The symbol structure is responsible or ellipicity and for the nature of parametrices within an algebra of "edge-degenerate" pseudo-differential operators. The edge symbol component of that hierarchy takes values in boundary value problems on an infinite model cone, with edge variables and covariables as parameters. Edge symbols play a crucial role in this theory, in particular, the contribution with holomorphic operatot-valued Mellin symbols. We establish a calculus in s framework of "twisted homogenity" that refers to strongly continuous groups of isomorphisms on weighted cone Sobolev spaces. We then derive an equivalent representation with a particularly transparent composition behaviour.

N2  - Der vorliegende Sammelband gibt Ergebnisse einer internationalen wissenschaftlichen Tagung des Instituts für Pädagogik der Universität Potsdam im September 2000 wieder, die Bestandteil einer nun schon mehrjährigen Kooperation zwischen Wissenschaftlern aus lehrerbildenden Hochschulen in Belarus', Polen, Russland und der Tschechischen Republik sowie der Universität Potsdam ist. Diese gemeinsame Arbeit zur Begleitung der in den beteiligten Ländern verlaufenden Reformprozesse im Bildungswesen wird durch die finanzielle Förderung durch den Deutschen Akademischen Auslandsdienst (DAAD) möglich. Diesjähriger Schwerpunkt der Analysen und Diskussionen auf der Tagung war das Erziehungskonzept der reformierten Schule in den beteiligten Ländern, wobei insbesondere Ziele und Methoden schulischer Erziehung sowie ihr Verhältnis zur Erziehung durch die Eltern erörtert wurden. In einem Tagungsresümee werden grundlegende Ergebnisse der Analyse und der inhaltsreichen, teilweise auch kontroversen Diskussion zusammengefasst. Eingangs wird gewissermaßen auch Bilanz gezogen, wie die Bildungsreform im jeweiligen Land im vergangenen Jahr vorankam. In 12 Einzelbeiträgen wird ein facettenreiches Bild der Problemlage und der Lösungsansätze in den beteiligten Länder gezeichnet, wobei sowohl Gesamtkonzepte der schulischen Erziehung wie auch Einzelprobleme behandelt werden. Es werden theoretische Grundkonzepte zur Erziehung analysiert. In zwei Beiträgen werden Erwartungen und Wertungen der Eltern gegenüber schulischer Erziehung beleuchtet. Durchgängig werden Anforderungen an den Lehrer erörtert, um neuen Aufgaben und Wegen schulischer Erziehung gerecht werden zu können.

N2  - Two years after the end of the "hot war" in Kosovo, the situation on the Balkans remains extremely tense. The West embraced the illusion to provide the Kosovo-Albanians with conditions for a substantial autonomy under the umbrella of an international protectorate. The Kosovo-Albanians considered the substantial autonomy as a milestone on their way to independence, while a new Yugoslav-Serbian administration counted on regaining sovereign rights in Kosovo. The escalation of the crisis provided a fresh impetus for new expectations regarding the national question. The claim to separate Kosovo from Yugoslavia had been strengthened. The Albanian role in this process remained ambiguous. Albania has to be considered as an actor and an object, and it perceives its national geopolitical and security interests as affected by the process in Kosovo. Tirana's political orientation is strongly moving towards the Euro-Atlantic community, yet hegemonic interests vis-à-vis Kosovo might play an important role besides Tirana's own limited political influence over the developments in Kosovo.

N2  - With the new government, coming to power in 1998, a new emphasis on development cooperation as part of a global strategy for structural change was launched. Since then the federal minister for development cooperation – Heidemarie Wieczorek- Zeul – presented some interesting strategic papers under the label "aid as a global policy to overcome structural blockades to social progress and development". Special emphasis was put on the Program of Action for Poverty Reduction and on the strategy paper of a new Africa policy, but neither are concrete results yet in sight nor is an answer to the burning question of what to do with half of all African countries not having a long-term perspective for development at all (the "failing states" etc.). The article shows the great discrepancy between the impressive political rhetoric and the meager budget to cope with the many challenges of the poor developing countries in Africa. The new concept of the enlarged security intends to stabilize the structural conditions for social and economic development. In order to realize this aim, the article proposes a link between public expenditures on military measures for security and such on civil measures for structural security. Finally the article asks how development cooperation can influence the political attitudes of state and society in Africa in the direction of good governance and structural reforms.

