T1 - Clarifying spatial descriptions : local and global effects on semantic co-ordination N2 - A key problem for models of dialogue is to explain the mechanisms involved in generating and responding to clarification requests. We report a 'Maze task' experiment that investigates the effect of 'spoof' clarification requests on the development of semantic co-ordination. The results provide evidence of both local and global semantic co-ordination phenomena that are not captured by existing dialogue co-ordination models. N2 - How does a shared lexicon arise in population of agents with differing lexicons, and how can this shared lexicon be maintained over multiple generations? In order to get some insight into these questions we present an ALife model in which the lexicon dynamics of populations that possess and lack metacommunicative interaction (MCI) capabilities are compared. We ran a series of experiments on multi-generational populations whose initial state involved agents possessing distinct lexicons. These experiments reveal some clear differences in the lexicon dynamics of populations that acquire words solely by introspection contrasted with populations that learn using MCI or using a mixed strategy of introspection and MCI. The lexicon diverges at a faster rate for an introspective population, eventually collapsing to one single form which is associated with all meanings. This contrasts sharply with MCI capable populations in which a lexicon is maintained, where every meaning is associated with a unique word. We also investigated the effect of increasing the meaning space and showed that it speeds up the lexicon divergence for all populations irrespective of their acquisition method. If we deal with gestures, fixing their function is one big problem, the other one is how to integrate the representations originating from different channels and, ultimately, how to determine their composite meanings. The growing interest in multi-modal settings, computer simulations, human-machine interfaces and VRapplications increases the need for theories ofmultimodal structures and events. In our workshopcontribution we focus on the integration of multimodal contents and investigate different approaches dealing with this problem such as Johnston et al. Following Richardson and Dale (2005), cross recurrence quantification analysis (CRQA) was used to show that the tandem eye movements of two Swedish-speaking interlocutors are slightly more coupled when they are using fully anaphoric indefinite expressions than when they are using less anaphoric indefinites. This shows the potential of CRQA to detect even subtle processing differences in ongoing discourse. Some gestures convey largely the same information as speech while others complement speech. This paper reports a study on how speakers distribute meaning across speech and gesture, and depending on what factors. Utterance meaning and the wider dialog context were tested by statistically analyzing a corpus of direction-giving dialogs. Problems of speech production (as indicated by discourse markers and disfluencies), the communicative goals, and the information status were found to be influential, while feedback signals by the addressee do not have any influence. Recent work in SDRT (Asher, 2002, 2005) aims at the description of natural dialogue. We use this work to model situated communication, i.e. dialogue, in which sub-sentential utterances and gestures (pointing and grasping) are used as conventional modes of communication. We show that in addition to cognitive modelling in SDRT, capturing mental states and speech-act related goals, special postulates are needed to extract meaning out of contexts. Gestural meaning anchors Discourse Referents in contextually given domains. Both sorts of meaning are fused with the meaning of fragments to get at fully developed dialogue moves. This task accomplished, the standard SDRT machinery, tagged SDRSs, rhetorical relations, the up-date mechanism, and the Maximize Discourse Coherence constraint generate coherent structures. In sum, meanings from different verbal and non-verbal sources are assembled using extended SDRT to form coherent wholes. The laser is based on the quasi-three-level transition in Nd:YAG at 946 nm. The pulsed operation is either realized by an active Q-switch using an electro-optical device or by introduction of a Cr4+:YAG saturable absorber as passive Q-switch element. By extra-cavity second harmonic generation in different nonlinear crystal media we obtained blue light at 473 nm. Subsequent mixing of the fundamental and the second harmonic in a β-barium-borate crystal provided pulsed emission at 315 nm with up to 20 μJ maximum pulse energy and 17 ns pulse duration. Substitution of a nitrogen laser in a FIA diagnostics system by the DPSS laser succeeded in considerable improvement of the detection limit. Despite significantly lower pulse energies (7 μJ DPSS laser versus 150 μJ nitrogen laser), in preliminary investigations the limit of detection was reduced by a factor of three for a typical FIA. This development is tantamount to the dissolution of the monopoly on the legitimate use of force by the states. Thomas Risse elaborated on three main points of contention