, the new donors have committed themselves to be more pragmatic, innovative and flexible in their development cooperation measures. However, they are also criticized for weakening the function of local civil society and have the reputation of being an intransparent and often controversial alternative to public services. With additional financial resources and their new approach to development, the new donors have been described in the literature as playing a controversial role in transforming development cooperation. This dissertation compares the effectiveness of initiatives by new and conventional donors with regard to the provision of public goods and services to the poor in the water and sanitation sector in India. India is an emerging country but it is experiencing high poverty rates and poor water supply in predominantly rural areas. It lends itself for analyzing this research theme as it is currently being confronted by a large number of actors and approaches that aim to find solutions for these challenges . In the theoretical framework of this dissertation, four governance configurations are derived from the interaction of varying actor types with regard to hierarchical and non-hierarchical steering of their interactions. These four governance configurations differ in decision-making responsibilities, accountability and delegation of tasks or direction of information flow. The assumption on actor relationships and steering is supplemented by possible alternative explanations in the empirical investigation, such as resource availability, the inheritance of structures and institutions from previous projects in a project context, gaining acceptance through beneficiaries (local legitimacy) as a door opener, and asymmetries of power in the project context. Case study evidence from seven projects reveals that the actors' relationship is important for successful project delivery. Additionally, the results show that there is a systematic difference between conventional and new donors. Projects led by conventional donors were consistently more successful, due to an actor relationship that placed the responsibility in the hands of the recipient actors and benefited from the trust and reputation of a long-term cooperation. The trust and reputation of conventional donors always went along with a back-up from federal level and trickled down as reputation also at local level implementation. Furthermore, charismatic leaders, as well as the acquired structures and institutions of predecessor projects, also proved to be a positive influencing factor for successful project implementation. Despite the mixed results of the seven case studies, central recommendations for action can be derived for the various actors involved in development cooperation. For example, new donors could fulfill a supplementary function with conventional donors by developing innovative project approaches through pilot studies and then implementing them as a supplement to the projects of conventional donors on the ground. In return, conventional donors would have to make room the new donors by integrating their approaches into already programs in order to promote donor harmonization. It is also important to identify and occupy niches for activities and to promote harmonization among donors on state and federal sides. The empirical results demonstrate the need for a harmonization strategy of different donor types in order to prevent duplication, over-experimentation and the failure of development programs. A transformation to successful and sustainable development cooperation can only be achieved through more coordination processes and national self-responsibility. N2 - In der Entwicklungszusammenarbeit (EZ) wurden in den vergangenen Jahrzehnten herkömmliche bi- und multilaterale EZ-Geber durch eine Vielzahl kleinerer, privater oder privat-öffentlicher Geber ergänzt. Es stellt sich nun die Frage nach der Effektivität dieser neuen Geber im Vergleich zu den bisherigen. Die neuen Geber setzen ebenfalls EZ-Maßnahmen um und haben sich einem Mehr an Pragmatismus, Innovation und Flexibilität verschrieben. Sie stehen jedoch auch in der Kritik, die Funktion der lokalen Zivilgesellschaft zu schwächen und in fragilen Kontexten eine intransparente und oft umstrittene Alternative zur staatlichen Daseinsvorsorge darzustellen. Das transformative Potential dieser neuen Geber durch zusätzliche EZ-Gelder und für bessere Entwicklung ist in der Literatur umstritten. In der vorliegenden Dissertation erfolgt ein Vergleich der neuen und herkömmlichen Geber hinsichtlich ihrer Effektivität in der Erbringung von öffentlichen Gütern und Dienstleistungen im Wasser- und Abwasserbereich in Indien. Indien bietet sich als Länderkontext für die Untersuchung dieser Forschungsfrage insbesondere an, da es sich als Schwellenland mit gegenwärtig immer noch sehr hoher Armut und schlechter Wasserversorgung in vorwiegend ländlichen Gebieten einer Vielzahl von Akteuren und Ansätzen zur Lösung dieser Herausforderungen gegenüber sieht. Im theoretischen Rahmen der Dissertation werden aus dem Zusammenspiel von Akteurstypen und hierarchischer und nicht-hierarchischer Steuerung, vier Governance-Typen entwickelt. Diese vier Steuerungsmodi unterscheiden sich hinsichtlich der Entscheidungsfindung, Rechenschaftslegung und Delegierung von Aufgaben bzw. Richtung des Informationsflusses. Diese Governance-Typen werden in der empirischen Untersuchung um mögliche alternative Erklärungen ergänzt wie Ressourcenverfügbarkeit, Bedeutung von vorhergehenden Projekten in einem Projektkontext, lokale Legitimität als Türöffner und Machtasymmetrien im Projektkontext. Die empirische Analyse von sieben Fällen macht deutlich, dass die Akteursbeziehung eine notwendige Bedingung für erfolgreiche und eigenständige Projektumsetzung in der EZ ist. Darüber hinaus belegen die Ergebnisse, dass es einen systematischen Unterschied zwischen herkömmlichen und neuen Gebern gibt. Die Projekte der herkömmlichen Geber waren durchweg erfolgreicher und wiesen alle eine Akteursinteraktion auf, die die Verantwortung in die Hände des EZ-Empfängers legte und darüber hinaus von Vertrauen und Reputation einer langjährigen Zusammenarbeit profitierten. Der Erfolg der herkömmlichen Geber basierte vorwiegend auf der Rückendeckung der lokalen Umsetzung durch die nationale Ebene. Neben charismatischen Führungsfiguren stellten sich auch übernommene Strukturen und Akteure von Vorgängerprojekten als positive Einflussfaktoren für eine erfolgreiche Projektumsetzung heraus. Aus den Erfolgen und Misserfolgen der sieben hier untersuchten Fälle lassen sich zentrale Handlungsempfehlungen für die unterschiedlichen Akteure der EZ-Umsetzung ableiten. So könnten neue Geber eine Ergänzungsfunktion zu herkömmlichen Gebern erfüllen, indem sie durch Pilotstudien innovative Projektansätze entwickeln und diese dann als Ergänzung zu den Projekten herkömmlicher Geber vor Ort umsetzen. Herkömmliche Geber müssten im Gegenzug in ihren Programmen Raum für die Integration der Ansätze von neuen Gebern schaffen, um so eine Geberharmonisierung zu fördern. Auf staatlicher und bundesstaatlicher Nehmerseite gilt es ebenfalls, Nischen für Aktivitäten zu identifizieren und zu besetzen und die Harmonisierung unter den Gebern zu fördern. Die empirischen Ergebnisse belegen die Notwendigkeit einer Harmonisierungsstrategie von unterschiedlichen Gebertypen, um vor Ort Duplikation, Experimente und Misserfolge von EZ-Programmen zu verhindern. Eine Transformation zu einer erfolgreichen und nachhaltigen EZ kann nur durch mehr Koordinationsprozesse und nationale Eigenverantwortung erreicht werden. Voters assumingly assess parties by their activity and vote accordingly. However, the retrospective voting literature looks mostly at the government's outcomes, leaving the opposition understudied. We argue that, for opposition parties, legislative voting constitutes an effective vote-seeking activity as a signaling tool of their attitude toward the government. We suggest that conflictual voting behavior affects voters through two mechanisms: as a signal of opposition valence and as means of ideological differentiation from the government. We present both aggregate- and individual-level analyses, leveraging a dataset of 169 party observations from 10 democracies and linking it to the CSES survey data of 27,371 respondents. The findings provide support for the existence of both mechanisms. Parliamentary conflict on legislative votes has a general positive effect on opposition parties' electoral performance, conditional on systemic and party-specific factors. It has almost everywhere become an integral part of higher education reforms. While existing research on QM mainly focuses on the national level from a macro-perspective, its introduction at the institutional level is only rarely analyzed. The present article addresses this research gap. Coming from the perspective of organization studies, it examines the factors that were crucial for the introduction of QM at higher education institutions in Germany. As the introduction of QM can be considered to be a process of organizational change, the article refers to Kurt Lewin’s seminal concept of “unfreezing” organizations as a theoretical starting point. Methodologically, a mixed methods approach is applied by combining qualitative data derived from interviews with institutional quality managers and quantitative data gathered from