German schools adopted this movement in 1995. Decades later, racism is not yet a strong developmental science research topic for studies of youth in Germany and Europe. In this commentary we argue that it should be. With increasing hate crimes and harassment, there is also a need to understand how families are socializing young people to be prepared for, cope with, resist, and disrupt racism. This type of ethnic-racial socialization affects important developmental processes-adolescent ethnic-racial identity development and intergroup and institutional understanding and relations-and requires a more prominent place of study in a migration-diverse Germany. Studying these issues in this particular sociohistorical context will also contribute to a more context-specific understanding of youth experiences of racism. BT - parental stress and mental health during the COVID-19 pandemic in Germany JF - Journal of family research N2 - Objective: This study examines gender and socioeconomic inequalities in parental psychological wellbeing (parenting stress and psychological distress) during the COVID-19 pandemic in Germany. Background: The dramatic shift of childcare and schooling responsibility from formal institutions to private households during the pandemic has put families under enormous stress and raised concerns about caregivers' health and wellbeing. Despite the overwhelming media attention to families’ wellbeing, to date limited research has examined parenting stress and parental psychological distress during the COVID-19 pandemic, particularly in Germany. Method: We analyzed four waves of panel data (N= 1,771) from an opt-in online survey, which was conducted between March 2020 and April 2021. Multivariable OLS regressions were used to estimate variations in the pandemic's effects on parenting stress and psychological distress by various demographic and socioeconomic characteristics. Results: Overall, levels of parenting stress and psychological distress increased during the pandemic. During the first and third wave of the COVID-19 pandemic, mothers, parents with children younger than 11 years, parents with two or more children, parents working from home as well as parents with financial insecurity experienced higher parenting stress than other sociodemographic groups. Moreover, women, respondents with lower incomes, single parents, and parents with younger children experienced higher levels of psychological distress than other groups. Conclusion: Gender and socioeconomic inequalities in parents' psychological wellbeing increased among the study participants during the pandemic. N2 - Cities are responsible for around 70 % of the global greenhouse gas emissions and are hence important for climate mitigation; consequently they are a crucial target group of climate policies. At the same time, cities are also severely affected by potential impacts of climate change: extreme weather events such as heat waves or heavy precipitation (pluvial floods) cause high economic losses in urban areas and have adverse effects on the health of the urban population. Therefore, the project ExTrass is aimed at measurably enhancing cities’ resilience against extreme weather events jointly with representatives of urban administrations, disaster assistance and civil society. The project focusses on small metropolises and medium-sized cities with 50,000 to 500,000 inhabitants, in particular on the case study cities of Potsdam, Remscheid and Würzburg. The report summarizes the results of a 14-month definition phase whose main purpose was to define the research program of the successive 3-year-R+D-project, to be implemented jointly by researchers and practitioners. In addition, an inventory of climate change adaptation and climate mitigation strategies and plans of 99 German metropolises and medium-sized cities was created. Moreover, an in-depth analysis of the pathways of climate policies in the cities of Potsdam and Würzburg was conducted, which particularly revealed the relevance of key personalities. Furthermore, current challenges in climate adaptation and needs for action were identified during stakeholder workshops in the case study cities. In addition, possible solutions were discussed which will be implemented and tested during the R+D-project. Besides measures on the city level and on the level of urban districts, options that improve risk awareness, preparedness and coping capacities of enterprises and residents are strived for. Thus the state-of-the-art of risk communication in Germany was reviewed for the project and a first evaluation of a serious game was performed. N2 - Large Central European flood events of the past have demonstrated that flooding can affect several river basins at the same time leading to catastrophic economic and humanitarian losses that can stretch emergency resources beyond planned levels of service. For Germany, the spatial coherence of flooding, the contributing processes and the role of trans-basin floods for a national risk assessment is largely unknown and analysis is limited by a lack of systematic data, information and knowledge on past events. This study investigates the frequency and intensity of trans-basin flood events in Germany. It evaluates the data and information basis on which knowledge about trans-basin floods can be generated in order to improve any future flood risk assessment. In