between the United States and Europe: the role of international law and multilateralism, democracy and human rights, and the strategy towards new security threats. Most of the scholars, contributing to the debate in this issue agree with Risse in that there is no alternative to the transatlantic partnership and offer possible paths towards its renewal. The debate will be continued with additional comments and a rebuttal by Thomas Risse in the next Winter issue. For this debate, Thomas Risse, Chair of International Relation at the Freie Universität Berlin, provides the initial input. Risse focuses on controversial issues inside of Europe, the outcome of which will be decisive for the future of the transatlantic relationship. Will the European consensus once constituted by the commitment to international law and multilateralism persist? What is the European position regarding democracy and human rights in the Middle East? Will Europe develop a strategy to cope with the new kind of threats posed by weapons of mass destruction in the hands of dictators or terrorists? Risse´s article has provoked a debate inside the German academic community, whose contributions will be published in the next issue of WeltTrends. On the one hand, there is "globalisation", on the other hand seems to be some sort of normative crisis of the welfare state’s moral foundations. The welfare state is said to curtail individual freedom and autonomy. This article rejects this assumption by exploring the philosophical and moral foundations of the welfare state, thereby demonstrating that it is essentially necessary for individual freedom and autonomy. Furthermore, it is shown that individual freedom is also the core principle of liberal democracy and that the welfare state is therefore an indispensable prerequisite for democracy itself. History shows that failure to respect minority rights can undermine stability within states and negatively affect relations between states, thus endangering international peace. While minority situations vary greatly and the ordinary democratic process may be adequate to respond to the needs and aspirations of minorities, experience also shows that special measures are often required to facilitate the effective participation of minorities in public life. The article analyzes the contribution of international law to this field. The author discusses German citizenship policy and its ideology, which creates ethnic boundaries in order to serve as a mechanism to defend limited access to German citizenship. The effects of the elevation of so-called ethnic groups through privileged immigration are explained with the example of ethnic German emigrants living in the former Soviet Union – the "Auslandsdeutschen" – and the process of their ethnic formation. The authors compare the Anglo-American debate with the Germanspeaking discussion in order to reveal similarities and differences. They identify three particular areas of research that characterize the German-speaking feminist debate in International Relations: (1) works evolving out of peace studies; (2) research on globalization and international economic institutions; (3) studies focusing on women’s movements together with most current works centering around international norms. They argue that feminist approaches to norms constitute a particularly promising research area which provides new "tools" to account for international, regional or domestic policy-change. Gender-sensitive research on norms also allows to address ethical questions that are vital for feminist understandings of science. Moreover, this new focus on norms enables bridge-building between feminism and the mainstream. The principle of prohibition of retroactive laws, fixed in the 1990 German Unification Treaty and in the Constitution, had been broken in the trials against the "Mauerschützen" (border guards) in German criminal courts since 1990. There is an artificially constructed past which does not correspond to the reality of the border regime before 1989. Besides scholars from Poland and Germany, wellknown politicians from all parties represented in the Bundestag deal with questions that arise from the brutal attacks of Islamic terrorism in the Western world. There is a wide consensus that conflicts in regions of crises such as the Middle East have to be solved first before peace can be established. More or less constructive suggestions were made concerning the role of Euro-Atlantic institutions. International efforts under the jurisdiction of the UN will have to be strengthened in order to install democratic structures in Afghanistan and elsewhere. Since then the federal minister for development cooperation – Heidemarie Wieczorek- Zeul – presented some interesting strategic papers under the label "aid as a global policy to overcome structural blockades to social progress and development". Special emphasis was put on the Program of Action for Poverty Reduction and on the strategy paper of a new Africa policy, but neither are concrete results yet in sight nor is an answer to the burning question of what to do with half of all African countries not having a long-term perspective for development at all (the "failing states" etc.). The article shows