N2 - Many international bureaucracies give policy advice to national administrative units. Why is the advice given by some international bureaucracies more influential than the recommendations of others? We argue that targeting advice to member states through national embeddedness and country-tailored research increases the influence of policy advice. Subsequently, we test how these characteristics shape the relative influence of 15 international bureaucracies' advice in four financial policy areas through a global survey of national administrations from more than 80 countries. Our findings support arguments that global blueprints need to be adapted and translated to become meaningful for country-level work.
Points for practitioners
National administrations are advised by an increasing number of international bureaucracies, and they cannot listen to all of this advice. Whereas some international bureaucracies give 'one-size-fits-all' recommendations to rather diverse countries, others cater their recommendations to the national audience. Investigating financial policy recommendations, we find that national embeddedness and country-tailored advice render international bureaucracies more influential.

N2 - Der Beitrag in der Zeitschrift GIO beschäftigt sich mit der Frage nach den Schwierigkeiten von Digitalisierungsreformen in öffentlichen Verwaltungen. Der Blick wird dafür auf Verwaltungen als Organisationen gerichtet, deren formale Strukturen die Digitalisierungsreform erschweren, da steile Hierarchien und Dienstwegeregelungen mit netzwerkartigen Projektstrukturen konfligieren, agile Arbeitsweisen der Orientierung an rechtlich legitimierten Verfahren zuwiderlaufen und das Personal nicht mit den nötigen Kompetenzen ausgestattet wird. Der organisationssensible Fokus erlaubt es, nicht nur die Probleme der Strukturen zu betrachten, sondern auch deren Funktionen für den Systembestand von Verwaltungen zu berücksichtigen. So wird gezeigt, dass etwa Dienstwegeregelungen demokratische Prozesse gewährleisten und Verantwortungsdiffusion verhindern, ihre Rechtsorientierung den Verwaltungen Legitimation und Autonomie verschafft und das Personal durch seine Regeleinhaltung funktionierende Verfahren und Objektivität gewährleistet. Diese Spannungsfelder berücksichtigend, wird daher der Vorschlag gemacht, in Reformen nicht nur ihre Optimierungsfunktion zu sehen, sondern sie als Werkzeug für ein besseres Verständnis der vorherrschenden Strukturen zu nutzen. Der Beitrag gibt abschließend Fragen an die Hand, wie man sich diesem Verständnis nähern kann.
N2 - The article in the journal GIO deals with the question of the difficulties of digitalization reforms in public administrations. The focus is on administrations as organizations whose formal structures make digitalization reform difficult, since steep hierarchies and official communication channels conflict with network-like project structures, agile working methods run counter to the orientation toward legally legitimized procedures, and staff are not equipped with the necessary competencies. The organization-sensitive focus makes it possible to consider not only the problems of structures, but also their functions for the system’s existence of administrations. It is shown, for example, that official channels guarantee democratic processes and prevent the diffusion of responsibility, that their legal orientation gives administrations legitimacy and autonomy, and that staff ensure functioning procedures and objectivity through their compliance with rules. Taking these tensions into account, it is therefore suggested that reforms should not only be seen in terms of their optimization function, but should be used as a tool for a better understanding of the prevailing structures. The paper concludes by providing questions on how to approach this understanding.

N2 - In the digitalization debate, gender biases in digital technologies play a significant role because of their potential for social exclusion and inequality. It is therefore remarkable that organizations as drivers of digitalization and as places for social integration have been widely overlooked so far. Simultaneously, gender biases and digitalization have structurally immanent connections to organizations. Therefore, a look at the reciprocal relationship between organizations, digitalization, and gender is needed. The article provides answers to the question of whether and how organizations (re)produce, reinforce, or diminish gender‐specific inequalities during their digital transformations. On the one hand, gender inequalities emerge when organizations use post‐bureaucratic concepts through digitalization. On the other hand, gender inequalities are reproduced when organizations either program or implement digital technologies and fail to establish control structures that prevent gender biases. This article shows that digitalization can act as a catalyst for inequality‐producing mechanisms, but also has the potential to mitigate inequalities. We argue that organizations must be considered when discussing the potential of exclusion through digitalization.

