  abstract  = {Web tracking seems to become ubiquitous in online business and leads to increased privacy concerns of users. This paper provides an overview over the current state of the art of web-tracking research, aiming to reveal the relevance and methodologies of this research area and creates a foundation for future work. In particular, this study addresses the following research questions: What methods are followed? What results have been achieved so far? What are potential future research areas? For these goals, a structured literature review based upon an established methodological framework is conducted. The identified articles are investigated with respect to the applied research methodologies and the aspects of web tracking they emphasize.},

  abstract  = {E-Mail tracking mechanisms gather information on individual recipients' reading behavior. Previous studies show that e-mail newsletters commonly include tracking elements. However, prior work does not examine the degree to which e-mail senders actually employ gathered user information. The paper closes this research gap by means of an experimental study to clarify the use of tracking-based infor- mation. To that end, twelve mail accounts are created, each of which subscribes to a pre-defined set of newsletters from companies based in Germany, the UK, and the USA. Systematically varying e-mail reading patterns across accounts, each account simulates a different type of user with individual read- ing behavior. Assuming senders to track e-mail reading habits, we expect changes in mailer behavior. The analysis confirms the prominence of tracking in that over 92\% of the newsletter e-mails contain tracking images. For 13 out of 44 senders an adjustment of communication policy in response to user reading behavior is observed. Observed effects include sending newsletters at different times, adapting advertised products to match the users' IT environment, increased or decreased mailing frequency, and mobile-specific adjustments. Regarding legal issues, not all companies that adapt the mail-sending behavior state the usage of such mechanisms in their privacy policy.},

  abstract  = {e-ASTROGAM is a concept for a breakthrough observatory space mission carrying a gamma-ray telescope dedicated to the study of the non-thermal Universe in the photon energy range from 0.15 MeV to 3 GeV. The lower energy limit can be pushed down to energies as low as 30 keV for gamma-ray burst detection with the calorimeter. The mission is based on an advanced space-proven detector technology, with unprecedented sensitivity, angular and energy resolution, combined with remarkable polarimetric capability. Thanks to its performance in the MeV-GeV domain, substantially improving its predecessors, e-ASTROGAM will open a new window on the non-thermal Universe, making pioneering observations of the most powerful Galactic and extragalactic sources, elucidating the nature of their relativistic outflows and their effects on the surroundings. With a line sensitivity in the MeV energy range one to two orders of magnitude better than previous and current generation instruments, e-ASTROGAM will determine the origin of key isotopes fundamental for the understanding of supernova explosion and the chemical evolution of our Galaxy. The mission will be a major player of the multiwavelength, multimessenger time-domain astronomy of the 2030s, and provide unique data of significant interest to a broad astronomical community, complementary to powerful observatories such as LISA, LIGO, Virgo, KAGRA, the Einstein Telescope and the Cosmic Explorer, IceCube-Gen2 and KM3NeT, SKA, ALMA, JWST, E-ELT, LSST, Athena, and the Cherenkov Telescope Array.},

  abstract  = {Forth is nice and flexible but to a philosopher and teacher educator Logo is the more impressing language. Both are relatives of Lisp, but Forth has a reverse Polish notation where as Logo has an infix notation. Logo allows top down programming, Forth only bottom up. Logo enables recursive programming, Forth does not. Logo includes turtle graphics, Forth has nothing comparable. So what to do if you can't get Logo and have no information about its inner architecture? This should be a case of "empirical modelling": How can you model observable results of the behaviour of Logo in terms of Forth? The main steps to solve this problem are shown in the first part of the paper. The second part of the paper discusses the problem of modelling and shows that the modelling of making and the modelling of recognition have the same mathematical structure. So "empirical modelling" can also serve for modelling desired behaviour of technical systems. The last part of the paper will show that the heuristic potential of a problem which should be modeled is more important than the programming language. The Picasso construal shows, in a very simple way, how children of different ages can model emotional relations in human behaviour with a simple Logo system.},