International efforts under the jurisdiction of the UN will have to be strengthened in order to install democratic structures in Afghanistan and elsewhere. Most of the opinions, ideas and impressions represented here have in common that they give an outlook of what will keep the daily political life busy for the next few years.

N2  - Since 1990, ten Central and Eastern European (CEE) candidate countries have become contractually linked to the EU by Europe Agreements in the context of a prudently managed political process of pre-accession preparation and accession negotiations. This article discusses the implementation of EU law in these countries, observing changing attitudes to law, legal behaviour and judicial law control. The author argues that the approximation of legislation in the CEE countries will be achieved much faster than the incorporation of these laws into social practice. Thus, a gap between the formal fulfilment of accession requirements and the application of new EC laws will emerge. The consequences for the enlarged European Community could either be a considerably delayed "pulling up" or a dangerous "pulling down" scenario.

The contributions deal with topics such as international and domestic security, the social and political causes of terrorism, international law, asylum policy, the classification of the attacks as crimes or acts of war, implications for international bodies such as NATO and the UN, and the effect of the attacks on the relationship between the U.S., Europe, Russia, and Asia, in particular Japan and China. The authors counsel strongly against scare mongering and short-term symbolic politics. Any attempt to deal with the complex problem of terrorism has to include long-term political and social policies aimed at the reduction of conflict and sources of political extremism in the Middle Eastern region. There is no reason for panic according to the authors but international politics after September 11th cannot go on like before.

N2  - The difficult publication history and expensive editions of Alexander von Humboldt’s volumes on the expedition to the Americas have resulted in incomplete library holdings which has limited scholarly access and sometimes caused unbalanced scholarship. A plan for a Humboldt Digital Library examines the structures and features of this representational system in print and proposes models for converting these materials to electronic form. Several issues posed by Humboldt’s works include: establishing authoritative standard editions in several languages, creating high-resolution access to the many visual innovations in the works, and using software to restore the grand concept that all of the separate disciplines of study can be seen as interrelated parts of the whole. Using techniques of geographic visualization, a prototype is planned which will connect this historical body of knowledge with modern scientific databases.
N2  - Durch die verwickelte Publikationsgeschichte und aufwendige Ausgaben von Alexander von Humboldts amerikanischem Reisewerks ist dieses in den Bibliotheken oft nur lückenhaft vorhanden, was den Zugang erschwert und daher manchmal auch unausgewogene Forschungsergebnisse zur Folge hatte. Der folgende Entwurf für eine digitale Bibliothek von Humboldts Reisewerk untersucht die Strukturen und Eigenschaften dieses Darstellungssystems in Druckform und empfiehlt Modelle, wie das Material in elektronische Form umgesetzt werden kann. Unterschiedliche Aspekte von Humboldts Werk stellen dabei folgende Herausforderungen: die Herstellung zuverlässiger Standardausgaben in mehreren Sprachen, die Entwicklung von Zugriffsmöglichkeiten mit hoher Auflösung für die vielen visuellen Innovationen im Reisewerk, und die Anwendung einer geeigneten Software, um den großartigen Entwurf herzustellen, wobei bisher getrennte Wissenschaftszweige als zusammenhängende Bestandteile des Ganzen gesehen werden können. Mit der Technik geographischer Visualisierung wird ein Prototyp konzipiert, mit dem diese historische Sammlung von Erkenntnissen mit modernen naturwissenschaftlichen Datenbanken verbunden wird.