a nationwide survey. The results show that the introduction of QM is initiated by either internal or external processes. Furthermore, some institutions follow a rather voluntary approach of unfreezing, while others show modes of forced unfreezing. Consequently, the way how QM was introduced has important implications for its implementation. The study empirically explores Design Thinking as a new problem-solving approach introduced by a federal government organisation in Singapore. With a focus on user-centeredness, collaboration and iteration Design Thinking seems to offer a new way to engage recipients and other stakeholders of public services as well as to re-think the policy design process from a user’s point of view. Pioneered in the private sector, early adopters of the methodology include civil services in Australia, Denmark, the United Kingdom, the United States as well as Singapore. Hitherto, there is not much evidence on how and for which purposes Design Thinking is used in the public sector. For the purpose of this study, innovation adoption is framed in an institutionalist perspective addressing how concepts are translated to local contexts. The study rejects simplistic views of the innovation adoption process, in which an idea diffuses to another setting without adaptation. The translation perspective is fruitful because it captures the multidimensionality and ‘messiness’ of innovation adoption. More specifically, the overall research question addressed in this study is: How has Design Thinking been translated to the local context of the public sector organisation under investigation? And from a theoretical point of view: What can we learn from translation theory about innovation adoption processes? Moreover, there are only few empirical studies of organisations adopting Design Thinking and most of them focus on private organisations. We know very little about how Design Thinking is embedded in public sector organisations. This study therefore provides further empirical evidence of how Design Thinking is used in a public sector organisation, especially with regards to its application to policy work which has so far been under-researched. An exploratory single case study approach was chosen to provide an in-depth analysis of the innovation adoption process. Based on a purposive, theory-driven sampling approach, a Singaporean Ministry was selected because it represented an organisational setting in which Design Thinking had been embedded for several years, making it a relevant case with regard to the research question. Following a qualitative research design, 28 semi-structured interviews (45-100 minutes) with employees and managers were conducted. The interview data was triangulated with observations and documents, collected during a field research research stay in Singapore. The empirical study of innovation adoption in a single organisation focused on the intra-organisational perspective, with the aim to capture the variations of translation that occur during the adoption process. In so doing, this study opened the black box often assumed in implementation studies. Second, this research advances translation studies not only by showing variance, but also by deriving explanatory factors. The main differences in the translation of Design Thinking occurred between service delivery and policy divisions, as well as between the first adopter and the rest of the organisation. For the intra-organisational translation of Design Thinking in the Singaporean Ministry the following five factors played a role: task type, mode of adoption, type of expertise, sequence of adoption, and the adoption of similar practices. Die Studie grenzt sich damit von einem vereinfachten Verständnis des Innovation-Adoption-Prozesses ab und somit von der Vorstellung, dass eine Idee ohne Anpassung in einen neuen Kontext aufgenommen wird. Die Translationstheorie ermöglicht eine differenzierte Betrachtung des Innovation-Adoption-Prozesses, indem sie den Blick auf die Anpassungen und Veränderungen richtet. Die zentralen Forschungsfragen der Studie lauten: Erstens, wie wurde Design Thinking in den lokalen Kontext eines Singapurer Ministeriums übersetzt? Zweitens, was können wir von einem Translation-Theorieansatz über Innovation-Adoption-Prozesse lernen? Es gibt bisher wenige empirische Studien zur organisationalen Adoption von Design Thinking, von denen die meisten sich auf Unternehmen beziehen. Für die Analyse des Innovation-Adoption-Prozesses wurde ein exploratives Einzelfallstudiendesign gewählt. Basierend auf einem theoriegeleiteten Sampling-Ansatz wurde ein Singapurer Ministerium ausgewählt, das einen Organisationskontext bot, in dem Design Thinking vor einigen Jahren eingeführt und seitdem praktiziert wurde. Das Singapurer Ministerium stellt damit einen relevanten Fall für die Beantwortung der Forschungsfrage dar. Thus, we accepted anything anybody offered; that is how our glass was filled; that is how we reformed our civil service. — (Former Advisor to IARCSC, personal communication, August 2015) How and under what conditions were the post-Taleban Civil Service Reforms of Afghanistan initiated? What were the main components of the reforms? What were their objectives and to which extent were they achieved? Who were the leading domestic and foreign actors involved in the process? Finally, what specific factors influenced the success and failure Afghanistan’s Civil Service Reforms since 2002? Guided by such fundamental questions, this research studies the wicked process of reforming the Afghan civil service in an environment where a variety of contextual, programmatic, and external factors affected the design and implementation of reforms that were entirely funded and technically assisted by the international community. Focusing on the core components of reforms—recruitment, remuneration, and appraisal of civil servants—the qualitative study provides a detailed picture of the pre-reform civil service and its major human resources developments in the past. Following discussions on the content and purposes of the main reform programs, it will then analyze the extent of changes in policies and practices by examining the outputs and effects of these reforms. Moreover, the study defines the specific factors that led the reforms toward a situation where most of the intended objectives remain unachieved. Doing so, it explores and explains how an overwhelming influence of international actors with conflicting interests, large-scale corruption, political interference, networks of patronage, institutionalized nepotism, culturally accepted cronyism and widespread ethnic favoritism created a very complex environment and prevented the reforms from transforming Afghanistan’s patrimonial civil service into a professional civil service, which is driven by performance and merit. Welche spezifischen Faktoren haben den Erfolg und Misserfolg der Reform des öffentlichen Dienstes Afghanistans seit 2002 beeinflusst? Diesen grundlegenden Fragen folgend, zeichnet diese Forschungsarbeit den verhängnisvollen Prozess der Reform des afghanischen öffentlichen Dienstes in einem Umfeld nach, in dem eine Vielzahl kontextueller, programmatischer und externer Faktoren die Ausgestaltung und Umsetzung der Reformen beeinflussten, die ausschließlich von internationalen Gemeinschaft finanziert und technisch unterstützt wurden. Die qualitative Untersuchung konzentriert sich auf drei Komponenten der Reform – Einstellung, Vergütung und Bewertung der Beamtinnen und Beamten – und liefert ein detailliertes Bild über den öffentlichen Dienst vor der Reform und der Hauptentwicklungen im Personalwesen in der Vergangenheit. Nach einer Diskussion über Inhalt und Zweck der wichtigsten Reformprogramme, zeigt die Studie das Ausmaß der Veränderungen in Politik und Praxis auf, indem sie die Ergebnisse und Auswirkungen der Reformen untersucht. Darüber hinaus definiert die Studie spezifische Faktoren, die dazu geführt haben, dass die meisten der angestrebten Reformziele nicht erreicht wurden. Dabei untersucht und erklärt sie, wie ein überwältigender Einfluss der internationalen Akteure mit widersprüchlichen Interessen zusammenwirkte mit großangelegter Korruption, politischer Einflussnahme, Netzwerken von Klientelismus, institutionalisiertem Nepotismus, kulturell akzeptierter Vetternwirtschaft und weit verbreiteter ethnischer Patronage. With the aim of better understanding the role of the state in addressing environmental degradation through policy making, this article investigates the nexus between the environmental policy outputs and the environmental performance. Drawing on three theoretical perspectives on the state and market nexus in the environmental dilemma, we identify five distinct pathways. We then examine the extent to which these pathways are manifested in the real world. Our empirical investigation covers up to 37 countries for the period 1970–2010. While we see no global pattern of linkages between policy outputs and performance, our exploratory analysis finds evidence of policy effects, which suggest that the state can, under certain circumstances, improve the environment through policy making. Instead, governments reorganize and adjust their machinery of government all the time. This paper aims to assess these structural choices with a particular focus at the core of the state, comparing four Western European democracies (Germany, France, the