N2  - German foreign policy is in the midst of a far-reaching transformation. Contrary to disciplinary expectations, this process is neither properly captured by descriptions in the liberal tradition („Europeanisation“, „Civilian Power“) nor by Realist expectations that Germany is doomed to „remilitarise“ and/or „renationalise“. However, the key term of foreign policy discourse, „normalisation“, is an unmistakable code, signalling a rediscovery of traditional Realpolitik practices which fit Germany’s current environment. The paper argues that rather than merely playing the role of an obedient disciple of Realpolitik socialisers, Germany ought to rehabilitate the foreign policy tradition of the Bonn Republic in support of an active Idealpolitik transformation of its environment. The article serves as a starting point for a debate on German foreign policy in the upcoming issues of WeltTrends.

N2  - In this paper, we discuss the design and implementation of our first version of the database "ANNIS" ("ANNotation of Information Structure"). For research based on empirical data, ANNIS provides a uniform environment for storing this data together with its linguistic annotations. A central database promotes standardized annotation, which facilitates interpretation and comparison of the data. ANNIS is used through a standard web browser and offers tier-based visualization of data and annotations, as well as search facilities that allow for cross-level and cross-sentential queries. The paper motivates the design of the system, characterizes its user interface, and provides an initial technical evaluation of ANNIS with respect to data size and query processing.

N2  - How do children determine the syntactic category of novel words? In this article we present the results of 2 experiments that investigated whether German children between 12 and 16 months of age can use distributional knowledge that determiners precede nouns and subject pronouns precede verbs to syntactically categorize adjacent novel words. Evidence from the head-turn preference paradigm shows that, although 12- to 13-month-olds cannot do this, 14- to 16-month-olds are able to use a determiner to categorize a following novel word as a noun. In contrast, no categorization effect was found for a novel word following a subject pronoun. To understand this difference we analyzed adult child-directed speech. This analysis showed that there are in fact stronger co-occurrence relations between determiners and nouns than between subject pronouns and verbs. Thus, in German determiners may be more reliable cues to the syntactic category of an adjacent novel word than are subject pronouns. We propose that the capacity to syntactically categorize novel words, demonstrated here for the first time in children this young, mediates between the recognition of the specific morphosyntactic frame in which a novel word appears and the word-to-world mapping that is needed to build up a semantic representation for the novel word.

We develop here a corresponding calculus, and we construct inverses of elliptic elements.

Although the mixed problems are subject to a non-coercive boundary condition on ∂D\Γ in general, each of them is uniquely solvable in an appropriate Hilbert space DT and the corresponding family {uε} of solutions approximates the solution of the Cauchy problem in DT whenever the solution exists. We also prove that the existence of a solution to the Cauchy problem in DT is equivalent to the boundedness of the family {uε}. We thus derive a solvability condition for the Cauchy problem and an effective method of constructing its solution. Examples for Dirac operators in the Euclidean space Rn are considered. In the latter case we obtain a family of mixed boundary problems for the Helmholtz equation.

We apply this idea to the case of boundary value problems. We establish a correspondence between standard ellipticity and ellipticity with respect to the principal symbolic hierarchy of the edge algebra of boundary value problems, where an embedded submanifold on the boundary plays the role of an edge. We first consider the case that the weight is equal to the smoothness and calculate the dimensions of kernels and cokernels of the associated principal edge symbols. Then we pass to elliptic edge operators for arbitrary weights and construct the additional edge conditions by applying relative index results for conormal symbols.

N2  - The ellipticity of operators on a manifold with edge is defined as the bijectivity of the components of a principal symbolic hierarchy σ = (σψ, σ∧), where the second component takes value in operators on the infinite model cone of the local wedges. In general understanding of edge problems there are two basic aspects: Quantisation of edge-degenerate operators in weighted Sobolev spaces, and verifying the elliptcity of the principal edge symbol σ∧ which includes the (in general not explicitly known) number of additional conditions on the edge of trace and potential type. We focus here on these queations and give explicit answers for a wide class of elliptic operators that are connected with the ellipticity of edge boundary value problems and reductions to the boundary. In particular, we study the edge quantisation and ellipticity for Dirichlet-Neumann operators with respect to interfaces of some codimension on a boundary. We show analogues of the Agranovich-Dynin formula for edge boundary value problems, and we establish relations of elliptic operators for different weights, via the spectral flow of the underlying conormal symbols.

