However, it is vulnerable to natural hazards since damage and disturbances appear recurrently. Risk management of transport infrastructure is a complex task that usually involves various stakeholders from the public and private sector. Related scientific knowledge, however, is limited so far. Therefore, this paper presents detailed information on the risk management of the Austrian railway operator gathered through literature studies, in interviews, meetings and workshops. The findings reveal three decision making levels of risk reduction: 1) a superordinate level for the negotiation of frameworks and guidelines, 2) a regional to local level for the planning and implementation of structural measures and 3) a regional to local level for non-structural risk reduction measures and emergency management. On each of these levels, multi-sectoral partnerships exist that aim at reducing the risk to railway infrastructure. Chosen partnerships are evaluated applying the Capital Approach Framework and some collaborations are analyzed considering the flood and landslide events in June 2013. The evaluation reveals that the risk management of the railway operator and its partners has been successful, but there is still potential for enhancement. Difficulties are seen for instance in obtaining continuity of employees and organizational structures which can affect personal contacts and mutual trust and might hamper sharing data and experiences. Altogether, the case reveals the importance of multi-sectoral partnerships that are seen as a crucial element of risk management in the Sendai Framework for Disaster Risk Reduction 2015-2030. But the period between 1938 and 1945 remained a point of contention. While some Austrian officers had been sidelined, the majority had served in the Wehrmacht and thus shared experiences and soldierly values. As Cold War realities necessitated a professional experienced army, a group around Erwin Fussenegger (1908–1986) dominated the new Bundesheer and contemplations about reforming the military culture and value system were postponed; while at the same time, the Bundesheer managed to prevent becoming a mere continuation of the Wehrmacht. JF - Current Sociology N2 - The gendered division of occupations is a persistent characteristic of the Austrian labour market. Furthermore, we can observe more flexible employment biographies, where sequential employment episodes and occupational transitions become an important part. On this account, the article argues that both gender inequalities and labour market movements need to be examined simultaneously. The authors therefore analyse gender-(un)typed horizontal occupational transitions and their influence on the vertical positioning, based on the Austrian Micro Census (2008–2018). The results reveal that gender-typed occupational transitions are regaining relevance and that the gender effect is reversing in that women increasingly leave gender-untyped occupations. The findings also demonstrate that this gender-typed horizontal movement yields a significant decline in occupational status for women, which even increases when women become mothers. Based on their models the authors find no negative effects for fathers. BT - successful job search of refugees in Austria JF - Journal of ethnic and migration studies N2 - Labour market entry poses enormous challenges for recently arrived refugees, ranging from language barriers, devaluation of human capital, unfamiliarity with customs of the job search process to outright discrimination. How can refugees overcome these challenges and quickly enter gainful employment? In this paper, we draw on interviews with 26 male and female refugees from Syria, Afghanistan, Iraq and Iran, conducted in 2017 and 2018, who came to Austria in 2015 and 2014 and who have successfully entered employment. We depict refugees’ own perspectives on and strategies for fast job entry and integration. Personal agency and a proactive approach of seeking and seizing opportunities are key for overcoming initial barriers and entering upon positive integration pathways. At the same time, refugees’ personal agency is essential for establishing social ties to the host society, which also play a crucial role in early labour market integration. Finally, institutions of the Austrian labour market (the ‘apprenticeship’-system) interact with refugees’ agency in most intricate ways, both setting up nearly insurmountable barriers but also providing specific opportunities for refugees. Financial solidarity within the European Union (EU) could mitigate some of these inequalities but depends upon the support of the citizens of individual member states for such policies. This paper studies attitudes of the Austrian population - a net-contributor to the European budget - towards financial solidarity using two waves of the Austrian Corona Panel Project collected in May and June 2020. We find that individuals (i) who are less likely to consider the Covid-19 pandemic as a national economic threat, (ii) who believe that Austria benefits from supporting other countries, and (iii) who prefer the crisis to be organized more centrally at EU-level show higher support for European financial solidarity. Using fixed effects models, we further show that perceiving economic threats and preferring central crisis management also explain attitude dynamics within individuals over time. We conclude that cost-benefit perceptions are important determinants for individual support of European financial solidarity during the Covid-19 pandemic.