Netherlands, and United Kingdom) from 1980 to 2013. Our empirical analysis shows that stronger shifts in cabinets' ideological profiles in the short- and long-term as well as the units' proximity to political executives yield significant effects. In contrast, Conservative governments, commonly regarded as key promoters of reorganizing governments, are not significant for the likelihood of structural change. We discuss the effects of this politics of government reorganization for different research debates assessing the inner workings of governments. This new trajectory is characterized by rising risks of triggering irreversible and unmanageable shifts in Earth system functioning. We urgently need a new global approach to safeguard critical Earth system regulating functions more effectively and comprehensively. The global commons framework is the closest example of an existing approach with the aim of governing biophysical systems on Earth upon which the world collectively depends. Derived during stable Holocene conditions, the global commons framework must now evolve in the light of new Anthropocene dynamics. This requires a fundamental shift from a focus only on governing shared resources beyond national jurisdiction, to one that secures critical functions of the Earth system irrespective of national boundaries. We propose a new framework—the planetary commons—which differs from the global commons frame­work by including not only globally shared geographic regions but also critical biophysical systems that regulate the resilience and state, and therefore livability, on Earth. The new planetary commons should articulate and create comprehensive stewardship obligations through Earth system governance aimed at restoring and strengthening planetary resilience and justice. N2 - Conventional wisdom holds that large sums of money poured into election campaigns are the gateway to corruption. Allegations of the corrupting influence of money in politics and policy are widespread on the national level. Yet, little empirical evidence has advanced the understanding of such a link on the local level, coupled with blurred corruption measures. This master’s thesis tests the effect of campaign finance on public procurement corruption risks in Colombian municipalities, focusing on donations, small donations, and financial disclosure. To that end, I seized publicly disclosed contribution-level data from the 2015 municipal elections and a novel index of institutionalized public procurement corruption risks based upon contract-level data from the near population of local governments. The analysis shows that donations are negatively associated with overall corruption risk, yet they affect specific corruption risks differently. By contrast, small donations seem to correlate positively with direct awarding for a sub-sample of medium-sized municipalities, whereas in their large-sized counterparts the effect of the former on institutionalized corruption is adverse. Finally, financial misreporting is positively linked with market competition restrictions and direct awarding. In the conclusion, I discuss the implications of these findings for future research and outline a series of policy recommendations. N2 - Eine herkömmliche Weisheit besagt, dass große Geldsummen, die in den Wahlkampf fließen, das Tor zur Korruption sind. Der Vorwurf des korrumpierenden Einflusses von Geld auf die Politik ist auf nationaler Ebene weit verbreitet. Es gibt jedoch nur wenige empirische Beweise, die das Verständnis einer solchen Verbindung auf lokaler Ebene mit verschwommenen Korruptionsmaßnahmen untersuchen. In dieser Masterarbeit teste ich die Auswirkungen der Wahlkampffinanzierung auf die Korruptionsrisiken im öffentlichen Beschaffungswesen in kolumbianischen Gemeinden, wobei ich mich auf Spenden, Kleinspenden und die finanzielle Offenlegung konzentriere. Zu diesem Zweck nutze ich öffentliche Daten zur Spendenhöhe aus den Kommunalwahlen von 2015 und einen neuartigen Index der Korruptionsrisiken im öffentlichen Beschaffungswesen misst. Letzteres basiert auf Daten der Vertragsebene auf der Ebene der Kommunalverwaltungen. Die Analyse zeigt, dass Spenden negativ mit dem allgemeinen Korruptionsrisiko verbunden sind. Darüber hinaus wirken sie sich jedoch auf spezifische Korruptionsrisiken unterschiedlich aus. Im Gegensatz dazu scheinen kleine Spenden für eine Teilstichprobe mittelgroßer Kommunen positiv mit der Direktvergabe zu korrelieren, während der Effekt bei großen Kommunen auf die Korruption negativ ist. Schließlich ist die finanzielle Nicht-Offenlegung positiv mit Marktwettbewerbsbeschränkungen und Direktvergabe korreliert. The first article examines how recent changes in the governance of employment services in three European countries (Denmark, Germany and Norway) have influenced accountability relationships from a very wide-ranging perspective. It starts from the overall assumption in the literature that accountability relationships are becoming more numerous and complex, and that these changes may lead to multiple accountability disorder. The article explores these assumptions by analyzing the different actors involved and the information requested in the new governance arrangements in all three countries. It concludes that the considerable changes in organizational arrangements and more managerial information demanded and provided have led to more shared forms of accountability. Nevertheless, a clear development towards less political or administrative accountability could not be observed. The second article analyzes how the structure and development of reform processes affect accountability relationships and via what mechanisms. It is distinguished between an instrumental perspective and an institutional perspective and each of these perspectives takes a different view on the link between reforms and concrete action and results. By taking the welfare reforms in Norway and Germany as an example, it is shown that the reform outcomes in both countries are the result of a complex process of powering, puzzling and institutional constraints where different situational interpretations of problems, interests and administrative legacies had to be balanced. Accountability thus results not from a single process of environmental necessity or strategic choice, but from a dynamic interplay between different actors and institutional spheres. The third article then covers a specific instrument of public sector reforms, i.e. the increasing use of performance management. The article discusses the challenges and ambiguities between performance management and different forms of accountability based on the cases of the reformed welfare administration in Norway and Germany. The findings are that the introduction of performance management creates new accountability structures which influence service delivery, but not necessarily in the direction expected by reform agents. Observed unintended consequences include target fixation, the displacement of political accountability and the predominance of control aspects of accountability. The fourth article analyzes the accountability implications of the increasingly marketized models of welfare governance. It has often been argued that relocating powers and discretion to private contractors involve a trade-off between democratic accountability and efficiency. However, there is limited empirical evidence of how contracting out shapes accountability or is shaped by alternative democratic or administrative forms of accountability. Along these lines the article examines employment service accountability in the era of contracting out in Germany, Denmark and Great Britain. It is found that market accountability instruments are complementary instruments, not substitutes. The findings highlight the importance of administrative and political instruments in legitimizing marketized service provision and shed light on the processes that lead to the development of a hybrid accountability model. The fifth and sixth articles focus on the diagonal accountability relationships between public agencies, supreme audit institutions (SAI) and parental ministry or parliament. The fifth article examines the evolving role of SAIs in Denmark, Germany and Norway focusing particularly on their contribution to public accountability and their ambivalent relationship with some aspects of public sector reform in the welfare sector. The article analyzes how SAIs assess New Public Management inspired reforms in the welfare sector in the three countries. The analysis shows that all three SAIs have taken on an evaluative role when judging New Public Management instruments. At the same time their emphasis on legality and compliance can be at odds with some of the operating principles introduced by New Public Management reforms. The sixth article focuses on the auditing activities of the German SAI in the field of labor market administration as a single in-depth case study. The purpose is to analyze how SAIs gain impact in diagonal accountability settings. The results show that the direct relationship between auditor and auditee based on cooperation and trust is of outstanding importance for SAIs to give effect to their recommendations. However, if an SAI has to rely on actors of diagonal accountability, it is in a vulnerable position as it might lose control over the interpretation of its results. N2 - Die öffentliche Verwaltung sieht sich