Die Vielsprachigkeit und Multidisziplinarität der Humboldt-Forschung am Beginn des 21. Jahrhunderts ist beeindruckend und anläßlich des 200. Jahrestages des Beginns seiner amerikanischen Forschungsreise in aller Deutlichkeit ins Bewußtsein getreten. Dies erfordert neue Anstrengungen, eine für alle Disziplinen und Arbeitsgebiete offene wissenschaftliche Plattform der Alexander von Humboldt gewidmeten Studien zu schaffen. Das Projekt »Alexander von Humboldt im Netz« bietet den notwendigen Rahmen für eine derartige Plattform, die wissenschaftliche Zeitschrift »HiN« soll nun dem internationalen und interdisziplinären Austausch im wissenschaftlichen Bereich wesentliche neue Impulse geben. Für ein Netzwerk, wie es das Humboldtsche Œuvre darstellt, bietet das Medium des Internet eine ausgezeichnete Grundlage, um eine internationale Vernetzung der wissenschaftlichen Beschäftigung mit Alexander von Humboldt voranzutreiben. HiN versteht sich als eine transdisziplinär ausgerichtete internationale Zeitschrift im Internet. HiN ist ein halbjährlich erscheinendes wissenschaftliches Periodikum im Netz, das den Austausch innerhalb der Humboldt-Forschung ausbauen will. HiN stellt neue Forschungen über Alexander von Humboldt vor mit dem Ziel, unterschiedliche wissenschaftliche Disziplinen, Forschungstraditionen und Sprachen im Bereich der Humboldt-Forschung zusammenzuführen. Mit HiN wollen wir einen Beitrag zur Vertiefung und Internationalisierung der Forschung über Alexander von Humboldt leisten und zugleich jene Vermittlung an eine breitere interessierte Öffentlichkeit verwirklichen, die für den Autor des Kosmos stets eine ethische Grundforderung war.

Solch eine Beschreibung war durch zwei Begriffe charakterisiert, durch Kraft und Freiheit. Der Aufsatz beschäftigt sich mit Humboldts Konzeption seines Werkes, mit seinem von Plinius dem Älteren übernommenen Naturbegriff. Immer wieder nannte Humboldt sein berühmtes Vorbild Laplace, dessen methodologische Prinzipien mit seinen eigenen Überzeugungen übereinstimmten. Der Aufsatz zeigt, dass und wie Humboldt von Herder beeinflusst war, ohne dass er Goethes Freund beim Namen nannte, und erklärt Kants Rolle in diesem Kontext. Die letzten Ziele der Humboldtschen Konzeption von Naturwissenschaft waren die Naturgesetze, die die Naturphänomene miteinander verknüpfen. Schließlich wird Humboldts Hochachtung für die Mathematik analysiert.
N2  - Humboldt’s „Kosmos“ or „physical world description“ aimed at the same time at the outer and at the inner world. Corresponding to Horace’s famous dictum it was meant to be useful and to delight. Such a description was characterized by two notions, that is by force and by liberty. The paper deals with Humboldt’s conception of his work, with his notion of nature, taken from the elder Pliny. Again and again Humboldt named his famous model namely Laplace whose methodological principles coincided with his own convictions. The paper demonstrates that and how Humboldt was influenced by Herder without mentioning Goethe’s friend and explains Kant’s role in this context. The final aims of Humboldt’s conception of natural science were the laws of nature which connected natural phenomena with each other. Finally Humboldt’s high respect for mathematics is analysed.

N2  - My essay attends to a number of passages in Alexander von Humboldt’s Personal Narrative in which the Prussian explorer expresses anxiety about the apparent dangers posed by the overwhelmingly productive tropical landscapes he observes. In these passages, the excesses of an “exotic nature” threaten European identity and modes of civilization—and they trouble the accuracy of Humboldt’s own observational project. I also explore Humboldt’s related worry that South American vegetable (and visual) overload will exert a destabilizing effect on his aesthetic sensibility, disrupting his ability to represent the “New Continent” accurately in writing. Finally, I sketch the influence of Humboldt’s representations of tropical excess on nineteenth-century British cultural thought and literary practice. Studying the instabilities experienced by Personal Narrative’s expatriates and colonists promises to draw out important tensions latent in Humboldt’s treatment of tropical landscape and to illuminate broader epistemological and aesthetic shifts being worked out during the period.
