Belling in den Ruhestand gehalten wurden: Der Beitrag des Ministers der Justiz von Ungarn, L{\´a}szl{\´o} Tr{\´o}cs{\´a}nyi, befasst sich mit dem Thema Demokratie, Identit{\"a}t und Rechtsstaat - die europ{\"a}ische Integration und die Mitgliedstaaten. Entwickelt wird eine Vision der Europ{\"a}ischen Union, die statt auf fortschreitender Zentralisierung st{\"a}rker auf einer gleichberechtigten Kooperation der Mitgliedstaaten basiert. Die nationalen Verfassungsidentit{\"a}ten sollen als unentbehrliche Bestandteile der nationalen Souver{\"a}nit{\"a}t nicht der europ{\"a}ischen Integration geopfert werden. Vor allem der Grundsatz vom Vorrang des Unionsrechts wird in diesem Zusammenhang kritisch hinterfragt. „Integrationswut" gelte es zu verhindern. Die Rechtsstaatlichkeit einzelner Mitgliedstaaten d{\"u}rfe durch die Union nicht infrage gestellt werden. In seiner Abschlussvorlesung geht Detlev W. Belling der Frage nach, ob und inwieweit die Aus{\"u}bung der Gnadenbefugnisse durch die Gnadentr{\"a}ger in einem s{\"a}kularen und republikanischen Rechtsstaat der gerichtlichen Kontrolle unterliegen sollte. Detailliert werden in diesem Zusammenhang nicht nur die bisherige Rechtsprechung des Bundesverfassungsgerichts und das breit gef{\"a}cherte Meinungsspektrum der Literatur abgebildet. Anhand einer Vielzahl von Beispielen aus der ferneren und unmittelbaren Geschichte wird die Entwicklung des Gnadenrechts nachgezeichnet. Missbrauchsgefahren, wie sie nicht nur kennzeichnend f{\"u}r Diktaturen und Monarchien sind, werden aufgezeigt. Die Erkenntnisse aus der historischen Darstellung aufgreifend, wird anhand einer umfassenden Analyse der geltenden Rechtslage nachgewiesen, aus welchen Gr{\"u}nden die Konstitutionalisierung des Begnadigungsrechts geboten ist.},

This method has a direct application in the extraction of a bilingual terminological lexicon from a parallel corpus, but can also be used as a preliminary step for the extraction of phrase pairs in a Phrase-Based Statistical Machine Translation system. Contiguous source words composing terms are aligned to contiguous target language words. The HMM is transformed into a Weighted Finite State Transducer (WFST) and contiguity constraints are enforced by specific multi-tape WFSTs. The proposed method is especially suited when basic linguistic resources (morphological analyzer, part-of-speech taggers and term extractors) are available for the source language only.},

  abstract  = {To date, sex and gender differences play only a minor role in medical research and practice, thereby putting individuals' health at risk. Gender-specific medicine, or the practice of taking these differences into account when conducting research and treating patients so far is being discussed primarily by experts. With people increasingly using social media such as Twitter for sharing and searching for health-related information online, Twitter can potentially educate about gender-specific medicine. However, little is known about the information circulation and the structure of interactions on the Twitter network discussing this topic. Results of a network analysis show that the network exhibits a community-structure, with information exchange being limited and concentrated in silos. This indicates that there is untapped potential for acquiring new information by users through interacting with individuals outside their community. Public health officials may benefit from this insight and tailor online campaigns to enhance awareness on gender-specific medicine.},