N2 - Ausgehend von der Beobachtung, dass die aktuelle Digitalisierungsforschung die Ambivalenz der Digitalisierung zwar erkennt, aber nicht zum Gegenstand ihrer Analysen macht, fokussiert die vorliegende kumulative Dissertation auf die ambivalente Dichotomie aus Potenzialen und Problemen, die mit digitalen Transformationen von Organisationen einhergeht. Entlang von sechs Publikationen wird mit einem systemtheoretischen Blick auf Organisationen die spannungsvolle Dichotomie hinsichtlich dreier ambivalenter Verhältnisse aufgezeigt: Erstens wird in Bezug auf das Verhältnis von Digitalisierung und Postbürokratie deutlich, dass digitale Transformationen das Potenzial aufweisen, postbürokratische Arbeitsweisen zu erleichtern. Parallel ergibt sich das Problem, dass auf Konsens basierende postbürokratische Strukturen Digitalisierungsinitiativen erschweren, da diese auf eine Vielzahl von Entscheidungen angewiesen sind. Zweitens zeigt sich mit Blick auf das ambivalente Verhältnis von Digitalisierung und Vernetzung, dass einerseits organisationsweite Kooperation ermöglicht wird, während sich andererseits die Gefahr digitaler Widerspruchskommunikation auftut. Beim dritten Verhältnis zwischen Digitalisierung und Gender deutet sich das mit neuen digitalen Technologien einhergehende Potenzial für Gender Inklusion an, während zugleich das Problem einprogrammierter Gender Biases auftritt, die Diskriminierungen oftmals verschärfen. Durch die Gegenüberstellung der Potenziale und Probleme wird nicht nur die Ambivalenz organisationaler Digitalisierung analysierbar und verständlich, es stellt sich auch heraus, dass mit digitalen Transformationen einen doppelte Formalisierung einhergeht: Organisationen werden nicht nur mit den für Reformen üblichen Anpassungen der formalen Strukturen konfrontiert, sondern müssen zusätzlich formale Entscheidungen zu Technikeinführung und -beibehaltung treffen sowie formale Lösungen etablieren, um auf unvorhergesehene Potenziale und Probleme reagieren. Das Ziel der Dissertation ist es, eine analytisch generalisierte Heuristik an die Hand zu geben, mit deren Hilfe die Errungenschaften und Chancen digitaler Transformationen identifiziert werden können, während sich parallel ihr Verhältnis zu den gleichzeitig entstehenden Herausforderungen und Folgeproblemen erklären lässt.
N2 - Based on the observation that current digitalization research recognizes the ambivalence of digitalization but does not make it the subject of its analyses, Lene Baumgart's dissertation focuses on the ambivalent dichotomy of potentials and problems associated with digital transformations of organizations. Along six publications, the tense dichotomy with regard to three ambivalent relationships is shown with a system-theoretical view of organizations.
Firstly, in terms of the relationship between digitalization and post-bureaucracy, it becomes clear that digital transformations have the potential to facilitate post-bureaucratic ways of working. At the same time, the problem arises that post-bureaucratic structures based on consensus make digitalization initiatives more difficult, as they are dependent on a large number of decisions.
Secondly, the ambivalent relationship between digitalization and networking shows that, on the one hand, organization-wide cooperation is made possible, while, on the other hand, the risk of digital contradictory communication arises.
The third relationship between digitalization and gender indicates the potential for gender inclusion associated with new digital technologies, while at the same time the problem of programmed gender biases increases, which often exacerbate discrimination.
The juxtaposition of potentials and problems not only makes it possible to analyse and understand the ambivalence of organizational digitalization, it also shows that digital transformations are accompanied by a double formalization: organizations are not only confronted with the usual adjustments to formal structures for reforms, but must also make formal decisions on technology introduction and retention and establish formal solutions to react to unforeseen potentials and problems. The aim of Lene Baumgart's dissertation is to provide an analytically generalized heuristic that can be used to identify the achievements and opportunities of digital transformations, while at the same time explaining their relationship to the challenges and consequential problems that arise simultaneously.