  abstract  = {In den vergangenen Jahren sind viele E-Learning-Innovationen entstanden. Einige davon wurden auf den vergangenen E-Learning Symposien der Universit{\"a}t Potsdam pr{\"a}sentiert: Das erste E-Learning Symposium im Jahr 2012 konzentrierte sich auf unterschiedliche M{\"o}glichkeiten der Studierendenaktivierung und Lehrgestaltung. Das Symposium 2014 r{\"u}ckte vor allem die Studierenden ins Zentrum der Aufmerksamkeit. Im Jahr 2016 kam es durch das Zusammengehen des Symposiums mit der DeLFI-Tagung zu einer Fokussierung auf technische Innovationen. Doch was ist aus den Leuchtt{\"u}rmen von gestern geworden, und brauchen wir {\"u}berhaupt noch neue Leuchtt{\"u}rme? Das Symposium setzt sich in diesem Jahr unter dem Motto „Innovation und Nachhaltigkeit - (k)ein Gegensatz?" mit mediengest{\"u}tzten Lehr- und Lernprozessen im universit{\"a}ren Kontext auseinander und reflektiert aktuelle technische sowie didaktische Entwicklungen mit Blick auf deren mittel- bis langfristigen Einsatz in der Praxis. Dieser Tagungsband zum E-Learning Symposium 2018 an der Universit{\"a}t Potsdam beinhaltet eine Mischung von Forschungs- und Praxisbeitr{\"a}gen aus verschiedenen Fachdisziplinen und er{\"o}ffnet vielschichtige Perspektiven auf das Thema E-Learning. Dabei werden die Vielfalt der didaktischen Einsatzszenarien als auch die Potentiale von Werk-zeugen und Methoden der Informatik in ihrem Zusammenspiel beleuchtet. In seiner Keynote widmet sich Reinhard Keil dem Motto des Symposiums und geht der Nachhaltigkeit bei E-Learning-Projekten auf den Grund. Dabei analysiert und beleuchtet er anhand seiner {\"u}ber 15-j{\"a}hrigen Forschungspraxis die wichtigsten Wirkfaktoren und formuliert Empfehlungen zur Konzeption von E-Learning-Projekten. Im Gegensatz zu rein auf Kostenersparnis ausgerichteten (hochschul-)politischen Forderungen proklamiert er den Ansatz der hypothesengeleiteten Technikgestaltung, in der Nachhaltigkeit als Leitfrage oder Forschungsstrategie verstanden werden kann. In eine {\"a}hnliche Richtung geht der Beitrag von Iris Braun et al., die {\"u}ber Erfolgsfaktoren beim Einsatz von Audience Response Systemen in der universit{\"a}ren Lehre berichten. Ein weiteres aktuelles Thema, sowohl f{\"u}r die Bildungstechnologie als auch in den Bildungswissenschaften allgemein, ist die Kompetenzorientierung und -modellierung. Hier geht es darum (Probleml{\"o}se-)F{\"a}higkeiten gezielt zu beschreiben und in den Mittelpunkt der Lehre zu stellen. Johannes Konert stellt in einem eingeladenen Vortrag zwei Projekte vor, die den Prozess beginnend bei der Definition von Kompetenzen, deren Modellierung in einem semantischen maschinenlesbaren Format bis hin zur Erarbeitung von Methoden zur Kompetenzmessung und der elektronischen Zertifizierung aufzeigen. Dabei geht er auf technische M{\"o}glichkeiten, aber auch Grenzen ein. Auf einer spezifischeren Ebene besch{\"a}ftigt sich Sarah Stumpf mit digitalen bzw. mediendidaktischen Kompetenzen im Lehramtsstudium und stellt ein Framework f{\"u}r die F{\"o}rderung ebensolcher Kompetenzen bei angehenden Lehrkr{\"a}ften vor. Der Einsatz von E-Learning birgt noch einige Herausforderungen. Dabei geht es oft um die Verbindung von Didaktik und Technik, den Erhalt von Aufmerksamkeit oder den Aufwand f{\"u}r das Erstellen von interaktiven Lehr- und Lerninhalten. Drei Beitr{\"a}ge in diesem Tagungsband besch{\"a}ftigen sich mit dieser Thematik in unterschiedlichen Kontexten und zeigen Best-Practices und L{\"o}sungsans{\"a}tze auf: Der Beitrag von Martina Wahl und Michael H{\"o}lscher behandelt den besonderen Kontext von Blended Learning-Szenarien in berufsbegleitenden Studieng{\"a}ngen. Um die Ver{\"o}ffentlichung eines global frei verf{\"u}gbaren Onlinekurses abseits der großen MOOC Plattformen und den didaktischen Herausforderungen auch hinsichtlich der Motivation geht es im Beitrag von Ennio Marani und Isabel Jaisli. Schließlich schlagen Gregor Damnik et al. die automatische Erzeugung von Aufgaben zur Erh{\"o}hung von Interaktivit{\"a}t und Adaptivit{\"a}t in digitalen Lernressourcen vor, um den teilweise erheblichen Erstellungsaufwand zu reduzieren. Zum Thema E-Learning z{\"a}hlen auch immer mobile Apps bzw. Spiele. Gleich zwei Beitr{\"a}ge besch{\"a}ftigen sich mit dem Einsatz von E-Learning-Tools im Gesundheitskontext: Anna Tscherejkina und Anna Morgiel stellen in ihrem Beitrag Minispiele zum Training von sozio-emotionalen Kompetenzen f{\"u}r Menschen mit Autismus vor, und Stephanie Herbstreit et al. berichten vom Einsatz einer mobilen Lern-App zur Verbesserung von klinisch-praktischem Unterricht.},

