Behrens and his followers were denounced by party leader Walter Ulbricht as "revisionist". Together with his economic advisor, Wolfgang Berger, originally a scholar of Behrens', he started the NES and ESS in the 60s. Behrens remained barred from the management of the reform, in which Berger plaid a prominent role. When Behrens began again to publish his demands for a democratic reform in 1967, thus intervening in the progress of the reform, he was forced to leave his academic job into retirement. In 1971, Erich Honekker succeeded Ulbricht. The economic reform was stopped. In this paper, we present algorithms that allow to compare observed and simulated spatial hydrological data. The methods can be applied for binary and categorical data on regular grids. They comprise cell-by-cell algorithms, cell-neighbourhood approaches that account for fuzziness of location, and multi-scale algorithms that evaluate the similarity of spatial fields with changing resolution. All methods provide a quantitative measure of the similarity of two maps. The comparison methods are applied in two mountainous catchments in southern Germany (Brugga, 40 km2) and Austria (L{\"o}hnersbach, 16 km2). As an example of binary hydrological data, the distribution of saturated areas is analyzed in both catchments. For categorical data, vegetation zones that are associated with different runoff generation mechanisms are analyzed in the L{\"o}hnersbach. Mapped spatial patterns are compared to simulated patterns from terrain index calculations and from satellite image analysis. Lo-trex10E-HIBE, FIFE oder HAPEX-Sahel durchgef{\"u}hrt. Dabei wurde die aus dem entspre-chenden Sensor abgeleitete ETr mit gemessenen ETr-Raten von Ankerstationen innerhalb eines definierten Gebietes verglichen. Diese Ankerstationen leiteten die ETr aus Profil-, Ed-dy-Flux-, oder Szintillometermessungen ab. Durchg{\"a}ngige l{\"a}ngere Zeitreihen der ETr sind nur mit FE-Daten mit hoher Wiederholungsrate wie z.B. NOAA-AVHRR, MODIS hoher Zeitaufl{\"o}sung m{\"o}glich Mit Landsat-TM z.B. ergeben sich dagegen nur „Snap Shots" der ETr von einzelnen Tagen. Daher wurden oftmals Multisensorverfahren d.h. Kombination von z.B. Landsat-TM mit NOAA-AVHRR eingesetzt oder die FE-Daten nur f{\"u}r die Erhebung zeitin-varianter Eingangsdaten (z.B. Landnutzung) und zur raumbezogenen Validierung der ETr-Berechnungen von hydrologischen Modellen verwendet. Im zweiten Teil des Vortrags wird ein Anwendungsbeispiel f{\"u}r den Versuch einer r{\"a}umliche Validierung eines Wasserhaus-haltsmodells {\"u}ber NDVI-ETr-Datenprodukte aus Landsat-TM5-Daten f{\"u}r das Stobbergebiet. Ein weiteres Anwendungsbeispiel f{\"u}r die Einbindung von Landnutzungsdatenprodukten aus Landsat-TM5-Daten in die Wasserhaushaltmodellierung f{\"u}r das Ucker-Einzugsgebiet schliesst den Vortrag ab.

The lexicon diverges at a faster rate for an introspective population, eventually collapsing to one single form which is associated with all meanings. A smaller solvatochromic response (44 nm bathochromic shift) was observed for 9. Lippert-Mataga treatment of 8 and 9 yields slopes of -10,800 and -6,400 cm -1, respectively. This corresponds to a change in dipole moment of 9.6 and 6.9 D, respectively. The solvatochromic behavior in 8 and 9 supports the formation of an intramolecular charge transfer (ICT) state. The low fluorescence quantum yields are caused by competitive double bond rotation. The fluorescence decay time of 9 decreases in methyltetrahydrofuran from 2.1 ns at 77 K to 0.11 ns at 200 K. Efficient single bond rotation in 9 was frozen at -50 °C in a configuration in which the trimethoxyphenyl ring is perpendicular to the fluorinated rings. 7-9 are photostable compounds. The authors compare the Anglo-American debate with the Germanspeaking discussion in order to reveal similarities and differences. They identify three particular areas of research that characterize the German-speaking feminist debate in International Relations: (1) works evolving out of peace studies; (2) research on globalization and international economic institutions; (3) studies focusing on women's movements together with most current works centering around international norms. They argue that feminist approaches to norms constitute a particularly promising research area which provides new "tools" to account for international, regional or domestic policy-change. Gender-sensitive research on norms also allows to address ethical questions that are vital for feminist understandings of science. The Kosovo-Albanians considered the substantial autonomy as a milestone on their way to independence, while a new Yugoslav-Serbian administration counted on regaining sovereign rights in Kosovo. The escalation of the crisis provided a fresh impetus for new expectations regarding the national question. The claim to separate Kosovo from Yugoslavia had been strengthened. The Albanian role in this process remained ambiguous. Albania has to be considered as an actor and an object, and it perceives its national geopolitical and security interests as affected by the process in Kosovo. Since then the federal minister for development cooperation - Heidemarie Wieczorek- Zeul - presented some interesting strategic papers under the label "aid as a global policy to overcome structural blockades to social progress and development". Special emphasis was put on the Program of Action for Poverty Reduction and on the strategy paper of a new Africa policy, but neither are concrete results yet in sight nor is an answer to the burning question of what to do with half of all African countries not having a long-term perspective for development at all (the "failing states" etc.). The article shows the great discrepancy between the impressive political rhetoric and the meager budget to cope with the many challenges of the poor developing countries in Africa. The new concept of the enlarged security intends to stabilize the structural conditions for social and economic development. In order to realize this aim, the article proposes a link between public expenditures on military measures for security and such on civil measures for structural security.