the great discrepancy between the impressive political rhetoric and the meager budget to cope with the many challenges of the poor developing countries in Africa. The new concept of the enlarged security intends to stabilize the structural conditions for social and economic development. In order to realize this aim, the article proposes a link between public expenditures on military measures for security and such on civil measures for structural security. Finally the article asks how development cooperation can influence the political attitudes of state and society in Africa in the direction of good governance and structural reforms. The West embraced the illusion to provide the Kosovo-Albanians with conditions for a substantial autonomy under the umbrella of an international protectorate. The Kosovo-Albanians considered the substantial autonomy as a milestone on their way to independence, while a new Yugoslav-Serbian administration counted on regaining sovereign rights in Kosovo. The escalation of the crisis provided a fresh impetus for new expectations regarding the national question. The claim to separate Kosovo from Yugoslavia had been strengthened. The Albanian role in this process remained ambiguous. Albania has to be considered as an actor and an object, and it perceives its national geopolitical and security interests as affected by the process in Kosovo. Tirana's political orientation is strongly moving towards the Euro-Atlantic community, yet hegemonic interests vis-à-vis Kosovo might play an important role besides Tirana's own limited political influence over the developments in Kosovo. The contributions deal with topics such as international and domestic security, the social and political causes of terrorism, international law, asylum policy, the classification of the attacks as crimes or acts of war, implications for international bodies such as NATO and the UN, and the effect of the attacks on the relationship between the U.S., Europe, Russia, and Asia, in particular Japan and China. The authors counsel strongly against scare mongering and short-term symbolic politics. Any attempt to deal with the complex problem of terrorism has to include long-term political and social policies aimed at the reduction of conflict and sources of political extremism in the Middle Eastern region. There is no reason for panic according to the authors but international politics after September 11th cannot go on like before. This article discusses the implementation of EU law in these countries, observing changing attitudes to law, legal behaviour and judicial law control. The author argues that the approximation of legislation in the CEE countries will be achieved much faster than the incorporation of these laws into social practice. Commonly referred to as the Eurosclerosis debate, prominent approaches consider insider-outsider relationships, search-models, and the influence of hiring and firing costs on equilibrium employment. The paper presents empirical evidence of each model and studies the relevance of the identified rigidities as a determinant of high unemployment in Europe. This can solve the dispute about the social rate of discount within public cost-benefit analysis witch was generated on a criterion looking similar to the capital value formula, known as Lind’s approach. The social rate of discount is liberated from opportunity costs considerations and the discounting away of the effects for future welfare vanishes. The corresponding question whether one should accept a positive value of the pure rate of social time preference is an old issue. Its current state between the prescriptive and descriptive view can also be interpreted as a consequence of the oversimplification of standard cost– benefit analysis. But apart from an economic self-process the pure rate of social time preference is also defined as a business-as-usual value of social distance discounting. Hence, a political choice has to be made about this rate which is free in principal. The main result is the classification of social choice situations which include three types of social choice problems. First, we usually observe the common incompleteness of the Pareto relation. Second, a kind of non-compactness problem of a choice set of social states can be generated. Finally, both can be combined. The first problem root can be regarded as natural everyday dilemma of social choice theory whereas the second may probably be much more due to modeling technique implications. The distinction is enabled at a very general set theoretical level. Hence, the derived classification of social choice situations is applicable on almost every relevant economic model. JF - Interdisciplinary studies on information structure : ISIS ; working papers of the SFB 632 N2 - The paper presents work in progress on the interaction between information structure and word order in Old High German based on data from the Tatian translation (9th century). The examination of the position of the finite verb in correspondence with the pragmatic status of discourse referents reveals an overall tendency for verb-initial order in thetic/all-focus sentences, whereas in categorical/topic-comment sentences verb-second placement with an