N2  - The paper presents a method that determines, by standard numerical means, the type of mutual relations of fold and flip bifurcations (configured as a so-called communication area) of a map. Equation systems are developed for the computation of points where a transition between areas of different types occurs. Furthermore, it is shown that saddle area<->spring area transitions can exist which have not yet been considered in the literature. Analytical conditions of that transition are derived.

N2  - This paper is concerned with the education policy of the GDR state party SED in the field of statistics particularly for students of economics. Statistics was expected to be an instrument of party propaganda. What they called socialist statistics was created on the base of the ideas of Marx, Lenin and Stalin. The personnel policy of the Ministry of Higher Education had to serve these purposes, i.e. only active party members had a chance of getting a professor's job. However, a certain proportion of the academic staff did a good teaching and research work ignoring the official party programmes.

N2  - Am 1. Januar 1995 sind Finnland, Schweden und Österreich der Europäischen Union beigetreten. Um einen Einblick in die Situation im landwirtschaftlichen Sektor der drei neuen Mitgliedstaaten zu schaffen und ihre Position innerhalb der Europäischen Union darzulegen, wurde im Rahmen eines Praktikums beim Statistischen Amt der Europäischen Gemeinschaften (EUROSTAT) dieser statistische Überblick erstellt. Der Bericht beschreibt in seinem ersten Teil die wirtschaftliche Bedeutung der landwirtschaftlichen Produktion in diesen Ländern, analysiert ihre Zusammensetzung und zeigt die Entwicklung einzelner Produkte in den letzten 15 Jahren. Im zweiten Teil wird die Einkommenssituation in der Landwirtschaft Finnlands, Schwedens und Österreichs beurteilt. Dabei wird besonders auf die Bedeutung einzelner Positionen, insbesondere der Steuern und Subventionen, für das landwirtschaftliche Einkommen eingegangen, und durch ihre Veränderungen die Einkommensentwicklung erklärt. In beiden Teilen wird auf Veränderungen, die im Beitrittsjahr 1995 zu beobachten waren, gesondert eingegangen. In beiden Teilen werden die jeweils beschriebenen Resultate den Daten der Europäischen Union der 12 Mitglieder (EUR12) zum Vergleich gegenübergestellt und auf Entwicklungen, die nach dem Beitritt im Jahr 1995 zu beobachte waren, gesondert eingegangen.

N2  - Observers of international politics have been conscious of the growing international involvement of non-central governments (NCGs), particularly in federal systems. These have been supplemented by the internationalisation of subnational actors in quasi-federal and even unitary states. One of the difficulties is that analysis has often been locked into the dominant paradigm debate in International Relations concerning who and who are not significant actors. Having briefly explored the nature of this changing environment, marked by a growing emphasis on access rather than control as a policy objective and the emergence of what is termed a 'catalytic diplomacy', the discussion focuses on the need for linkage between the levels of government in the pursuit of international as well as domestic policy goals. The nature of linkage mechanisms are discussed.

N2  - The post cold war world order is popularly discussed in terms of what Samuel Huntington has called the "clash of civilizations". The authors hold that Huntington is just a prominent example of the trend which constructs geopolitical identities based on ethnic definitions of world regions, where ethnicitiy is understood to be a primordial, transhistorical and static understanding of cultural identities. In their paper, they extensively deconstruct this concept of ethnicity, drawing parallels with the history of nationalism and nation-building, and analyze its functions for legitimizing projects of building exclusive economic blocs in Europe, America and Pacific Asia. At present, ethnic concepts of world regions are competing with liberal, non-ethnic identities of the three world regions. Finally, the dangerous potentials of ethnic regionalization are discussed. From a peace research perspective, support for a common global identity of "mankind" is strongly advocated.

In his polemical essay, the author defines these as historicism, the legalistic bias, the underestimation of non-state actors and the overestimation of the state as such. Discussing the linkage between loyality, ethnicy, and politics, he strongly argues for recognition of the fact that the world is groping for new political arrangements for which we simply do not have the appropriate ideas or words to describe. In the future, the range of political identities and loyalities in the global culture of "fragmegration" will extend beyond traditional multiculturalism.

N2  - The transition and transformation within the three countries dealt with are still in process. In her essay, the author analyses whether there is a need for Poland to re-define its relationship to Germany and Russia, whilst searching for a new identity and a new place within Europe. She argues that there is a set of historical and geopolitical reasons for doing so. But whilst the Polish aim is to normalise its relationship to its neighbours, the perception of Russians and Germans in Poland is rather different. On the one hand, in the Polish people opinion, Germany is the main promoter of their European institutional integration wishes. On the other, relatively aggressive attitude towards Russia can also be identified. The essay is a strong plea for mutual responsibility and co-operation in favour of peace and security in Europe. Additionally Russia is to be regarded as part of European history, and should thus be involved in the European political process.