particu-lar, the study assesses whether flood documentations and related reports can provide a valuable data source for understanding trans-basin floods. An adaptive algorithm was developed that systematically captures trans-basin floods using series of mean daily discharge at a large number of sites of even time series length (1952-2002). It identifies the simultaneous occurrence of flood peaks based on the exceedance of an initial threshold of a 10 year flood at one location and consecutively pools all causally related, spatially and temporally lagged peak recordings at the other locations. A weighted cumulative index was developed that accounts for the spatial extent and the individual flood magnitudes within an event and allows quantifying the overall event severity. The parameters of the method were tested in a sensitivity analysis. An intensive study on sources and ways of information dissemination of flood-relevant publications in Germany was conducted. Based on the method of systematic reviews a strategic search approach was developed to identify relevant documentations for each of the 40 strongest trans-basin flood events. A novel framework for assessing the quality of event specific flood reports from a user’s perspective was developed and validated by independent peers. The framework was designed to be generally applicable for any natural hazard type and assesses the quality of a document addressing accessibility as well as representational, contextual, and intrinsic dimensions of quality. The analysis of time-series of mean daily discharge resulted in the identification of 80 trans-basin flood events within the period 1952-2002 in Germany. The set is dominated by events that were recorded in the hydrological winter (64%); 36% occurred during the summer months. The occurrence of floods is characterised by a distinct clustering in time. Dividing the study period into two sub-periods, we find an increase in the percentage of winter events from 58% in the first to 70.5% in the second sub-period. Accordingly, we find a significant increase in the number of extreme trans-basin floods in the second sub-period. A large body of 186 flood relevant documentations was identified. For 87.5% of the 40 strongest trans-basin floods in Germany at least one report has been found and for the most severe floods a substantial amount of documentation could be obtained. 80% of the material can be considered grey literature (i.e. literature not controlled by commercial publishers). The results of the quality assessment show that the majority of flood event specific reports are of a good quality, i.e. they are well enough drafted, largely accurate and objective, and contain a substantial amount of information on the sources, pathways and receptors/consequences of the floods. The inclusion of this information in the process of knowledge building for flood risk assessment is recommended. Both the results as well as the data produced in this study are openly accessible and can be used for further research. The results of this study contribute to an improved spatial risk assessment in Germany. The identified set of trans-basin floods provides the basis for an assessment of the chance that flooding occurs simultaneously at a number of sites. The information obtained from flood event documentation can usefully supplement the analysis of the processes that govern flood risk. One issue less discussed is how the construct of ERI translates across different countries and cultures. The purpose of our paper is to describe the sociohistorical context of Germany and implications for the study of ethnic-racial identity in Europe. We discuss the German adaption of the Identity Project, an 8-week school-based ethnic-racial identity exploration intervention developed in the United States. We use this as a concrete example of how we thought through the focal construct of ERI to figure out how and whether it is a salient social identity category for youth in Germany where, in response to the history of racially motivated genocide, discussions of "race" are taboo. Digging into the ways ERI may not be directly transferable to different contexts can help us understand its nature as a socially constructed identity with real-life implications. Our hope with this paper is to further discussion, question our conceptualizations, and acknowledge how a detailed understanding of sociohistorical contexts is needed for the study of ERI. Recent studies suggest that rates of unacknowledged rape may be as high or even higher among men than among women. This study examined rates of unacknowledged female and male victims of rape and sexual assault by comparing responses to behaviorally specific items of the Sexual Aggression and Victimization Scale (SAV-S) with responses to broad questions using the labels of sexual assault and rape (SARA) in 593 participants (303 women) in Germany. As predicted, more women and men were classified as rape victims based on behaviorally specific items than on the basis of the broad rape item. The rates of unacknowledged rape were about 60% for women and 75% for men. The gender difference was not significant. Against our prediction, no significant differences in acknowledgement of sexual assault were found in relation to coercive strategy and victim-perpetrator relationship. Few cases of rape and sexual assault identified by the