As one important element, this essay tries to delineate the pro Asia-Pacific shift of Australia's international economic and security orientations, particularly since the early 1970s - a foreign policy which could rest upon an certain bipartisan basis. The recently launched White Paper represents a new reflection upon Australia's national interests and a soft relativisation of the strong emphasis on regional and multilateral foreign policy performances of former governments. According to a least the author's judgement, the fundamental legacy of Australia's international relations remain: a certain (a definite?) contradiction between the country's predominant cultural and ethnic (!) heritage on the one hand and its geographical location on the other.},

  abstract  = {In dieser Arbeit wurden Zusammenh{\"a}nge zwischen den sexuellen Erfahrungen junger Frauen und M{\"a}nner, ihren Pers{\"o}nlichkeitseigenschaften und ihren sexualmoralischen Einstellungen auf der einen Seite und der Einsch{\"a}tzung ihrer sexuellen Handlungsf{\"a}higkeit auf der anderen Seite untersucht. Die Grundlage f{\"u}r das Modell der sexuellen Handlungsf{\"a}higkeit bildeten die Vorstellungen der Arbeitsgruppe um Matthias Grundmann (Grundmann et al. 2006) sowie von Emirbayer und Mische (1998). Das in dieser Arbeit entwickelte Modell zur sexuellen Handlungsf{\"a}higkeit ist ein multidimensionales Konstrukt, das sich aus den Komponenten „sexuelle Kommunikation", „sexuelle Zufriedenheit", „sexuelle Reziprozit{\"a}t" sowie „sexuelle Eigenverantwortung" zusammensetzt. „Sexuelle Kommunikation" beinhaltet die F{\"a}higkeit, sexuelle W{\"u}nsche zum Ausdruck bringen zu k{\"o}nnen. „Sexuelle Zufriedenheit" beschreibt den Grad der Zufriedenheit mit dem eigenen Sexualleben. „Sexuelle Reziprozit{\"a}t" verweist auf die F{\"a}higkeit, sexuelle Aufmerksamkeiten sowohl Annehmen als auch Geben zu k{\"o}nnen. „Sexuelle Eigenverantwortung" betont schließlich die Einsch{\"a}tzung, inwieweit die eigene Sexualit{\"a}t selbst bestimmt gestaltet werden kann. Mit Emirbayer und Mische werden die sexuellen Erfahrungen der Frauen und M{\"a}nner als Korrelate der Einsch{\"a}tzung der Dimensionen der sexuellen Handlungsf{\"a}higkeit betrachtet. Mit Grundmann et al. sind es zudem verschiedene Pers{\"o}nlichkeitseigenschaften sowie sexualmoralische Einstellungen, deren Beschaffenheiten Aussagen {\"u}ber die sexuelle Handlungsf{\"a}higkeit erlauben. Um die Thematik der sexuellen Handlungsf{\"a}higkeit empirisch zu betrachten, wurden im Jahr 2006 695 junge Potsdamer/innen im Alter von 19 bis 21 Jahren im Rahmen einer standardisierten Erhebung zu ihren sexuellen und Beziehungserfahrungen befragt. Die empirischen Analysen verdeutlichen eine ko-konstruktive Anschauung von der Entwicklung sexueller Handlungsf{\"a}higkeit. Diese entsteht nicht im Individuum allein, sondern innerhalb der Interaktions- und Aushandlungsprozesse des Individuums mit den Anderen seiner sozialen und sexuellen Umwelt. Von Bedeutung erweisen dabei sowohl die Erlebnisse der sexuellen Biografie als auch die Pers{\"o}nlichkeitsmerkmale eines jeden Einzelnen. Nur geringf{\"u}gig erscheinen die erfragten sexualmoralischen Ansichten von Bedeutung.},

  abstract  = {Participation has become an orthodoxy in the field of development, an essential element of projects and programmes. This book analyses participation in development interventions as an institutionalised expectation - a rationalized myth - and examines how organisations on different levels of government process it. At least two different objectives of participation are appropriate and legitimate for international organisations in the field: the empowerment of local beneficiaries and the achievement of programme goals. Both integrate participatory forums into the organisational logic of development interventions. Local administrations react to the institutionalised expectation with means-ends decoupling, where participatory forums are implemented superficially but de facto remain marginalised in local administrative processes and activities. The book furthermore provides a thick description of the organisationality of participation in development interventions. Participatory forums are shown to be a form of partial organisation. They establish an order in the relationship between administrations and citizens through the introduction of rules and the creation of a defined membership. At the same time, this order is found to be fragile and subject to criticism and negotiation.},

  abstract  = {Two decades ago, Tarana Burke started using the phrase 'me too' to release victims of sexual abuse and rape from their shame and to empower girls from minority communities. In 2017, actress Alyssa Milano made the hashtag \#MeToo go viral. This article's concern is with the role of testimonial practices in the context of sexual violence. While many feminists have claimed that the word of those who claim to being sexually violated by others (should) have political and/or epistemic priority, others have failed to recognize the harm and injury of instances of sexual violence that are not yet acknowledged as such and failed to listen to victims from marginalized social groups. In fact, some feminists have attacked \#MeToo for mingling accounts of 'proper' sexual violence and accounts that are not 'proper' experiences of sexual violence. My aim in this article is to show why this critique is problematic and find a philosophically fruitful way to understand the \#MeToo-movement as a movement that strives for moral and conceptual progress.},

  abstract  = {In the digitalization debate, gender biases in digital technologies play a significant role because of their potential for social exclusion and inequality. It is therefore remarkable that organizations as drivers of digitalization and as places for social integration have been widely overlooked so far. Simultaneously, gender biases and digitalization have structurally immanent connections to organizations. Therefore, a look at the reciprocal relationship between organizations, digitalization, and gender is needed. The article provides answers to the question of whether and how organizations (re)produce, reinforce, or diminish gender-specific inequalities during their digital transformations. On the one hand, gender inequalities emerge when organizations use post-bureaucratic concepts through digitalization. On the other hand, gender inequalities are reproduced when organizations either program or implement digital technologies and fail to establish control structures that prevent gender biases. This article shows that digitalization can act as a catalyst for inequality-producing mechanisms, but also has the potential to mitigate inequalities. We argue that organizations must be considered when discussing the potential of exclusion through digitalization.},
