N2  - The EU is clearly overstreched. Three different conceptions of Europe explain the lack of strategy: The „pragmatic Europe” is not transparent, the „limitless Europe” causes fears of substantial changes, and the „identity-building Europe” suffers from a crisis of orientation. The following strategies could be applied: a transfer of some elements of the Constitutional Treaty into a condensed treaty; an orientation towards a more differentiated Europe, and the formation of coalitions in order to lead Europe.

Ein deutsch-polnischer Austausch zu Inhalten und Perspektiven eines solchen Kerns könnte darum polnische Befürchtungen abbauen.
N2  - Poland is skeptical about the idea of a "core Europe". The country fears to get relegated to the fringes of European integration if an inner circle of the EU, a "Union in the Union", was to emerge. By starting a bilateral dialogue on the content and the perspectives of a "core Europe", Germany – which at various occasions has supported the idea of a core Europe – might be able to reduce Polish fears.

N2  - Germany and Poland need a new strategic context for their partnership. Their approaches towards the use of force are determined by different historical experiences. If the "blackred coalition" in Germany again plays a role as a transatlantic mediator, it will push the Polish-German relations in the right direction.