SARA items were missed by the behaviorally specific questions. However, the basis of successful plant invasion is not conclusively understood, especially since these plant species can adapt to the new range within a short period of time despite impoverished genetic diversity of the starting populations. In this context, DNA methylation is considered promising to explain successful adaptation mechanisms in the new habitat. DNA methylation is a heritable variation in gene expression without changing the underlying genetic information. Thus, DNA methylation is considered a so-called epigenetic mechanism, but has been studied in mainly clonally reproducing plant species or genetic model plants. An understanding of this epigenetic mechanism in the context of non-native, predominantly sexually reproducing plant species might help to expand knowledge in biodiversity research on the interaction between plants and their habitats and, based on this, may enable more precise measures in conservation biology. For my studies, I combined chemical DNA demethylation of field-collected seed material from predominantly sexually reproducing species and rearing offsping under common climatic conditions to examine DNA methylation in an ecological-evolutionary context. The contrast of chemically treated (demethylated) plants, whose variation in DNA methylation was artificially reduced, and untreated control plants of the same species allowed me to study the impact of this mechanism on adaptive trait differentiation and local adaptation. With this experimental background, I conducted three studies examining the effect of DNA methylation in non-native species along a climatic gradient and also between climatically divergent regions. The first study focused on adaptive trait differentiation in two invasive perennial goldenrod species, Solidago canadensis sensu latu and S. gigantea AITON, along a climate gradient of more than 1000 km in length in Central Europe. I found population differences in flowering timing, plant height, and biomass in the temporally longer-established S. canadensis, but only in the number of regrowing shoots for S. gigantea. While S. canadensis did not show any population structure, I was able to identify three genetic groups along this climatic gradient in S. gigantea. Surprisingly, demethylated plants of both species showed no change in the majority of traits studied. In the subsequent second study, I focused on the longer-established goldenrod species S. canadensis and used molecular analyses to infer spatial epigenetic and genetic population differences in the same specimens from the previous study. I found weak genetic but no epigenetic spatial variation between populations. Additionally, I was able to identify one genetic marker and one epigenetic marker putatively susceptible to selection. However, the results of this study reconfirmed that the epigenetic mechanism of DNA methylation appears to be hardly involved in adaptive processes within the new range in S. canadensis. Finally, I conducted a third study in which I reciprocally transplanted short-lived plant species between two climatically divergent regions in Germany to investigate local adaptation at the plant family level. For this purpose, I used four plant families (Amaranthaceae, Asteraceae, Plantaginaceae, Solanaceae) and here I additionally compared between non-native and native plant species. Seeds were transplanted to regions with a distance of more than 600 kilometers and had either a temperate-oceanic or a temperate-continental climate. In this study, some species were found to be maladapted to their own local conditions, both in non-native and native plant species alike. In demethylated individuals of the plant species studied, DNA methylation had inconsistent but species-specific effects on survival and biomass production. The results of this study highlight that DNA methylation did not make a substantial contribution to local adaptation in the non-native as well as native species studied. In summary, my work showed that DNA methylation plays a negligible role in both adaptive trait variation along climatic gradients and local adaptation in non-native plant species that either exhibit a high degree of genetic variation or rely mainly on sexual reproduction with low clonal propagation. I was able to show that the adaptive success of these non-native plant species can hardly be explained by DNA methylation, but could be a possible consequence of multiple introductions, dispersal corridors and meta-population dynamics. Similarly, my results illustrate that the use of plant species that do not predominantly reproduce clonally and are not model plants is essential to characterize the effect size of epigenetic mechanisms in an ecological-evolutionary context. Understanding the dynamics of institutional change therefore requires an examination of the interplay of changes in formal institutional rules and how organizations respond to these changes by strategic attempts to promote or hinder further change in institutions. The macro-level political story of institutional change shows a number of paradoxes resulting in unexpected and often incomplete forms of market liberalization shaped by continued support for some core features of Germany's social market economy. The resulting erosion of Germany's co-ordinated model of economic organization