einem immer stärker werdenden Legitimationsdruck ausgesetzt, da Verwaltungshandeln nicht mehr nur innerhalb hierarchisch strukturierter Behörden erfolgt, sondern eine Vielzahl von Akteuren (öffentlich und privat) – mit für den Bürger teilweise unklaren Zuständigkeiten – beteiligt sind. Die Beziehungen zwischen den Akteuren innerhalb dieser Netzwerke folgen nicht länger einer klaren Hierarchie, sondern es entwickeln sich unübersichtliche Strukturen, innerhalb derer es schwierig ist, konkrete Instanzen zur Verantwortung zu ziehen. Die Pluralisierung und Dynamisierung von Governance-Strukturen verändert somit die Legitimationsgrundlage staatlichen Handelns. Kritische Stimmen sprechen in diesem Zusammenhang gar von einem Legitimationsdefizit. Zentral innerhalb dieser Diskussion ist das Konzept der Accountability, definiert als Beziehung, in deren Rahmen ein Akteur einem anderen Akteur gegenüber eine Verpflichtung zur Rechenschaft eingeht und von diesem Gegenüber für diese Rechenschaft im Gegenzug legitimiert wird oder auch sanktioniert werden kann. Ganz im Gegensatz zu der gestiegenen Aufmerksamkeit für Accountability fehlt es derzeit an einer systematischen Diskussion über den Bedeutungs- und Formenwandel von Accountability. Accountability-Phänomene werden weiterhin mit den Maßstäben tradierter und vergleichsweise statischer Accountability-Konzepte behandelt. Die vorliegende Arbeit setzt hier an, indem Accountability als soziale Beziehung konzeptualisiert und analysiert wird. Accountability-Beziehungen sind somit als dynamische Arrangements zu verstehen, die Prozesse des Wandels, der Reform, Veränderung, Hybridisierung oder Transformation durchlaufen können. Dieses konzeptionelle Verständnis von Accountability-Dynamiken wird in der Folge auf die jüngsten Reformen im Wohlfahrtsstaat, insbesondere in der Arbeitsmarktpolitik, angewendet. Wohlfahrtsstattliche Systeme stehen seit geraumer Zeit unter Reform- und Anpassungsdruck, gängige Kritikpunkte sind mangelnde Effizienz und Nachhaltigkeit sowie sinkende öffentliche Unterstützung. The gradual liberalisation of the Polish telecommunications sector started as early as 1992. In the beginning, national strategies were pursued. The most important of these was the creation of a bipolar market structure in the local area networks. In the second half of the 1990ies the approaching EU membership accelerated the process of liberalisation and consequently the development of a framework of regulations. EU standards are more directed towards setting out a legal framework for regulation than prescribing concrete details of administrative organisation. Nevertheless, the independent regulatory agencies typical for Western Europe served as a model for the introduction of a new regulatory body responsible for the telecommunications sector in Poland. The growing influence of EU legislation changed telecommunications policy as well as administrative practices. There has been a shift of responsibilities from the ministry to the regulatory agency, but the question remains, if the agency gained enough power to fulfil its regulatory function. In the following the legislative framework created by the EU in telecommunications policy will be described and the model of independent regulatory agencies, as it is typical for most EU countries, will be introduced. Some categories for the analysis of the Polish regulatory system will be deduced from the discussion on the regulations of telecommunication in the established EU-Nations (see Böllhoff 2002 and 2003, Thatcher 2002a and 2002b, Thatcher/Stone Sweet 2002). Subsequently the basic features of Polish telecommunication policies in the 1990ies and its effects on the telecommunications sector will be outlined. In the third chapter the development of organisational structures on the ministerial level and within the regulatory agency will be examined. In the forth chapter I will look at the distribution of power and the coordination of the various authorities responsible for telecommunication regulations. This hypothesis has kicked off a debate not only on the geoscientific definition of the Anthropocene era, but increasingly also in the social sciences. However, the specific contribution of the social sciences disciplines and in particular that of political science still needs to be fully established. This edited volume analyzes, from a political science perspective, the wider social dynamics underlying the ecological and geological changes, as well as their implications for governance and politics in the Anthropocene. The focus is on two questions: (1) What is the contribution of political science to the Anthropocene debate, e.g. in terms of identified problems, answers, and solutions? (2) What are the conceptual and practical implications of the Anthropocene debate for the discipline of political science? Additionally, research often treats civil society as a ‘black box’ without differentiating between potential variations in impact of different types of civil society actors on existing regime structures. In this thesis, I present an alternative conceptualization of civil society based on the interactions of societal actors to arrive at a more inclusive understanding of the term which is more suited for analysis in non-democratic settings. The operationalization of the action-based approach I develop allows for an empirical assessment of a large range of societal activities that can accordingly be categorized from little to very civil society-like depending on their specific modes of interactions within four dimensions. I employ this operationalization in a qualitative case study including different actors in the authoritarian monarchy of Jordan which suggests that Jordanian societal actors mostly exhibit tolerant and democratically oriented modes of interaction and do not reproduce authoritarian patterns. However, even democratically oriented actors do not necessarily take on an oppositional positions vis-à-vis the authoritarian regime. Thus, the Jordanian civil society might not feature a high potential to challenge existing power structures in the country. Nuclear Nonproliferation Policies of the United States towards the Federal Republic of Germany and Israel, 1945-1968', I study the use of security assistance as nonproliferation policy. I use insights of the Structural Realist and the Rational Institutionalist theories of International Relations to explain, respectively, important foreign policy goals and the basic orientation of policies, on the one hand, and the practical workings and effects of security cooperation on states’ behavior, on the other hand. Moreover, I consider the relations of the United States (US) with the two states in light of bargaining theory to explain the level of US ability to press other states to its preferred courses of action. The study is thus a combination of theory proposing and testing and historic description and explanation. It is also policy-relevant as I seek general lessons regarding the use of security cooperation as nonproliferation policy. I show that the US sought to keep the Federal Republic of Germany (FRG) from acquiring nuclear weapons in order to avoid crises with Moscow and threats to the cohesion of NATO. But the US also saw it as necessary to credibly guarantee the security of the FRG and treat it well in order to ensure that it would remain satisfied as an ally and without own nuclear weapons. Through various institutionalized security cooperation schemes, the US succeeded in this – though the FRG did acquire an option to produce nuclear weapons. The US opposed Israel’s nuclear weapon ambitions in turn because of an expectation that Arab states’ reactions could otherwise result in greater tension and risks of escalation and a worse balance-of-power in the area. But as also a US-Israel alliance could have led to stronger Arab-Soviet ties and thus a worse balance-of-power, and as it was not in US in-terest to be tied to Israel’s side in all regional issues, the US was not prepared to guarantee Israel’s security in a formal, credible way like it did in West Germany’s case. The US failed to persuade Israel to forgo producing nuclear weapons but gradually, an opaque nu-clear status combined with US arms sales that helped Israel to maintain a conventional military advantage over Arabs emerged as a solution to Israel’s security strategy. Because of perceptions that Israel and the FRG had also other options than cooperation with the US, and because the US ability to punish them for unwanted action was limited, these states were able to offer resistance when the US pressed its nonproliferation stance on them. Ich benutze Erkenntnisse der strukturell-realistischen und rational-institutionalistischen Theorien der Internationalen Beziehungen um respektive einerseits wichtige aussenpolitische Ziele und die grundlegende Orientierung der Politik, und andererseits Praxis und die Wirkungen der Sicherheitskooperation auf das Verhalten der Staaten zu erläutern. Überdies studiere ich die Beziehungen der Vereinigten Staaten der America (USA) zu der Bundesrepublik Deutschland (BRD) und Israel aus der Perspektive der Verhandlungstheorie, um zu erklären, wie weit die USA fähig waren, die beiden anderen Staaten zu drängen, nach seinen Prefärenzen zu verhalten. Die Studie ist also eine Kombination von Theorie-Vorschlägen und Theorie-Testen und von historischer Beschreibung und Erläuterung. Die