N2  - This study examines in which cases economic forces or historical singularities prevail in the determination of the spatial distribution of retail shops. We develop a model of location choice in discrete space. The main force towards an agglomerated structure is the reduction of transaction costs for consumers if retailers are located closely, whilst competition and transport costs work towards a disperse structure. We assess the importance of the initial conditions by simulating the resulting distribution of shops for identical economic parameters but varying initial settings. If the equilibrium distributions are similar we conclude that economic forces have prevailed, while dissimilarity indicates that 'history' is more important. The (dis)similarity of distributions of shops is calculated by means of a metric measure.

The article illustrates the potential value-added of a time-centred approach to the study of the EU by highlighting temporal issues in EU enlargement, differentiated integration and democratization. It concludes with thoughts on the comparison of democratic timescapes.

N2  - The manner in which time is institutionalized is critical to how a political system works. Terms, time budgets and time horizons of collective and individual political actors; rights over timing, sequencing and speed in decision- making; and the temporal properties of policy matter to the distribution of power; efficiency and effectiveness of policy-making; and democratic legitimacy. This article makes a case for the systematic study of political time in the European Union (EU) - both as an independent and a dependent variable - and highlights the analytical value-added of a time-centred analysis. The article discusses previous scholarship on the institutionalization of political time and its consequences along the dimensions of polity, politics and policy; and then reviews dominant perspectives on political time, which centre on power, system performance and legitimacy. These perspectives tie in with diverse theoretical traditions in the study of the EU. Taken together, dimensions, perspectives and theories help to guide time-centred analyses of the EU political system.

N2  - In what manner is political time institutionalized in the political system of the EU? This article advances five propositions on political time in the EU and highlights their implications for the workings of the EU. The propositions stress: (i) the absence of a dominant EU political cycle, which creates problems of mobilization and synchronization, but also allows for temporal plurality; (ii) an emphasis on linear political time, associated with ongoingness and open-endedness, as opposed to cyclical political time, which favours discontinuity in institutional practices and policies; (iii) intensive bargaining over time-setting, which encourages governing by timetable; (iv) the sensitivity of EU political time to member state influence, on the one hand, and (v) the Europeanization of political time in the member states, on the other. The balances struck in the temporal constitution of the EU are critical to its future.

N2  - Performance Management, hier verstanden als leistungs- und wirkungsorientierte Steuerung der Verwaltung, ist eine bedeutende Funktion moderner Verwaltungsführung und steht im Mittelpunkt der internationalen Public-Management-Theorie und -Praxis. In diesem Beitrag wird der Umsetzungsstand des Performance Managements in Deutschland untersucht und dabei auf Bund, Länder und Kommunen eingegangen. Die Analyse orientiert sich insbesondere an den Handlungsfeldern Performance Budgeting, ergebnisorientierte Steuerung sowie Benchmarking und geht der Frage nach, welcher Typus der Performance-Steuerung im Sinne der Kategorien von Bouckaert und Halligan (2008) realisiert ist. Der Beitrag kommt auf der Basis von Literatur- und Dokumentenrecherchen zum Schluss, dass auf Bundes- und Landesebene kaum integrative und flächendeckende Ansätze implementiert sind, verweist aber auf Einzelbeispiele weitergehender Praktiken. Auf kommunaler Ebene ist der Umsetzungsstand höher, was an der Realisierung entsprechender Elemente des Neuen Steuerungsmodells und zunehmend dem neuen Haushalts- und Rechnungswesen liegt. Erklärt und interpretiert wird dieser Stand durch kulturelle, strukturelle und pragmatische Faktoren.

N2  - Structural change in the agricultural sector as well as in the whole agricultural value chain is an ongoing dynamic process and affords a number of diverse phenomena. Since the EU Commission sent a clear signal establishing and supporting the bioenergy industry, increasing production activities can be observed in many EU member states. In this paper, we discuss current sector developments and address the organisation structure of the biomass-based energy value chain, exemplifying the production of bioethanol and biodiesel separately. Usually, the processing company can be regarded as the initiator of the regional value chains. In order to safeguard the high initial investments and secure efficient supply, the processing company relies on contract farming or profit participation rights rather than spot market interactions. In addition to discussing that point, this article also explores opportunities and threats for the suppliers as well as for the processors.
