The country fears to get relegated to the fringes of European integration if an inner circle of the EU, a "Union in the Union", was to emerge. By starting a bilateral dialogue on the content and the perspectives of a "core Europe", Germany – which at various occasions has supported the idea of a core Europe – might be able to reduce Polish fears.