Studie ist auch relevant für Politik: ich suche allgemeine Lehren über die Benutzung von Sicherheitskooperation als Nichtverbreitungspolitik. Ich zeige, dass um Krisen mit Moskau und Drohungen gegen die Kohäsion der NATO zu meiden, die USA zu verhindern versucht haben, dass die BRD eigene Kernwaffen schaffen würde. Aber die USA haben gleichzeitig eingesehen, dass es nötig war, die Sicherheit der BRD glaubhaftig zu garantieren und die BRD gut zu behandeln, um zu gewährleisten, dass sie zufrieden als eine Allierte und ohne eigene Kernwaffen bleiben würde. Dieses is der USA durch verschiedene institutionalisierte Anordnungen für Sicher-heitskooperation gelungen – obwohl die BRD sich eine Option angeschafft hat, Kernwaffen zu produzieren. Die USA waren gegen Israel’s Kernwaffenambitionen wegen der Erwartung, dass die Reaktionen der Arabstaaten sonst zu verstärkten Spannungen und Risiken der Eskalation und zu einem verschlechterten Machtgleichgewicht in der Region führen könnten. Aber weil auch eine US-Israel Allianz zu einem stärkeren Arab-Soviet Band und deswegen zu einen verschlechterten Machtgleichgewicht hätte führen können, und da es nicht im Interesse der USA war, in allen regionalen Fragen auf der Seite Israel’s gebunden zu bleiben, waren die USA nicht bereit, wie im Fall von der BRD, die Sicherheit Israel’s auf einer formalen, glaubhaften Weise zu garantieren. Die USA sind daran gescheitert, Israel davon zu überzeugen, auf Kernwaffenproduktion zu verzichten, aber graduell ist ein opaker Kernwaffenstatus, verbunden mit amerikanischen Waffen-verkaufen, die dem Israel geholfen haben, eine konventionelle militärische Überlegenheit über die Araber zu behalten, als eine Lösung zu Israel’s Sicherheitsstrategie entstanden. To consider, examine and theorise about this, Ganghof urges engagement with semi-parliamentarism. As explained by Ganghof, legislative power is shared between two democratically legitimate sections of parliament in a semi-parliamentary system, but only one of those sections selects the government and can remove it in a no-confidence vote. Consequently, power is dispersed and not concentrated in the hands of any one person, which, Ganghof argues, can lead to an enhanced form of parliamentary democracy. In this book review symposium, George Tsebelis, Michael Thies, José Antonio Cheibub, Rosalind Dixon and Daniel Bogéa review Steffen Ganghof’s book and engage with the author about aspects of research design, case selection and theoretical argument. This symposium arose from an engaging and constructive discussion of the book at a seminar hosted by Texas A&M University in 2022. Linking conceptual with comparative analysis, the article argues that we can distinguish three ideal-typical varieties of the egalitarian vision of democracy, based on the stages at which majorities are formed. These varieties do not put different relative normative weight onto equality and accountability, but have different conceptions of both values and their reconciliation. The agency theory is applied within the framework of rational-choice institutionalism to study the institutional arrangements that surround two different money allocation mechanisms, identify the incentives they create for the behavior of individual actors in the field, and examine how these then transfer into measurable differences in managerial quality of development aid projects. In this work, project management quality is seen as an important determinant of the overall project success. For data-gathering purposes, the German development agency, the Gesellschaft für Internationale Zusammenarbeit (GIZ), is used due to its unique way of work. Whereas the majority of projects receive funds via direct-award mechanism, there is a commercial department, GIZ International Services (GIZ IS) that has to compete for project funds. The data concerning project management practices on the GIZ and GIZ IS projects was gathered via a web-based, self-administered survey of project team leaders. Principal component analysis was applied to reduce the dimensionality of the independent variable to total of five components of project management. Furthermore, multiple regression analysis identified the differences between the separate components on these two project types. Enriched by qualitative data gathered via interviews, this thesis offers insights into everyday managerial practices in development cooperation and identifies the advantages and disadvantages of the two allocation mechanisms. The thesis first reiterates the responsibility of donors and implementers for overall aid effectiveness. It shows that the mechanism of competitive contracting out leads to better oversight and control of implementers, fosters deeper cooperation between the implementers and beneficiaries, and has a potential to strengthen ownership of recipient countries. On the other hand, it shows that the evaluation quality does not tremendously benefit from the competitive allocation mechanism and that the quality of the component knowledge management and learning is better when direct-award mechanisms are used. This raises questions about the lacking possibilities of actors in the field to learn about past mistakes and incorporate the finings into the future interventions, which is one of the fundamental issues of aid effectiveness. Finally, the findings show immense deficiencies in regard to oversight and control of individual projects in German development cooperation. They have established temporary arenas as well as permanent units inside the machinery of government to integrate citizens into policy formulation, leading to a “laboratorization” of central government organizations. We argue that the evolution and role of these units herald new dynamics in the importance of organizational reputation for executive politics. These actors deviate from the classic palette of organizational units inside the machinery of government and thus require their own reputation vis-à-vis various audiences within and outside their parent organization. Based on a comparative case study of two of these units inside the German federal bureaucracy, we show how ambiguous expectations of their audiences challenge their organizational reputation. Both units resolve these tensions by balancing their weaker professional and procedural reputation with a stronger performative and moral reputation. We conclude that government units aiming to improve citizen orientation in policy design may benefit from engaging with citizens as their external audience to compensate for a weaker reputation in the eyes of their audiences inside the government organization. Points for practitioners: many governments have introduced novel means to strengthen citizen-centered policy design, which has led to an emergence of novel units inside central government that differ from traditional bureaucratic structures and procedures ; this study analyzes how these new units may build their organizational reputation vis-à-vis internal and external actors in government policymaking. ; we show that such units assert themselves primarily based on their performative and moral reputation. Asking what makes the implementation of peacekeeping interventions complex and how complexity is resolved, I find that formal, contractual mechanisms only rarely effectively reduce complexity – and that micro relations fill this gap. Micro relations are personal relationships resulting from frequent face-to-face interaction in professional and – equally importantly – social contexts. This study offers an explanation as to why micro relations are important for coping with complexity, in the form of a causal mechanism. For this purpose, I bring together theoretical and empirical knowledge: I draw upon the current debate on ‘institutional complexity’ (Greenwood et al. 2011) in organizational institutionalism as well as original empirical evidence from a within-case study of the peacekeeping intervention in Haiti, gained in ten weeks of field research. In this study, scholarship on institutional complexity serves to identify theoretical causal channels which guide empirical analysis. An additional, secondary aim is pursued with this mechanism-centered approach: testing the utility of Beach and Pedersen’s (2013) theory-testing process tracing. Regarding the first research question – what makes the implementation of peacekeeping interventions complex –, the central finding is that complexity manifests itself in the dual role of organizations as cooperation partners and competitors for (scarce) resources, turf and influence. UN organizations, donor agencies and international NGOs implementing peacekeeping activities in post-conflict environments have chronic difficulty mastering both roles because they entail contradictory demands: effective cooperation requires information exchange, resource and responsibility-sharing as well as external scrutiny, whereas prevailing over competitors demands that organizations conceal information, guard resources, increase relative turf and influence, as well as shield themselves from scrutiny. Competition fuels organizational distrust and friction – and impedes cooperation. How is this complexity resolved? The answer to this second research question is that deep-seated organizational competition is routinely mediated – and cooperation motivated – in micro relations and micro interaction. Regular, frequent face-to-face