N2  - Kurz vor seiner Abreise nach Südamerika erwarb HUMBOLDT zur Ergänzung seiner Instrumentenausrüstung ein ganz besonderes Präzisions-Taschenchronometer, gefertigt von dem berühmten Schweizer Uhrmacher Louis BERTHOUD (1753-1813) mit der Fertigungsnummer 27. Dieser Zeitmesser ging, wie HUMBOLDT durch astronomische Vergleichsmessungen in Frankreich und Spanien auf der Anreise zum Einschiffungshafen La Corunna 1799 feststellte, außerordentlich genau. HUMBOLDTs Längenbestimmungen mit Hilfe dieses "time-keepers" auf der Atlantik-Überfahrt und sonstigen Seefahrten waren deshalb immer besser als die der Nautiker. Er konnte dadurch exakte Beschreibungen der Meeresströmungen machen und durch Vergleich mit der Schiffsversetzung durch diese konkrete Angaben zu deren Richtung und Stärke berechnen. Zudem brauchte er die BERTHOUD-Uhr für zahlreiche astronomische Ortsbestimmungen, geodätische Messungen auf Land. Die Uhr gehörte vorher dem bekannten französischen Seefahrer, Mathematiker und Geodäten Jean Louis BORDA (1733-1799), mit dem HUMBOLDT 1798 kurz vor dessen Tod in Paris wissenschaftlichen und instrumentenkundlichen Austausch pflegte. Aus zahlreichen Abschnitten der Reisebeschreibung und Hinweisen in Briefen und anderen Werken geht hervor, daß HUMBOLDT gerade an diesem Zeitmesser, neben Thermometer und Barometer sein drittes Basisinstrument, wegen der Vorgeschichte der Uhr, ihrer Zuverlässigkeit und Nützlichkeit für alle seine wissenschaftlichen Arbeiten geradezu liebevoll gehangen hat. Leider ist dieser Chronometer nicht mehr vorhanden, sein Aussehen und ihre Funktionsweise läßt sich aber aus HUMBOLDTs eigenen Beschreibungen und der horologischen Literatur erschließen.
N2  - HUMBOLDT acquired a remarkable precision time-keeper instrument shortly before he left Paris for his Journey to the Neotropics (1799-1804). This chronometer was made by the famous Swiss-French watchmaker Louis BERTHOUD (1753-1813) with the series number 27. It had belonged to "the celebrated BORDA", as HUMBOLDT stated in his "Personal Narrative". Jean Louis BORDA (1733-1799) was a 18th century French navigator, mathematician and cartographer, who invented or improved a number of geomagnetic instruments. HUMBOLDT used this pocket chronometer for his routine astronomic and geomagnetic observations and to fix the longitude of his position while on board a vessel in the Atlantic and Pacific Ocean. Until John "Timekeeper" HARRISON developed his famous "H 4" chronometer in 1773, a strategic invention for a maritime power as Great Britain, the longitude was a major navigational problem. HUMBOLDT, who confessed that he had a "peculiar predelication for the sea", developed great nautical skills, and his findings were much better than those of the pilots. Furthermore he used the chronometer to observe and calculate ocean currents and to improve the geographical coordinates and thus the maps for many places in Latin America. So, beside his thermometer and barometer, the chronometer certainly was a very basic instrument in the state-of-the-art collection of scientific equipment he bought before leaving Europe.
N2  - Poco antes de su salida hacia Sudamerica adquirió HUMBOLDT un cronómetro de precisión muy especial para completar su equipo instrumental. Este cronómetro construido por el conocido relojero suizo Louis BERTHOUD(1753-1813) con el número de fabricación 27, funcionaba con increible exatictud como constato HUMBOLDT mediante comparaciones de medidas astronómicas realizadas en Francia y en España en su viaje al puerto de embarque de la Coruña en 1799. Las determinaciones de distancias realizadas por HUMBOLDT con ayuda de este "time-keepers" en los viajes trasatlánticos y otras rutas de navegación eran por esta razón siempre mejores que las realizadas por los navegantes de su tiempo. El pudo de este modo hacer descripciones exactas de las corrientes marinas y mediante comparación con desviaciones en las rutas de navegación calcular a través de estos datos concretos su correspondiente fuerza y dirección.

Además necesitó el reloj de Berthoud para numerosas determinaciones de posiciones astronómicas y medidas geodesícas en tierra firme. El reloj perteneció anteriormente al conocido navegante, matemático y geofísico francés Jean Louis BORDA (1733-1799), con el cual poco antes de su muerte en París en 1798 HUMBOLDT solia intercambiar informaciones sobre asuntos científicos y técnicos. En numerosos pasajes de la descripción de viajes y referencias en cartas y otras obras se muestra que HUMBOLDT tenia un cariñoso apego precisamente a este cronómetro debido a sus antecedentes históricos y a su fiabilidad y utilidad que junto con el termómetro y el barómetro formaba el tercer instrumento básico de sus trabajos científicos. Por desgracia ya no esta a nuestra disposición este cronómetro. Su aspecto y su funcionamiento se conocen a través de las propias descripciones de HUMBOLDT y de la literatura horológica.