through networks and business associations has gone hand-in-hand with the attempts to preserve these institutions for core workers and sectors of the economy in the face of changing environments. The result is a more varied institutional landscape characterized by international diffusion of liberal policies and the politics of their variable re-embedding within a long-term path of institutional continuity. This 2016 version of the national seismic hazard assessment for Germany is based on a comprehensive involvement of all accessible uncertainties in models and parameters and includes the provision of a rational framework for integrating ranges of epistemic uncertainties and aleatory variabilities in a comprehensive and transparent way. The developed seismic hazard model incorporates significant improvements over previous versions. It is based on updated and extended databases, it includes robust methods to evolve sets of models representing epistemic uncertainties, and a selection of the latest generation of ground motion prediction equations. The new earthquake model is presented here, which consists of a logic tree with 4040 end branches and essential innovations employed for a realistic approach. The output specifications were designed according to the user oriented needs as suggested by two review teams supervising the entire project. Seismic load parameters, for rock conditions of nu(S30) = 800 m/s, are calculated for three hazard levels (10, 5 and 2% probability of occurrence or exceedance within 50 years) and delivered in the form of uniform hazard spectra, within the spectral period range 0.02-3 s, and seismic hazard maps for peak ground acceleration, spectral response accelerations and for macroseismic intensities. Results are supplied as the mean, the median and the 84th percentile. A broad analysis of resulting uncertainties of calculated seismic load parameters is included. The stability of the hazard maps with respect to previous versions and the cross-border comparison is emphasized. This article explores the origins of the change in attitude towards nuclear energy and argues that seven years before the Chernobyl disaster, the accident at the U.S. power plant Three Mile Island near Harrisburg, Pennsylvania, in 1979, had a profound impact which nowadays seems to be largely forgotten in Europe. The article identifies the structural causes underlying the transnational reception of the Three Mile Island accident and explores international reactions, particularly in the Federal Republic of Germany. The accident near Harrisburg led to a loss of public confidence and created unease about nuclear expansion in many industrialized nations. Reactions to the accident can be understood as an attempt to tame nuclear energy both technically, by increasing safety measures and abandoning plans for new nuclear power stations, and politically, with a more critical appraisal of nuclear energy and with semantics that encouraged a long-term withdrawal from nuclear power. Critics were now also accepted as experts. Nuclear policy in all countries became closely dependent on public opinion, indicating a high level of political responsiveness. In a preliminary re-mark, I will reflect on some recent developments in Germany, where nativist protest campaigns against immigration took place in the streets when voters were turning towards the populist radical right party Alternative für Deutschland (AfD). In the first section, I will outline an older tradition of anti-immigration protest in nineteenth and early twentieth century Germany, which is closely connected to modern antisemitism. In sections two and three, I will retrace how, from the late 1960s onward, the far right in the Federal Republic of Germany (FRG) discovered concerns about immigra-tion in the German population, addressed them in protest campaigns and developed narratives to integrate such sentiments into a broader right-wing extremist ideology, itself deeply rooted in antisemitism. Studying nativism and the radical right from an actor-oriented perspective, I will focus on traditionalist movements, including the Nationaldemokratische Partei Deutschlands (NPD) and neo-Nazi groups. N2 - Within a short time span Germany evolved into a significant actor in space security affairs. On December 1, 2010 the German Government introduced the German National Space Strategy. The strategic importance of space for German security policy has been mentioned repeatedly. However, a verifiable substantiation that is based on facts is missing so far. Until today there exists a certain gap of academic attempting to analyze German space security policy as a strategic aspect of German security policy. The political scientist, Cornelius Vogt, analyzes the strategic aspects of German space policy. His comprehensive study examines the strategic environment, the German national interests, the security policy benefit of space, and the most important fields of application. The study shows that space has become an indispensable element of German whole-of-government security preparedness. While addressing quite a few particulars of the Berlin-Brandenburg area, the novel writes itself willingly into the globally popular, yet controversial realm of African inflected cosmopolitanism. In this essay, I will argue that the author uses the label strategically to negotiate the global and the local – or