interaction between individual organizational members generates social resources that help to transcend organizational distrust and conflict, most importantly familiarity with each other, personal trust and belief in reciprocity. Furthermore, informal conflict mediation and control mechanisms – namely, open discussion, mutual monitoring in direct interaction and social exclusion – enhance solidarity and mutual support. The chapter focuses especially on the role of multilevel governance in bringing about pioneership and leadership and on the different types of that have emerged. It also explores whether and, if so, to what extent domestic pioneers and leaders attract followers and whether there are signs of sustained domestic leadership. The chapter identifies the actors that constitute pioneers and leaders and assesses the processes which lead to their emergence. The chapter authors take up Wurzel et al.’s (2019) call to open up the black box of the nation-state. But instead of stressing the role of non-state actors, the chapter authors focus on vertical interactions among different governmental levels within nation states. The main argument put forward is that international and transnational processes, incentives, and ideas often trigger the development of domestic pioneership and leadership. Such processes, however, cannot be understood properly if domestic politics and dynamics across governmental levels within the nation-state are not taken into account. Therewith, it contributes to the debate as to whether migration in developing countries enhances or rather impedes the development process. Even though extensive and controversial discussions can be found in the scientific literature regarding the impact of migration on development, research has scarcely examined the feedback relationships between migration and development. Science however agrees with both the fact that migration affects development as well as that the level of development in a country determines migration behaviour. Thus, both variables are neither dependent nor independent, but endogenous variables influencing each other and producing behavioural pattern that cannot be investigated using a static and unidirectional approach. On account of this, the thesis studies the feedback mechanisms existing between migration and development and the behavioural pattern generated by the high interdependence in order to be able to draw conclusions concerning the impact of changes in migration behaviour on the development process. To explore these research questions, the study applies the computer simulation method ‘System Dynamics’ and amplifies the simulation model for national development planning called ‘Threshold 21’ (T21), representing development processes endogenously and integrating economic, social and environmental aspects, using a structure that portrays the reasons and consequences of migration. The model has been customised to Senegal, being an appropriate representative of the theoretical interesting universe of cases. The comparison of the model generated scenarios - in which the intensity of emigration, the loss and gain of education, the remittances or the level of dependence changes - facilitates the analysis. The present study produces two important results. The first outcome is the development of an integrative framework representing migration and development in an endogenous way and incorporating several aspects of different theories. This model can be used as a starting point for further discussions and improvements and it is a fairly relevant and useful result against the background that migration is not integrated into most of the development planning tools despite its significant impact. The second outcome is the gained insights concerning the feedback relations between migration and development and the impact of changes in migration on development. To give two examples: It could be found that migration impacts development positively, indicated by HDI, but that the dominant behaviour of migration and development is a counteracting behaviour. That means that an increase in emigration leads to an improvement in development, while this in turn causes a decline in emigration, counterbalancing the initial increase. Another insight concerns the discovery that migration causes a decline in education in the short term, but leads to an increase in the long term, after approximately 25 years - a typical worse-before-better behaviour. From these and further observations, important policy implications can be derived for the sending and receiving countries. Hence, by overcoming the unidirectional perspective, this study contributes to an improved understanding of the highly complex relationship between migration and development and their feedback relations. Damit soll ein Beitrag zu der Debatte geleistet werden, ob Migration in Entwicklungsländern den Entwicklungsprozess eher fördert oder verhindert. Während die Frage nach der Auswirkung von Migration auf Entwicklung in der Literatur ausgiebig und kontrovers diskutiert wird, hat sich die Forschung bisher kaum den Rückkopplungen zwischen Migration und Entwicklung gewidmet, obwohl sich die Wissenschaft sowohl darüber einig ist, dass Migration den Entwicklungsprozess beeinflusst, als auch, dass der Entwicklungsstand eines Land das Migrationsverhalten bestimmt. Folglich sind beide Variablen weder abhängig, noch unabhängige, sondern endogene Variablen, die sich gegenseitig beeinflussen und damit Verhaltensweisen produzieren, deren Erforschung ein statischer, unidirektionaler Ansatz nicht gerecht wird. Deswegen fragt diese Arbeit nach den Rückwirkungsmechanismen, die zwischen Migration und Entwicklung existieren, und nach den Verhaltensweisen, die durch die hohe Interdependenz entstehen, um daraus Rückschlüsse auf die Frage ziehen zu können, welchen Einfluss Änderungen im Migrationsverhalten auf den Entwicklungsprozess haben. Um diese Forschungsfragen zu untersuchen wurde die Computersimulationsmethode System Dynamics genutzt und das Simulationsmodell zur nationalen Entwicklungsplanung, das ‚Threshold 21’ (T21), das die Entwicklungsprozesse endogen darstellt und soziale, ökonomische sowie ökologische Aspekte miteinander verknüpft, um eine Struktur erweitert, welche die Gründe und Konsequenzen von Migration abbildet. Dies wurde an den Senegal, ein angemessener Repräsentant der theoretisch interessanten Grundgesamtheit, angepasst. Der Vergleich der mit dem Modell generierten Szenarien, in denen die Intensität der Abwanderung, des Bildungsverlustes, des Bildungsgewinns, der Geldüberweisungen, oder der Abhängigkeit verändert wurden, ermöglichte die Analyse. Die Studie bringt zwei wichtige Ergebnisse hervor. Erstens entwickelt sie ein umfangreiches Modell, das Migration und Entwicklung endogen erklärt und verschiedene theoretische Ansatzpunkte enthält. Dies kann sowohl als Grundlage für weitere Diskussion und Verbesserungen genutzt werden, ist aber vor allem vor dem Hintergrund, dass Migration in den meisten Modellen zur Entwicklungsplanung trotz des relevanten Einflusses nicht integriert ist, ein wichtiges und nützliches Resultat. Zweitens konnte die Analyse des Verhaltens des Modells wichtige Erkenntnisse bezüglich der Rückwirkungsmechanismen zwischen Migration und Entwicklung und der Wirkung von Veränderungen in Migration auf Entwicklung erzielen. Um zwei Beispiele zu nennen, wurde herausgearbeitet, dass Migration sich positiv auf Entwicklung, gemessen am Human Development Index (HDI), auswirkt, dass es sich aber generell um ein sich ausgleichendes Verhalten handelt, da die positiven Einflüsse auf Entwicklung ihrerseits Migration verringern, wodurch die positiven Einflüsse wieder abnehmen. Ebenso konnte festgestellt werden, dass Migration für das Bildungsniveau zunächst eine Verschlechterung, später aber, nach ca. 25 Jahren, eine Verbesserung nach sich zieht. Aus diesen und weiteren Beobachtungen können wichtige Politikempfehlungen für die Sende- und Empfängerländer von Migration abgeleitet werden. The first two pages of his 1919 lecture particularly show that Weber can fall back on the definitions of State and politics that he had already developed for his political sociology. Its main elements are the introduction of market liberalization, farm restructuring, privatisation, the reform of the sector and the creation of supporting market institutions and services.1 In this process central state agriculture administration plays a decisive role. This paper is summing up the research of the author on Slovak agricultural administration between 2002 and 2004. This work was part of a DFG-funded research project on “Genesis, Organization and Efficiency of the central-state Ministerial Administration in Central and Eastern Europe”. The project was analysing the processes, results and efficiency of administrative structures at central-state level in Estonia, Poland and Slovakia with reference to public administration in the policy fields of agriculture and telecommunications. The paper is reflecting the situation in the sector and its administration at the beginning of 2004. At first, an overview of the role of the agricultural sector in Slovak economy in the past and presence is provided (section I). Against this background, the development of the agricultural policy in the different periods since 1989 will be analysed, mainly what privatisation, accession to the EU and subsidy