  abstract  = {One area that is supported by the project "Qualit{\"a}tsoffensive Lehrerbildung" (funded by BMBF) is the improvement of collaboration and coordination between studies in the discipline, studies in pedagogical content knowledge, and studies in pedagogical knowledge during teacher education at university. Aiming a better coordination among these three parts of teacher education at university, many of the supported projects have designed and realized university-specific approaches. This conference proceedings volume comprises contributions by 15 of these projects. Seven of those were introduced and discussed in workshops on the occasion of two cross-regional project-conferences in Hannover and Potsdam. Overall, the contributions give a theoretically funded as well as a practice-oriented overview of current approaches and concepts to achieve a better connection between study units concerning studies in content knowledge, pedagogical content knowledge and pedagogical knowledge in teacher education. The volume presents university projects, which take effect on different levels (at the level of curriculum and content, at a collegiate level, at the level of structural conditions of universities). The different approaches are described in a way that they can provide a basis for transfer to other subjects or further universities. The contributions are aimed at teacher educators as well as other actors working in the field of teaching- and quality development at universities. All of them can take transferable ideas and impulses from the described concepts and formats.},

  abstract  = {Natural hazards such as floods, earthquakes, landslides, and multi-hazard events heavily affect human societies and call for better management strategies. Due to the severity of such events, it is of utmost importance to understand whether and how they change in re-sponse to evolving hydro-climatological, geo-physical and socio-economic conditions. These conditions jointly determine the magnitude, frequency, and impact of disasters, and are changing in response to climate change and human behavior. Therefore methods are need-ed for hazard and risk quantification accounting for the transient nature of hazards and risks in response to changing natural and anthropogenic altered systems. The purpose of this conference is to bring together researchers from natural sciences (e.g. hydrology, meteorology, geomorphology, hydraulic engineering, environmental science, seismology, geography), risk research, nonlinear systems dynamics, and applied mathematics to discuss new insights and developments about data science, changing systems, multi-hazard events and the linkage between hazard and vulnerabilities under unstable environmental conditions. Knowledge transfer, communication and networking will be key issues of the conference. The conference is organized by means of invited talks given by outstanding experts, oral presentations, poster sessions and discussions.},

  abstract  = {Das vorliegende Werk ist das Ergebnis der 4. Woche des Russischen Rechts an der Juristischen Fakult{\"a}t der Universit{\"a}t Potsdam. Namhafte Wissenschaftlerinnen und Wissenschaftler der Moskauer Staatlichen Juristischen Universit{\"a}t O. E. Kutafin hielten Vortr{\"a}ge zum V{\"o}lkerrecht, Verfassungs- und Staatsangeh{\"o}rigkeitsrecht, B{\"u}rgerlichen Recht, Unternehmens- und Gesellschaftsrecht, Finanzrecht und Bankrecht. Das russische Recht befindet sich nach dem Ende der Sowjetunion im Wandel. Die Beitr{\"a}ge zeugen vom hohen Stand der Jurisprudenz an der Moskauer Staatlichen Juristischen Universit{\"a}t O. E. Kutafin. Die Wochen des Russischen Rechts tragen dazu bei, das Recht der Russischen F{\"o}deration bei uns in Deutschland bekannt zu machen und rechtsvergleichend zur Diskussion zu stellen.},

  abstract  = {Der Band enth{\"a}lt die Vortr{\"a}ge, welche anl{\"a}sslich der Verabschiedung von Detlev W. Belling in den Ruhestand gehalten wurden: Der Beitrag des Ministers der Justiz von Ungarn, L{\´a}szl{\´o} Tr{\´o}cs{\´a}nyi, befasst sich mit dem Thema Demokratie, Identit{\"a}t und Rechtsstaat - die europ{\"a}ische Integration und die Mitgliedstaaten. Entwickelt wird eine Vision der Europ{\"a}ischen Union, die statt auf fortschreitender Zentralisierung st{\"a}rker auf einer gleichberechtigten Kooperation der Mitgliedstaaten basiert. Die nationalen Verfassungsidentit{\"a}ten sollen als unentbehrliche Bestandteile der nationalen Souver{\"a}nit{\"a}t nicht der europ{\"a}ischen Integration geopfert werden. Vor allem der Grundsatz vom Vorrang des Unionsrechts wird in diesem Zusammenhang kritisch hinterfragt. „Integrationswut" gelte es zu verhindern. Die Rechtsstaatlichkeit einzelner Mitgliedstaaten d{\"u}rfe durch die Union nicht infrage gestellt werden. In seiner Abschlussvorlesung geht Detlev W. Belling der Frage nach, ob und inwieweit die Aus{\"u}bung der Gnadenbefugnisse durch die Gnadentr{\"a}ger in einem s{\"a}kularen und republikanischen Rechtsstaat der gerichtlichen Kontrolle unterliegen sollte. Detailliert werden in diesem Zusammenhang nicht nur die bisherige Rechtsprechung des Bundesverfassungsgerichts und das breit gef{\"a}cherte Meinungsspektrum der Literatur abgebildet. Anhand einer Vielzahl von Beispielen aus der ferneren und unmittelbaren Geschichte wird die Entwicklung des Gnadenrechts nachgezeichnet. Missbrauchsgefahren, wie sie nicht nur kennzeichnend f{\"u}r Diktaturen und Monarchien sind, werden aufgezeigt. Die Erkenntnisse aus der historischen Darstellung aufgreifend, wird anhand einer umfassenden Analyse der geltenden Rechtslage nachgewiesen, aus welchen Gr{\"u}nden die Konstitutionalisierung des Begnadigungsrechts geboten ist.},