Damit steht die Schule vor neuen Herausforderungen. Außerdem h{\"a}lt der Trend zum Gymnasium an. Auch wechselvolle Dauerreformen schaffen un{\"u}bersichtliche Schulstrukturen und erschweren sichere Orientierung. Und: Im zunehmend raueren Wettbewerb der Schultypen laufen den {\"o}ffentlichen Schulen immer mehr Sch{\"u}ler davon und zu den Privatschulen {\"u}ber. Schon jetzt sehen sich zahlreiche Kommunen gezwungen, ihre Bildungsangebote zur{\"u}ckzuschrauben und ihre Schulen zu schließen. Kann eine Kommune ihren B{\"u}rgern aber nicht mehr die schulische „Grundversorgung" anbieten, so hat dies weitreichende Folgen. Wo Schulen schließen m{\"u}ssen, „stirbt auch der Ort". Ein umfangreiches, vielf{\"a}ltiges und fl{\"a}chendeckendes Bildungsangebot dagegen ist f{\"u}r die Kommune tragender Pfeiler einer funktionsf{\"a}higen Infrastruktur. Hier setzt die 21. Fachtagung des Kommunalwissenschaftlichen Institutes der Universit{\"a}t Potsdam an. Sie behandelt zentrale Themen der nachhaltigen Gew{\"a}hrleistung schulischer Infrastruktur in den Kommunen einschließlich der dazugeh{\"o}rigen Erfahrungsberichte, die {\"u}ber Best-Practice-Modelle sowie {\"u}ber Erfolgsbedingungen und Fallstricke in der Verwaltungspraxis informieren.   abstract  = {Inequality in the distribution of economic wealth within populations has been rising steadily over the past century, having reached unprecedented highs in many Western societies. However, this development is not reflected in people's perceptions of wealth inequality, as the public tends to underestimate it. Research suggests that inequality estimates are derived from personal reference groups, which, as we propose, are expanded by social network site (SNS) use. As content on SNSs frequently revolves around events of consumption, signaling enhanced overall population wealth, this study tests the hypothesis that SNS use distorts inequality perceptions downward, i.e., increases the perception of societal equality. Responses of 534 survey participants in the United States confirm that SNS use negatively predicts perceived inequality. The relationship is stronger the more SNS users perceive the content they encounter online as real, supporting the assumption that observing other people's behavior online lowers estimates of nationwide wealth inequality. These findings provide novel insights on inequality misperceptions by suggesting individuals' SNS use as a new predictor of perceived wealth inequality.},

  abstract  = {E-Mail tracking mechanisms gather information on individual recipients' reading behavior. Previous studies show that e-mail newsletters commonly include tracking elements. However, prior work does not examine the degree to which e-mail senders actually employ gathered user information. The paper closes this research gap by means of an experimental study to clarify the use of tracking-based infor- mation. To that end, twelve mail accounts are created, each of which subscribes to a pre-defined set of newsletters from companies based in Germany, the UK, and the USA. Systematically varying e-mail reading patterns across accounts, each account simulates a different type of user with individual read- ing behavior. Assuming senders to track e-mail reading habits, we expect changes in mailer behavior. The analysis confirms the prominence of tracking in that over 92\% of the newsletter e-mails contain tracking images. For 13 out of 44 senders an adjustment of communication policy in response to user reading behavior is observed. Observed effects include sending newsletters at different times, adapting advertised products to match the users' IT environment, increased or decreased mailing frequency, and mobile-specific adjustments. Regarding legal issues, not all companies that adapt the mail-sending behavior state the usage of such mechanisms in their privacy policy.},

  abstract  = {E-mail advertisement, as one instrument in the marketing mix, allows companies to collect fine-grained behavioural data about individual users' e-mail reading habits realised through sophisticated tracking mechanisms. Such tracking can be harmful for user privacy and security. This problem is especially severe since e-mail tracking techniques gather data without user consent. Striving to increase privacy and security in e-mail communication, the paper makes three contributions. First, a large database of newsletter e-mails is developed. This data facilitates investigating the prevalence of e- mail tracking among 300 global enterprises from Germany, the United Kingdom and the United States. Second, countermeasures are developed for automatically identifying and blocking e-mail tracking mechanisms without impeding the user experience. The approach consists of identifying important tracking descriptors and creating a neural network-based detection model. Last, the effectiveness of the proposed approach is established by means of empirical experimentation. The results suggest a classification accuracy of 99.99\%.},

  abstract  = {Today's mobile devices are part of powerful business ecosystems, which usually involve digital platforms. To better understand the complex phenomenon of coring and related dynamics, this paper presents a case study comparing iMessage as part of Apple's iOS and WhatsApp. Specifically, it investigates activities regarding platform coring, as the integration of several functionalities provided by third-party applications in the platform core. The paper makes three contributions. First, a systematization of coring activities is developed. Coring modes are differentiated by the amount of coring and application maintenance. Second, the case study revealed that the phenomenon of platform coring is present on digital platforms for mobile devices. Third, the fundamentals of coring are discussed as a first step towards theoretical development. Even though coring constitutes a potential threat for third-party developers regarding their functional differentiation, an idea of what a beneficial partnership incorporating coring activities could look like is developed here.},

  abstract  = {The idea of the continuous improvement process (CIP) helps companies to continuously improve their operation and thereby contributes to their competitiveness. Through digi tization, new potentials emerge to solve known CIP issues. This contribution specifically addresses the individual motivation of employees to contribute to the CIP. Typically, related initiatives lack contributions over time. The use of gamification is a promising way to achieve continuous participation by addressing the individual needs of participants. While the use of extrinsic motivation elements is common in practice, the idea of this approach is to specifically address intrinsic motivations which serve as a long-term motivator. This article contributes to a gam-ification concept for the continuous improvement process. The main results include an adapted CIP, a gamification concept, and a market mechanism. Furthermore, the concept is implemented and demonstrated as a prototype in an online platform.},