policy are concerned (section II). A detailed study of the developments in agricultural administration forms the next part of the paper (section III), i.e. the changes taking place in the ministry of agriculture and in the other institutions responsible for the implementation of agricultural policy. The role of interest groups in agriculture is briefly analysed (section IV). Design/methodology/approach This is a literature review on PSPM research through using a set of key terms derived from a review of recent developments in MC. Findings MC research, originating in the management accounting discipline, is largely disconnected from PSPM research as part of public administration and public management disciplines. Overlaps between MC and PSPM research are visible in a cybernetic control approach, control variety and contingency-based reasoning. Both academic communities share an understanding of certain issues, although under diverging labels, especially enabling controls or, in a more general sense, usable performance controls, horizontal controls and control packaging. Specific MC concepts are valuable for future PSPM research, i.e. trust as a complement of performance-based controls in complex settings, and strategy as a variable in contingency-based studies. Research limitations/implications Breaking the boundaries between two currently remote research disciplines, on the one hand, might dismantle “would-be” innovations in one of these disciplines, and, on the other hand, may provide a fertile soil for mutual transfer of knowledge. A limitation of the authors’ review of PSPM research is that it may insufficiently cover research published in the public sector accounting journals, which could be an outlet for MC-inspired PSPM research. Originality/value The paper unravels the “apparent” and “real” differences between MC and PSPM research, and, in doing so, takes the detected “real” differences as a starting point for discussing in what ways PSPM research can benefit from MC achievements. Contrary to prior research, we consider job autonomy as a consequence rather than a determinant of digital overload, because ICT-use accelerates work routines and interruptions and eventually diminishes employees’ freedom to decide how to work. Based on novel survey data from government employees in Germany, Italy, and Norway, our structural equation modeling (SEM) confirms a significant negative effect of digital overload on job autonomy. More importantly, job autonomy partially mediates the negative relationship between digital overload and job satisfaction, pointing to the importance of studying the micro-foundations of ICT-use in the public sector. This article introduces the Intergovernmental Policy Output Dataset (IPOD), which covers close to 37,000 individual policy acts of 13 multi-issue IOs in the 1980–2015 period. The dataset fills a gap in the growing body of literature on the comparative study of IOs, providing researchers with a fine-grained perspective on the structure of IO policy output and data for comparisons across time, policy areas, and organizations. This article describes the construction and coverage of the dataset and identifies key temporal and cross-sectional patterns revealed by the data. In a concise illustration of the dataset’s utility, we apply models of punctuated equilibria in a comparative study of the relationship between institutional features and broad policy agenda dynamics. Overall, the Intergovernmental Policy Output Dataset offers a unique resource for researchers to analyze IO policy output in a granular manner and to explore questions of responsiveness, performance, and legitimacy of IOs. International bureaucracies are the secretariats of international organizations that carry out their work including generating knowledge, providing policy advice and implementing policy programs and projects. Scholars increasingly regard them as governance actors that are able to influence global and domestic policy making. In order to explain this influence, research has mainly focused on international bureaucracies’ formal features and/or staff characteristics. The way in which they are actually perceived by their domestic stakeholders, in particular by national bureaucrats, has not been systematically studied. Yet, this is equally important, given that they represent international bureaucracies’ addressees and are actors that (potentially) make use of international bureaucracies’ policy advice, which can be seen as an indicator for international bureaucracies’ influence. Accordingly, I argue that domestic stakeholders’ assessments can likewise contribute to explaining international bureaucracies’ influence. The overarching research questions the study addresses are what are national stakeholders’ perspectives on international bureaucracies and under which conditions do they consider international bureaucracies’ policy advice? In answering these questions, I focus on three specific organizational features that the literature has considered important for international bureaucracies’ independent influence, namely international bureaucracies’ performance and their role as policy advisors and as expert authorities. These three features are studied separately in three independent articles, which are presented in Part II of this article-based dissertation. To answer the research questions, I draw on novel data from a global survey among ministry officials of 121 countries. The survey captures ministry officials’ assessments of international bureaucracies’ features and their behavior with respect to international bureaucracies’ policy advice. The overall sample comprises the bureaucracies of nine global and nine regional international organizations in eight thematic areas in the policy fields of agriculture and finance. The overall finding of this study is that international bureaucracies’ performance and their role as policy advisors and expert authorities as perceived by ministry officials are highly context-specific and relational. These features vary not only across international bureaucracies but much more intra-organizationally across the different thematic areas that an international bureaucracy addresses, i.e. across different thematic contexts. As far as to the relational nature of international bureaucracies’ features, the study generally finds strong variation across the assessments by ministry officials from different countries and across thematic areas. Hence, the findings highlight that it is likewise important to study international bureaucracies via the perspective of their stakeholders and to take account of the different thematic areas and contexts in which international bureaucracies operate. The study contributes to current research on international bureaucracies in various ways. First, it directly surveys one important type of domestic stakeholders, namely national ministry officials, as to how they evaluate certain aspects of international bureaucracies instead of deriving them from their structural features, policy documents or assessments by their staff. Furthermore, the study empirically tests a range of theoretical hypotheses derived from the literature on international bureaucracies’ influence, as well as related literature. Second, the study advances methods of assessing international bureaucracies through a large-N, cross-national expert survey among ministry officials. A survey of this type of stakeholder and of this scope is – to my knowledge – unprecedented. Yet, as argued above, their perspectives are equally important for assessing and explaining international bureaucracies’ influence. Third, the study adapts common theories of international bureaucracies’ policy influence and expert authority to the assessments by ministry officials. In so doing, it tests hypotheses that are rooted in both rationalist and constructivist accounts and combines perspectives on international bureaucracies from both International Relations and Public Administration. Empirically supporting and challenging these hypotheses further complements the theoretical understanding of the determinants of international bureaucracies’ influence among national bureaucracies from both rationalist and constructivist perspectives. Overall, this study advances our understanding of international bureaucracies by systematically taking into account ministry officials’ perspectives in order to determine under which conditions international bureaucracies are perceived to perform well and are able to have an effect as policy advisors and expert authorities among national bureaucracies. Thereby, the study helps to specify to what extent international bureaucracies – as global governance actors – are able to permeate domestic governance via ministry officials and, thus, contribute to the question of why some international bureaucracies play a greater role and are ultimately able to have more influence than others. The estimated causal effect was greater in countries that eventually abolished the relevant veto institutions. Due to substantial environmental and political linkages, there are interrelations between the three regimes. This study seeks to examine the inter-institutional relationship between the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity and the United Nations Convention to Combat Desertification by analyzing and assessing their horizontal interplay activities from the