initial topic constituent is preferred. This conclusion provides support for the hypothesis stated in Donhauser & Hinterhölzl (2003) that the finite verb form in Early Germanic serves to distinguish the information-structural domains of Topic and Focus. Finally, the investigation sheds light on the process of language change that led to the overall spread of verb-second in main clauses of modern German. Based on new empirical evidence from five Gur and Kwa languages, we claim that these focus expressions have to be analysed as biclausal constructions even though they do not represent clefts containing restrictive relative clauses. First, we relativize the partly overgeneralized assumptions about structural correspondences between the out-of-focus part and relative clauses, and second, we show that our data do in fact support the hypothesis of a clause coordinating pattern as present in clause sequences in narration. It is argued that we deal with a non-accidental, systematic feature and that grammaticalization may conceal such basic narrative structures. The emphasis of the first part is on general considerations for the handling of heterogeneous data sets: After showing that diversity in transcription data is partly conceptually and partly technologically motivated, it is argued that the processing of transcription corpora should be approached via a three-level architecture which separates form (application) and content (data) on the one hand, and logical and physical data structures on the other hand. Such an architecture does not only pave the way for modern text-technological approaches to linguistic data processing, it can also help to decide where and how a standardization in the work with heterogeneous data is possible and desirable and where it would run counter to the needs of the research community. It is further argued that, in order to ensure user acceptance, new solutions developed in this approach must take care not to abandon established concepts too quickly. The focus of the second part is on some practical experiences with users and technologies gained in the four years’ project work. Concerning the practical development work, the value of open standards like XML and Unicode is emphasized and some limitations of the “platform-independent” JAVA technology are indicated. With respect to users of the EXMARaLDA system, a predominantly conservative attitude towards technological innovations in transcription corpus work can be stated: individual users tend to stick to known functionalities and are reluctant to adopt themselves to the new possibilities. Furthermore, an active commitment to cooperative corpus work still seems to be the exception rather than the rule. It is concluded that technological innovations can contribute their share to a progress in the work with heterogeneous linguistic data, but that they will have to be supplemented, in the long run, with an adequate methodological reflection and the creation of an appropriate infrastructure. Following Herburger [2000] and von Fintel [1994], we assume that determiner quantifiers quantify over individuals and adverbial quantifiers over eventualities. While it is usually assumed that the semantics of sentences with determiner quantifiers and those with adverbial quantifiers basically come out the same, we will show by way of new data that quantification over events is more restricted than quantification over individuals. This is because eventualities in contrast to individuals have to be located in time which is done using contextual information according to a pragmatic resolution strategy. If the contextual information and the tense information given in the respective sentence contradict each other, the sentence is uninterpretable. We conclude that this is the reason why in these cases adverbial quantification, i.e. quantification over eventualities, is impossible whereas quantification over individuals is fine. Statistical analysis of large datasets shows that half of all conflicts remained without any interference from the hegemonial powers at all - both on global scale and in the subregion. In all other cases however, hegemons (especially super-powers in the role of patrons) tended more often to act as (power-) mediators when their client-state was engaged in conflict with a client of the opposing superpower in Oriens Islamicus than they did on global scale. They did this in their own interest in order to avoid direct involvement, i.e. possible danger of a nuclear escalation. In contrast to conventional mediation theory they were more effective in conflict de-escalation than other mediators, especially in conflicts between Israel and its Arab neighbours. The end of bipolarity in the international system also brought this mechanism of de-escalation to an end. It leaves the hegemon(s) as a potentially powerful third party on the one hand, but on the other their inclination to become involved in regional conflict remains rather diminished as long as the basic national interests in the area are not at stake. The control of the permeability of these layers is particularly important as there are potential drug delivery applications. Multilayered polyelectrolyte microcapsules are also of great interest