N2  - Gomułka’s harsh criticism of the Stalinist past and the introduction of liberal elements into the public life of Poland was not welcomed by the East German leadership. Ulbricht demanded full support for the sovereignty of the GDR and tried to prevent any independent Polish moves to come to terms with the Federal Republic. The Polish leadership strived towards a closer economic integration with the GDR and Czechoslovakia to foster industrial development in Poland and to bind the East German state more closely into the "socialist camp". These ideas were flatly rejected by the GDR. The level of economic interdependence between the two German states and the advantages of the GDR resulting from the "intra-German" status of trade and transfer of technologies provoked Gomułka’s distrust. Relations worsened even more when, towards the end of his time in power, Ulbricht moved towards a rapprochement with the FRG and showed some readiness to question the Görlitz treaty on the German-Polish border line.

Is there any possibility to overcome belligerent conflicts between states? Do imply social, technological, cultural or even anthropological changes moments which could shift the ground of state’s rivalry towards non-belligerent relationships? Peace trough interdependence and democracy seems possible. The priorities of modern states cannot be thought on the basis of attributes like sovereignty and territoriality. The peaceful 'bourgeois islands' not only bring about prosperity but increasing social exclusion as well. New phenomenon of ethnicism and religiosity often originate from, around and in their midst. Threats arising from terrorism and racial or religious riots are the consequences. There are two options, the author considers as possible: an "embourgeoisement" of the "barbarians" or a "barbarisation of the bourgeois". Or is there a new political form emerging?

N2  - Using a special technique of data analysis, we have found out 34 grand minima of solar activity obtained from a 7,700 years long Δ14C record. The method used rests on a proper filtering of the Δ14C record and the extrapolation of verifiable results for the later history back in time. Additionally, we use a method of nonlinear dynamics, the recurrence rate, to back up the results. Our findings are not contradictory to the record of solar maxima resp. minima by Eddy [5], but constitute a considerable extension. Hence, it has become possible to look closer at the validity of models. This way, we have tested several models for solar activity, esp. the model of Barnes et al. [1]. There are hints for that the grand minima might solely be driven by the 209 year period found in the Δ14C record.

N2  - We have shown that the two-dimensional complex Ginzburg-Landau equation exhibits supertransient chaos in a certain parameter range. Using numerical methods this behavior is found near the transition line separating frozen spiral solutions from turbulence. Supertransient chaos seems to be a common phenomenon in extended spatiotemporal systems. These supertransients are characterized by an average transient lifetime which depends exponentially on the size of the system and are due to an underlying nonattracting chaotic set.

N2  - This study explores the sociometric status group differences in psychosocial adjustment and academic performance in various domains using multiple sources of information (teacher-, peer-, self-ratings, achievement data) and 2 age groups (elementary and secondary school students) in a different educational and cultural context. Gender differences in the profiles of the sociometric groups were also examined. The sample consisted of 1,041 elementary school (mean age = 11.4 years) and 862 secondary school (mean age = 14.3 years) students in public schools in Greece. Findings extended previous descriptions of rejected, neglected, and controversial groups based on the perceptions of all raters. Gender and age differences were found in the profiles of rejected and controversial groups, which were markedly distinguished from the other groups based on all data sets. Neglected children at both age levels were differentiated to a weaker degree.

N2  - In diesem Beitrag wird eine Regressionsanalyse vorgestellt, die die Einflüsse auf die Entscheidung verheirateter deutscher Frauen untersucht, eine Erwerbstätigkeit aufzunehmen. Um Differenzen im Verhalten von ost- und westdeutschen Frauen zu ermitteln, erfolgte die Untersuchung getrennt in zwei Datensätzen. Zur Vermeidung von Annahmen über die Art des Zusammenhanges wurde das Generalisierte Additive Modell (GAM) gewählt, ein semiparametrisches Regressionsmodell. Diese Modellform, die nichtparametrische und parametrische Regressionsmethoden in sich vereint, hat bisher wenig Verbreitung in der Praxis gefunden. Dies lag vor allem am Schätz verfahren, dem Backfitting. Seit etwa einem Jahr gibt es neue Ansätze, in dieser Modellform zu schätzen. Die analytischen Eigenschaften des neuen Schätzers lassen sich leichter bestimmen. Mit dieser Schätzung konnten Unterschiede zwischen Ost und West genau herausgearbeitet werden und die funktionalen Zusammenhänge zwischen Einflußvariablen und Antwortvariable untersucht werden. Die Analyse brachte deutliche Unterschiede im Erwerbsverhalten zwischen der Frauen beider Landesteile zum Vorschein.
N2  - This paper will focus on the regression analysis of labor supply decisions of married German women. In order to determine differences East and West German women were compared seperately. To avoid assumptions about the functional type of correlation the Generalized Additive Model, a semiparametric regression model, was chosen. So far, this pattern consisting of nonparametric and parametric methods has not found acceptance in practical application. Reason for that is the backfitting-estimator. One year ago new ideas for the estimation by GAM were found. The analytical features of the new estimator are easier to determine. Using this method differences between East and West were discovered in detail and functional correlations between endogenous and exogenous variables were investigated. This analysis unveiled significant differences of labor supply behavior among East and West Germany.

