Italian immigration quotas and development aid should induce countries of origin and transit of migrants to tighten their border controls and cooperate with Italy. Development aid is used by the EU in order to exert pressure on other countries, whereas Libya for instance uses transiting refugees as a diplomatic weapon. On the other hand, relations between Italy and North African countries do not focus on human rights violations taking place in some of these countries. With the Islamic Revolution of 1979, a new phase of political discourse emerged with a tendency towards religious traditionalism. The author states that religion and democracy are not in opposition. It is argued that these states invest only in selected aspects of statehood. The needed resources are mobilized by a system of informal taxes, which are then invested in certain selected core functions of statehood. This form of state depends on both formal and informal institutions, which are mutually supportive.