due to their possible use as microcontainers. This work will present two methods that can be used as employable drug delivery systems, both of which can encapsulate an active molecule and tune the release properties of the active species. Poly-(N-isopropyl acrylamide), (PNIPAM) is known to be a thermo-sensitive polymer that has a Lower Critical Solution Temperature (LCST) around 32oC; above this temperature PNIPAM is insoluble in water and collapses. It is also known that with the addition of salt, the LCST decreases. This work shows Differential Scanning Calorimetry (DSC) and Confocal Laser Scanning Microscopy (CLSM) evidence that the LCST of the PNIPAM can be tuned with salt type and concentration. Microcapsules were used to encapsulate this thermo-sensitive polymer, resulting in a reversible and tunable stimuli- responsive system. The encapsulation of the PNIPAM inside of the capsule was proven with Raman spectroscopy, DSC (bulk LCST measurements), AFM (thickness change), SEM (morphology change) and CLSM (in situ LCST measurement inside of the capsules). The exploitation of the capsules as a microcontainer is advantageous not only because of the protection the capsules give to the active molecules, but also because it facilitates easier transport. The second system investigated demonstrates the ability to reduce the permeability of polyelectrolyte multilayer films by the addition of charged wax particles. The incorporation of this hydrophobic coating leads to a reduced water sensitivity particularly after heating, which melts the wax, forming a barrier layer. This conclusion was proven with Neutron Reflectivity by showing the decreased presence of D2O in planar polyelectrolyte films after annealing creating a barrier layer. The permeability of capsules could also be decreased by the addition of a wax layer. This was proved by the increase in recovery time measured by Florescence Recovery After Photobleaching, (FRAP) measurements. In general two advanced methods, potentially suitable for drug delivery systems, have been proposed. In both cases, if biocompatible elements are used to fabricate the capsule wall, these systems provide a stable method of encapsulating active molecules. Stable encapsulation coupled with the ability to tune the wall thickness gives the ability to control the release profile of the molecule of interest. Firstly, it is expected that they emit a large amount of energy as gravitational waves, which could be measured by new detectors. The form of those waves is expected to carry information about the internal structure of such systems. Secondly, collisions of such objects are the prime suspects of short gamma ray bursts. The exact mechanism for the energy emission is unknown so far. In the past, Newtonian theory of gravitation and modifications to it were often used for numerical simulations of collisions of mixed binary systems. However, near to such objects, the gravitational forces are so strong, that the use of General Relativity is necessary for accurate predictions. There are a lot of problems in general relativistic simulations. However, systems of two neutron stars and systems of two black holes have been studies extensively in the past and a lot of those problems have been solved. One of the remaining problems so far has been the use of hydrodynamic on excision boundaries. Inside excision regions, no evolution is carried out. Such regions are often used inside black holes to circumvent instabilities of the numerical methods near the singularity. Methods to handle hydrodynamics at such boundaries have been described and tests are shown in this work. One important test and the first application of those methods has been the simulation of a collapsing neutron star to a black hole. The success of these simulations and in particular the performance of the excision methods was an important step towards simulations of mixed binaries. Initial data are necessary for every numerical simulation. However, the creation of such initial data for general relativistic situations is in general very complicated. In this work it is shown how to obtain initial data for mixed binary systems using an already existing method for initial data of two black holes. These initial data have been used for evolutions of such systems and problems encountered are discussed in this work. One of the problems are instabilities due to different methods, which could be solved by dissipation of appropriate strength. Another problem is the expected drift of the black hole towards the neutron star. It is shown, that this can be solved by using special gauge conditions, which prevent the black hole from moving on the computational grid. The methods and simulations shown in this work are only the starting step for a much more detailed study of mixed binary system. Better methods, models and simulations with higher resolution and even better gauge conditions will be focus of future work. It is expected that such detailed studies can give information about the emitted gravitational waves, which is important in view of the newly built gravitational wave detectors. In addition, these simulations could give insight into the processes responsible for short gamma ray bursts. N2 - Nicotine has consistently been shown to improve performance on a range of attentional tasks. In spatial cueing (Posner-type) paradigms, where a cue indicates the likely location of a subsequent target stimulus, nicotine influences the ability to react to invalidly cued targets across different species and ways of administration. Previous research suggested that the cholinergic effect is due to a facilitated disengagemant of attention from the cued location. In five studies with nonsmoking subjects, three candidate mechanisms of nicotinic action were examined. Experiment 1 and experiment 2 investigated whether nicotine modulates attentional processes of sensory gain control. In a Posner-paradigm event-related potentials (ERP) were measured and the effect of nicotine on the attention-related components P1 and N1 was assessed. Behaviorally, nicotine reduced the costs of invalid cueing when cues were endogenous, but not with exogenous cues. Electrophysiologically, the P1 and N1 components were not affected by nicotine. These data provide therefore no support for the notion of a nicotine-modulated attentional suppression. In experiment 3 and 4 the effect of nicotine on involuntary distracting attention shifts was investigated. In experiment 3 ERPs were measured in a spatial sustained attention paradigm, where rare changes in a target stimulus attribute were used as distractors. The effect of nicotine on the distraction-associated P3a component was assessed. In experiment 4 the effect of nicotine on the reaction time costs of additional distracting stimuli was studied in a Posner paradigm. In both studies nicotine did not show an effect on distractions, neither in the reaction time costs nor in the parameters of the P3a component. Experiment 4 also investigated whether nicotine has an effect on the disengagement of attention by varying the difficulty of disengaging one's focus from the cued location. Again, nicotine did not show an effect. However, experiment 3 and 4 also neither replicated the commonly reported general nicotinic reduction of reaction times nor the differential reduction of the costs of invalid cueing. Therefore, regarding the effect of nicotine on distraction and on the disengagement of attention the data remain inconclusive. However, these data suggest that there are conditions and mechanisms moderating nicotinic action, that are still unknown. Accordingly, experiment 5 made the attempt to determine such conditions. Response frequency and temporal characteristics of attention orientation were varied. In individuals, who evidently had shifted their attention, nicotine reduced the validity effect under uneventful conditions, when attention was not to be shifted in each trial. This might suggest that nicotine facilitates the top-down allocation of attentional resources in vigilance-demanding situations. Alongside the availability of genome sequences the exploration of organisms utilizing such approach should give rise to a more comprehensive understanding of complex systems. Domestication and intensive breeding of crop plants has led to a parallel narrowing of their genetic basis. The potential to improve crops by conventional breeding using elite cultivars is therefore rather limited and molecular technologies, such as marker assisted selection (MAS) are currently being exploited to re-introduce allelic variance from wild species. Molecular breeding strategies have mostly focused on the introduction of yield or resistance related traits to date. However given that medical research has highlighted the importance of crop compositional quality in the human diet this research field is rapidly becoming more important. Chemical composition of biological tissues can be efficiently assessed by metabolite profiling techniques, which allow the multivariate detection of metabolites of a given biological sample. Here, a GC/MS metabolite profiling approach has been applied to investigate natural variation of tomatoes with respect to the chemical composition of their fruits. The establishment of a mass spectral and retention index (MSRI) library was a prerequisite for this work in order to establish a framework for the identification of metabolites from a complex mixture. As mass spectral and retention index information is highly important for the metabolomics community this library was made publicly available. Metabolite profiling of tomato wild species revealed large differences in the chemical composition, especially of amino and organic acids, as well as on the sugar composition and secondary metabolites. Intriguingly, the analysis of a set of S. pennellii introgression lines (IL) identified 889 quantitative trait loci of compositional quality and 326 yield-associated traits. These traits are characterized by increases/decreases not only of single metabolites but also of entire metabolic pathways, thus highlighting the potential of this approach in uncovering novel aspects of metabolic regulation. Finally the biosynthetic pathway of the phenylalanine-derived fruit volatiles phenylethanol and phenylacetaldehyde was elucidated via a combination of metabolic profiling of natural variation, stable isotope tracer experiments and reverse genetic experimentation.