N2  - Eine der grundlegenden Aufgaben der Gemeinsamen Agrarpolitik der Europäischen Union ist neben der Sicherstellung der Versorgung der Bevölkerung, die Gewährleistung eines angemessenen Lebensstandards für Landwirte und in der Landwirtschaft Beschäftigte. Im Vertrag von Rom wurde daher unter anderem das Ziel festgehalten, "der landwirtschaftlichen Bevölkerung, insbesondere durch Erhöhung des Pro-Kopf-Einkommens der in der Landwirtschaft tätigen Personen, eine angemessene Lebenshaltung zu gewährleisten"1. Das Statistische Amt der Europäischen Gemeinschaften (EUROSTAT) veröffentlicht jedes Frühjahr Ergebnisse von Schätzungen zur aktuellen Entwicklung des Einkommens aus der landwirtschaftlichen Produktion in der Europäischen Union und ihren Mitgliedstaaten in Form von drei Einkommensindikatoren. Da diese Indikatoren nach dem Wandel, der sich in den letzten Jahrzehnten in der Landwirtschaft und in der Agrarpolitik vollzogen hat, zur vollständigen Beschreibung der wirtschaftlichen Lage des landwirtschaftlichen Sektors nicht mehr ausreichen, werden zusätzlich dazu Statistiken zum Gesamteinkommen landwirtschaftlicher Haushalte erhoben. Allerdings werden bisher die beiden Statistiken von EUROSTAT getrennt geführt und analysiert. Dieser Bericht legt die beiden unterschiedlichen Konzepte zur Beschreibung der Einkommenssituation in der Landwirtschaft dar, und stellt sie einander gegenüber. Darüber hinaus werden Indikatoren zur Messung des Einkommens landwirtschaftlicher Haushalte definiert. Anschließend wird für eine Datenreihe der Bundesrepublik Deutschland von 1973 bis 1992 die Entwicklung des Einkommens in der Landwirtschaft anhand dieser Indikatoren untersucht. Dazu werden zunächst die einzelnen Größen der beiden Statistiken in ihrer Zusammensetzung und ihrer Entwicklung eingehend analysiert und miteinander in Verbindung gesetzt, so daß schließlich eine globale Analyse der Entwicklung des Einkommens in der Landwirtschaft ermöglicht wird. Schließlich werden die in der Einkommenssituation des landwirtschaftlichen Haushaltes beobachteten Entwicklungstendenzen mit der Einkommenssituation des nichtlandwirtschaftlichen selbständigen und des durchschnittlichen Haushaltes verglichen. Der letzte Abschnitt befaßt sich noch einmal, unterstützt durch die Datenreihe aus der Bundesrepublik, mit der Konstruktion und Vergleichbarkeit der Indikatoren aus den beiden unterschiedlichen Statistiken.

N2  - We have studied the bifurcations in a three-dimensional incompressible magnetofluid with periodic boundary conditions and an external forcing of the Arnold-Beltrami-Childress (ABC) type. Bifurcation-analysis techniques have been applied to explore the qualitative behavior of solution branches. Due to the symmetry of the forcing, the equations are equivariant with respect to a group of transformations isomorphic to the octahedral group, and we have paid special attention to symmetry-breaking effects. As the Reynolds number is increased, the primary nonmagnetic steady state, the ABC flow, loses its stability to a periodic magnetic state, showing the appearance of a generic dynamo effect; the critical value of the Reynolds number for the instability of the ABC flow is decreased compared to the purely hydrodynamic case. The bifurcating magnetic branch in turn is subject to secondary, symmetry-breaking bifurcations. We have traced periodic and quasi- periodic branches until they end up in chaotic states. In particular detail we have analyzed the subgroup symmetries of the bifurcating periodic branches, which are closely related to the spatial structure of the magnetic field.

N2  - We have numerically studied the bifurcation properties of a sheet pinch with impenetrable stress-free boundaries. An incompressible, electrically conducting fluid with spatially and temporally uniform kinematic viscosity and magnetic diffusivity is confined between planes at x1=0 and 1. Periodic boundary conditions are assumed in the x2 and x3 directions and the magnetofluid is driven by an electric field in the x3 direction, prescribed on the boundary planes. There is a stationary basic state with the fluid at rest and a uniform current J=(0,0,J3). Surprisingly, this basic state proves to be stable and apparently to be the only time-asymptotic state, no matter how strong the applied electric field and irrespective of the other control parameters of the system, namely, the magnetic Prandtl number, the spatial periods L2 and L3 in the x2 and x3 directions, and the mean values B¯2 and B¯3 of the magnetic-field components in these directions.