Mucho antes de cumplirse el 1er centenario de la anterior hipótesis humboldtiana resultaba ya evidente que su predicción ‘americana’ apenas se había cumplido respecto de los Estados Unidos de América y Canadá; siendo entonces manifiesto el nuevo marginamiento y dependencia que el resto del continente había asumido en el conjunto económico mundial que entonces empezaba a cuantificarse de manera global.. Explorar el ‘cómo’, ‘cuándo’ y quizás algún ‘por qué’ de esta resultante histórica constituye un tema fascinante para la ‘ciencia humboldtiana’ que como tal abarca por parejo el pasado, presente y futuro de la obra y ‘momento’ histórico de Humboldt..Es lo que aquí inmodestamente se ha propuesto estudiar.

El objetivo de este estudio es demostrar que Humboldt no solo era un lector de estas crónicas, sino que su sistema de observación y clasificación, llamado Historia Natural y Moral, con el que se pretendía aprehender las tierras americanas en su plenitud y diversidad, está presente como idea en la elaboración de Humboldt de su concepto de la Geografía Física. Los argumentos para sostener esta hipótesis serán presentadas en dos niveles. Una primera parte, de carácter descriptivo, nos muestra los resultados de una búsqueda sistemática de referencias que se encuentran en las obras de Humboldt a los escritos de los cronistas en general, y a Acosta en particular. La segunda parte es más interpretativa, y tiene su focus en un análisis de las semejanzas que se encuentran entre el concepto que aplica Humboldt en sus estudios y el modelo Historia Natural y Moral, con objeto de desarrollar cómo Humboldt redescubre, usa y revaloriza este esquema.

Die Argumente zur Erstellung dieser Hypothese werden auf zwei Ebenen präsentiert. Der erste Teil ist deskriptiver Natur und zeigt uns die Resultate einer systematischen Suche nach Hinweisen, die sich in den Werken Humboldts auf die Schriften der Chronisten im allgemeinen und auf Acosta im speziellen finden lassen. In most cases he did this tongue in cheek, rarely hurting people seriously. A special target of Humboldt’s ironical remarks was the Prussian ministry of education and culture because of its animosity to the natural sciences which Humboldt wanted to promote. Often Humboldt expressed his frustration about narrow-mindedness and arrogance which he observed in his hometown of Berlin. Sometimes he had reasons to criticize the Prussian Academies of Sciences and of Arts. Humboldt had a fine sense of humor and many critical remarks can only be understood in the context in which they were made. The reader should therefore be warned, not to take any ironical or sarcastic characterization of a person or an institution literally.

Die Auswahlausgabe der amerikanischen Reisetagebücher Humboldts begann 1982 mit der Publikation der gesellschaftskritischen Äußerungen zum spanischen Kolonialsystem, zwei weitere Bände (Texte und Kommentar) sollten den unvollständig gebliebenen, auf Venezuela beschränkten gedruckten Reisebericht, "Relation historique", ergänzen. In dem hier vorgestellten Band sind die Texte publiziert, die dem gedruckten Reisebericht entsprechen. Der Vergleich zwischen Tagebüchern und Druck zeigt eine strukturelle Identität. Die Ereignisschilderung bezieht die wissenschaftlichen Arbeiten mit ein und stellt sie nicht selten in den Mittelpunkt. Inhaltlich ergibt sich ein Unterschied in der Substanz. Persönliche Erlebnisse, politisches Urteil und wissenschaftliche Ausführungen sind nicht immer identisch. Der Text des Bandes wurde in 12 Kapitel unterteilt. Den lokalen Rahmen bilden die Abreise aus Paris 1798 und die Ankunft auf Kuba 1800. Die Ausführungen dienen der geographischen Erschließung des Landes, wobei das ethnologische Moment eine große Rolle spielt. Die angehängten Kommentare unterstützen das Verständnis der Texte, vier Register dienen ihrer leichteren Erschließung.
N2  - La primera piedra para la edición de los diarios americanos de Humboldt se puso desde 1958 por la transcripción de los 9 tomos de diarios. La edición seleccionada de estos comenció 1982 con la publicación de las manifestaciones socio-críticas por el sistema colonial de España, dos otros tomos (textos y comentarios) debían completar el torso de la "Relación histórica" impresa de Humboldt, que se limitó a Venezuela. En el tomo aquí presentado son publicados aquellos textos que corresponden a la "Relación histórica". La comparación entre los diarios y la "Relación" muestra una identidad estructural. La descripción de los acontecimientos incluye los trabajos científicos y los pone no raramente en el centro. Que se refiere al contenido, hay una diversidad sustancial. Sucesos personales, el juício político y tratados científicas no son siempre idénticos. El texto del tomo referido se dividó en 12 capítulos. Los términos locales son la partida de Paris 1798 y la llegada en Cuba 1800. Los apuntes sirven al conocimiento de la geografía del país, en lo cual el momento etnológico toca un papel grande. Los comentarios añadidos al fin quieren apoyar el entendimiento de los textos, cuatro índices facilítan su penetración.