worldliness and cultural specificity – with the aim to increase the visibility of queer of Color critique in Germany. SchwarzRund’s approach may seem contradictory at first: Even though she could have called her novel queer, neuro-diverse, diasporic or Black, she chose Afropolitan. While she wrote an outspokenly political novel, she labeled it with a term often critically denounced as apolitical. Using Afropolitanism, she seems to aim at a rather mainstream audience, but at the same time, she published with a small, activist publishing house. While attempting to tap into the transnational cultural and literary capital of Afropolitanism, the language of the book is German and restricts it to the German-speaking parts of the world. This essay will explore the Afropolitanism depicted in Biskaya and elaborate on the strategic choice of label. I will offer one possible interpretation of the characters and settings which illustrate SchwarzRund’s vision and version of Afropolitanism. In my analyses, I am interested in political questions around the characters’ identities and the setting. The Black protagonists of the novel, Tue and Dwayne, live in Berlin, but grew up on the fictional island Biskaya. This island is located somewhere close to the European mainland and part of the continent; it had an entirely Black population until a destructive event forced many to move to the mainland. The protagonists, now living in a mainly white society, are depicted in a state of interrogation of their own sense of self, measuring oppressive societal norms against other possible ways of interaction. The novel shows how people are deemed strange and not fitting into a network of unspoken rules because of racialized bodies, sexual preferences and#shor lifestyle choices. However, SchwarzRund counters those structures of inequality with her characters’ playful ways to deal with queerness, femininity and blackness subverting imposed norms. The novel challenges imperatives of subordination, creates new visions and inscribes Black Germans as political subjects. N2 - Since the fifties and the early hours of the space age, France and Germany have contributed to the emergence of a European space industry in which they both are the main actors and the main partners. The European Space Agency, relying on this dual industry, both civilian and military, enabled Europe to reach a world competitive position. The creation of competitiveness clusters at the turn of the 21st century helped to support innovation in a sector challenged by the entry of new international players. These clusters have established themselves in this specific sector by creating organizations where private and public actors coexist and collaborate, ranging from research to the implementation of the technologies developed. The multiplicity of innovation support policies in France and Germany is now complemented by the European objectives defined by the European Commission. The competitiveness clusters are not identified as privileged instruments neither by the European space policy nor by the Franco-German cooperation projects of the last years. The limited action range of these organizations is not adapted to the European economic issues that prevail today and does not allow them to integrate effectively into the modern space industry. Individuals living in single-parent households were particularly at risk, revealing detrimental labour market outcomes and assessments of future perspectives marked by worries. As it has not been investigated yet, in this paper we study, how their perception about the future and their outlook on how the pandemic will affect them is related to their objective economic resources. Against this background, we examine the subjective risk perception of worsening living standards of individuals living in single-parent households compared to other household types, their objective economic situation based on the logarithmised equivalised disposable household incomes and analyse the relationship between those indicators. Using the German SOEP, including the SOEP-CoV survey from 2020, our findings based on regression modelling reveal that individuals living in single-parent households have been worse off during the pandemic, facing high economic insecurity. Path and interaction models support our assumption that the association between those indicators may not be that straightforward, as there are underlying mechanisms–such as mediation and moderation–of income affecting its direction and strength. With respect to our central hypotheses, our empirical findings point toward (1) a mediation effect, by demonstrating that the subjective risk perception of single-parent households can be partly explained by economic conditions. (2) The moderating effect suggests that the concrete position at the income distribution of households matters as well. While at the lower end of the income distribution, single-parent households reveal particularly worse risk perceptions during the pandemic, at the high end of the income spectrum, risk perceptions are similar for all household types. Thus, individuals living in single-parent households do not perceive higher risks of worsening living standards due to their household situation per se, but rather because they are worse off in terms of their economic situation compared to individuals living in other household types.