starting point of their genesis at Earth Summit in 1992 until today. In this research, I address the connections between the three conventions and identify the conflicting, cooperative, and synergetic aspects of inter-institutional relationship. While the overall empirical analysis suggests weak indications of a conflictive type, this research asserts that the interplay activities have thus far led to a cooperative relationship between the Rio Conventions. Moreover, increasing coordination and collaboration between the conventions’ treaty secretariats signals characteristics of a synergetic relationship, which could open up a potential window of opportunity for these actors to further engage and progress in institutional management in the future. In a conclusion, this study explores the possibility of the formation of an overarching environmental institution as a result of joint institutional management within the complex of climate change, biodiversity, and desertification. N2 - Die Rio-Konventionen stehen im Mittelpunkt internationaler Kooperation im Bezug auf den Governance-Bereich Klimawandel, Biodiversität und Desertifikation. Aufgrund von substantiellen ökologischen und politischen Verknüpfungen herrschen Wechselwirkungen zwischen den drei Regelungswerken. Die vorliegende Arbeit unternimmt den Versuch, die aus den institutionellen Interaktionen resultierende Relation zwischen der Klimarahmenkonvention der Vereinten Nationen, der Biodiversitätskonvention und dem Übereinkommen der Vereinten Nationen zur Bekämpfung der Wüstenbildung über einen Zeitraum von deren Entstehung 1992 bis heute zu analysieren und zu beurteilen. Diese Forschungsarbeit untersucht die interinstitutionellen Beziehungen zwischen den drei Konventionen und identifiziert dabei konfliktträchtige, kooperative und synergetische Aspekte. Während in einer empirische Analyse insgesamt nur schwache Indikatoren für einen konfliktträchtigen Beziehungstyp gefunden wurden, kann in der Gesamtbetrachtung konstatiert werden, dass die bisherigen interinstitutionellen Interaktionen zu einer kooperativen Beziehung zwischen den Rio-Konventionen geführt haben. These networks develop for example in the course of formal and informal meetings or at the sidelines of such meetings. A plethora of committees at European, transnational and regional level provides the basis for the establishment of pan-European networks. By studying affiliation to those committees, basic network structures can be uncovered. These affiliation network structures can then be used to predict EU information flows, assuming that certain positions within the network are advantageous for tapping into streams of information while others are too remote and peripheral to provide access to information early enough. This study has tested those assumptions for the case of the reform of the Common Fisheries Policy for the time after 2012. Through the analysis of an affiliation network based on participation in 10 different fisheries policy committees over two years (2009 and 2010), network data for an EU-wide network of about 1300 fisheries interest group representatives and more than 200 events was collected. The structure of this network showed a number of interesting patterns, such as – not surprisingly – a rather central role of Brussels-based committees but also close relations of very specific interests to the Brussels-cluster and stronger relations between geographically closer maritime regions. The analysis of information flows then focused on access to draft EU Commission documents containing the upcoming proposal for a new basic regulation of the Common Fisheries Policy. It was first documented that it would have been impossible to officially obtain this document and that personal networks were thus the most likely sources for fisheries policy actors to obtain access to these “leaks” in early 2011. A survey of a sample of 65 actors from the initial network supported these findings: Only a very small group had accessed the draft directly from the Commission. Most respondents who obtained access to the draft had received it from other actors, highlighting the networked flow of informal information in EU politics. Furthermore, the testing of the hypotheses connecting network positions and the level of informedness indicated that presence in or connections to the Brussels sphere had both advantages for overall access to the draft document and with regard to timing. Methodologically, challenges of both the network analysis and the analysis of information flows but also their relevance for the study of EU politics have been documented. In summary, this study has laid the foundation for a different way to study EU policy-making by connecting topical and methodological elements – such as affiliation network analysis and EU committee governance – which so far have not been considered together, thereby contributing in various ways to political science and EU studies. Solche Affiliationsnetzwerk-Strukturen können dann die Grundlage zur Vorhersage von europäischen Informationsflüssen bilden: Die Annahme ist, dass bestimmte Positionen in solchen Netzwerken vorteilhaft für den Zugang zu Informationsflüssen sind, während andere Positionen (zu) weit entfernt und zu peripher sind, um rechtzeitigen Zugriff auf relevante Informationen zu erhalten. Die vorliegende Studie testet diese Annahmen anhand der Reform der Gemeinsamen Fischereipolitik der Europäischen Union für die Zeit nach 2012 . Basierend auf Teilnahmedaten von 10 Fischereipolitik-Ausschüssen über den Zeitraum von zwei Jahren (2009 und 2010) wurde ein Affilationsnetzwerk aus mehr als 1300 Interessenvertretern und –vertreterinnen sowie über 200 Ereignissen erhoben. Die Struktur dieses Netzwerks zeigt eine Reihe von interessanten Mustern auf, zum Beispiel die zentrale Rolle von Brüssel-basierten Ausschüssen aber auch die enge Verknüpfung bestimmter Interessen mit dem Brüsseler Kern des Netzwerk sowie die enge Vernetzung geographisch benachbarter Meeresregionen. Die Analyse von EU-Informationsflüssen wurde dann Anhand des Zugangs von Akteuren aus dem erhobenen Netzwerk zu (nichtöffentlichen) Entwurfsfassungen des Kommissionsvorschlags für eine neue Gemeinsame Fischereipolitik durchgeführt. Zunächst wurde dokumentiert, dass der Zugang zu diesen Dokumenten auf offiziellen Wegen unmöglich war und dass daher Zugang durch erweiterte persönliche Netzwerke die wahrscheinlichste Erklärung für den Erhalt von „Leaks“ durch Fischereipolitik-Interessengruppen in der ersten Hälfte von 2011 war. Eine Umfrage unter 65 Akteuren aus der Gesamtpopulation des Gesamtnetzwerk unterstützte diese Vermutung: Nur eine kleine Gruppe hatte Zugang zu den nicht-öffentlichen Entwurfsdokumenten durch ihre direkten Beziehungen mit der EU-Kommission. Die meisten Teilnehmer der Umfrage hatte Zugang zu diesen Dokumenten durch Dritte erhalten, ein Nachweis, dass EU-Informationen sich tatsächlich in weiteren Netzwerkstrukturen verbreiten. Die Herausforderungen in der methodischen Erhebungen von europäischen Affiliationsnetzwerkdaten und von EU-Informationsflüssen werden dabei in der Studie ausführlich dokumentiert. Zusammenfassend legt diese Doktorarbeit die Grundlage für eine neue Art, europäische und transnationale politische Prozesse in Europa zu untersuchen. Our model enables us to analyze to what extent reaching this goal despite US withdrawal would place more stringent requirements on other core elements of the Paris cooperation process. We find, first, that the effect of a US withdrawal depends critically on the extent to which member countries reciprocate others' promises and contributions. Second, while the 2 degrees C goal will likely be reached only under a very small set of conditions in any event, even temporary US withdrawal will further narrow this set significantly. Reaching this goal will then require other countries to step up their ambition at the first opportunity and to comply nearly 100% with their pledges, while maintaining high confidence in the Paris Agreements institutions. Third, although a US withdrawal will first primarily affect the United States' own emissions, it will eventually prove even more detrimental to other countries' emissions. Nevertheless, there has been insufficient progress in measuring PI. We calculate a novel measure of PI with the German Socio-Economic Panel (SOEP) and U.S. Panel Study of Income Dynamics (PSID). Advancing beyond prior approaches, we define PI as the logged average of 20+ years of post-tax and post-transfer ("post-fisc") real equivalized household income. We then assess how well various household- and individual-based measures of economic resources proxy PI. In both datasets, post-fisc household income is the best proxy. One random year of post-fisc household income explains about half of the variation in PI, and 2-5 years explain the vast majority of the variation. One year of post-fisc HH income even predicts PI better than 20+ years of individual labor market earnings or long-term net worth. By contrast, earnings, wealth, occupation, and class are weaker and less cross-nationally reliable proxies for PI. We also present strategies for proxying PI when HH post-fisc income data are unavailable, and show how post-fisc HH income proxies PI over the life cycle. In sum, we develop a novel approach to PI, systematically assess proxies for PI, and inform the measurement of economic resources more generally.