This phenomenon is particularly interesting from the perspective of literary criticism: Alexander von Humboldt conceives Cuba as a poetic space, where contradictions and ambivalences coexist. Already on the boat to the island from Venezuela he creates destablizing effects of sensual perceptions. He stages his landing in Havana as a moment of oppositional impressions. It was feared that increasing deforestation would lead to continuous decrease in rainfall. This first scientific discussion about climate change as the result of human intervention was strongly influenced by the research Alexander von Humboldt and Jean-Baptiste Boussingault had undertaken when they investigated the falling water levels of Lake Valencia in Venezuela. This essay aims to clarify the question whether Alexander von Humboldt can be counted among the leading figures of modern environmentalism on account of this research as is being claimed by Richard H. Grove in his influential book Green Imperialism. Colonial Expansion, Tropical Island Edens and Origins of Environmentalism, 1600-1860 (1995).
N2  - In der Mitte des 19. Jahrhunderts entstand eine intensive weltweite Diskussion, ob die sich immer weiter ausbreitende Zivilisation einen Einfluß auf das Klima hat. Es wurde befürchtet, daß die zunehmende Entwaldung zu einer kontinuierlichen Abnahme der Niederschlagsmenge führt. Diese erste wissenschaftliche Diskussion um eine anthropogone Klimakatastrophe wurde entscheidend durch die Forschungen von Alexander von Humboldt und Jean-Baptiste Boussingault beeinflußt, die die beiden Wissenschaftler am See von Valencia unternommen hatten. Der Beitrag versucht die Frage zu klären, ob Alexander von Humboldt auf Grund dieser Forschungen zu den führenden Köpfen der modernen Umweltbewegung gezählt werden kann, wie dies in dem einflußreichen Buch von Richard H. Moreover, we analyze the long-time behaiour of solutions in terms of complete asymptotic expansions. These results are deduced from a pseudodifferential calculus that we construct explicitly. This algebra of operators is specifically designed to contain both the classical systems of parabolic equations of general form and their inverses, parabolicity being reflected purely on symbolic level. To this end, we assign t = ∞ the meaning of an anisotropic conical point, and prove that this interprtation is consistent with the natural setting in the analysis of parabolic PDE. Hence, major parts of this work consist of the construction of an appropriate anisotropiccone calculus of so-called Volterra operators. In particular, which is the most important aspect, we obtain the complete characterization of the microlocal and the global kernel structure of the inverse of parabolicsystems in an infinite space-time cylinder. Moreover, we obtain perturbation results for parabolic equations from the investigation of the ideal structure of the calculus.

T1  - Toeplitz operators and division theorems in anisotropic spaces of holomorphic functions in the polydisc
N2  - This work is an introduction to anisotropic spaces, which have an ω-weight of analytic functions and are generalizations of Lipshitz classes in the polydisc. We prove that these classes form an algebra and are invariant with respect to monomial multiplication. These operators are bounded in these (Lipshitz and Djrbashian) spaces. As an application, we show a theorem about the division by good-inner functions in the mentioned classes is proved.