  abstract  = {Software platforms allow for the extension of features by third-party contributors. Thereby, platform innovation is an important aspects of platforms attractiveness for users and complementors. While previous research focused the introduction of new features, the aspect of feature removal and discontinued features on software platforms has been disregarded. To explore the phenomenon and motivations for feature removal on software platforms, a review of recent literature is provided. To illustrate the existence of and motivations for feature removal, a case study of the browser platform Mozilla Firefox is presented. The results reveal feature removal to regularly occur on browser platforms for user- and developer-related features. Frequent reasons for feature removal involve unused features, security concerns, and bugs. Related motivations for feature removal are discussed from the platform owner's perspective. Implications for complementors and users are highlighted.},

  abstract  = {Modern web browsers are digital software platforms, as they allow third-parties to extend functionality by providing extensions. Given the intense competition, differentiation through provided functionality is a key factor for browser platforms. As browsers progress, they constantly release new features. Browsers might thereby enter complementary markets if they add functionality formerly provided by third-party extensions, which is referred to as 'platform coring'. Previous studies missed the perspective of the involved parties. To address this gap, we conduct interviews with third-party and core developers in the security and privacy domain from Firefox and Chrome. In essence, the study provides three contributions. First, insights into stakeholder-specific issues concerning coring. Second, measures to prevent coring. Third, strategical guidance for developers and owners. Third-parties experienced and core developers acknowledged coring to occur on browser platforms. While developers with extrinsic motivations assess coring negatively, developers with intrinsic motivations perceive coring positively.},

  abstract  = {Mobile devices have become an integral part of everyday life due to their portability. As literature shows, technology use is not only beneficial but also has dark sides, such as addiction. Parents face the need to balance perceived benefits and risks of children's exposure to mobile technologies. However, no study has uncovered what kind of benefits and concerns parents consider when implementing technology-related rules. We built on qualitative responses of 300 parents of children aged two to thirteen to explore concerns about, and perceived benefits of children's smartphone and tablet usage, as well as the rules parents have developed regarding technology use. Findings point to concerns regarding children's development, as well as benefits for both children and parents, and ultimately to new insights about mobile technology mediation. These results provide practical guidance for parents, physicians and mobile industry stakeholders, trying to ensure that children are acting responsibly with mobile technology.},

This paper reports a study on how speakers distribute meaning across speech and gesture, and depending on what factors. Utterance meaning and the wider dialog context were tested by statistically analyzing a corpus of direction-giving dialogs. Problems of speech production (as indicated by discourse markers and disfluencies), the communicative goals, and the information status were found to be influential, while feedback signals by the addressee do not have any influence.},

Nevertheless, in the most part, they are still restricted to compound words, that are more stable and less numerous. Actually, language is full of semi-fixed expressions that also form basic semantic units: semi-fixed adverbial expressions (e.g. time), collocations. Like compounds, the identification of these structures limits the combinatorial complexity induced by lexical ambiguity. In this paper, we detail an experiment that largely integrates these notions in a finite-state procedure of segmentation into super-chunks, preliminary to a parser.We show that the chunker, developped for French, reaches 92.9\% precision and 98.7\% recall. Moreover, multiword units realize 36.6\% of the attachments within nominal and prepositional phrases.},

  abstract  = {One area that is supported by the project "Qualit{\"a}tsoffensive Lehrerbildung" (funded by BMBF) is the improvement of collaboration and coordination between studies in the discipline, studies in pedagogical content knowledge, and studies in pedagogical knowledge during teacher education at university. Aiming a better coordination among these three parts of teacher education at university, many of the supported projects have designed and realized university-specific approaches. This conference proceedings volume comprises contributions by 15 of these projects. Seven of those were introduced and discussed in workshops on the occasion of two cross-regional project-conferences in Hannover and Potsdam. Overall, the contributions give a theoretically funded as well as a practice-oriented overview of current approaches and concepts to achieve a better connection between study units concerning studies in content knowledge, pedagogical content knowledge and pedagogical knowledge in teacher education. The volume presents university projects, which take effect on different levels (at the level of curriculum and content, at a collegiate level, at the level of structural conditions of universities). The different approaches are described in a way that they can provide a basis for transfer to other subjects or further universities. The contributions are aimed at teacher educators as well as other actors working in the field of teaching- and quality development at universities. All of them can take transferable ideas and impulses from the described concepts and formats.},

  abstract  = {We have analyzed the spectra of seven Galactic O4 supergiants, with the NLTE wind code CMFGEN. For all stars, we have found that clumped wind models match well lines from different species spanning a wavelength range from FUV to optical, and remain consistent with Hα data. We have achieved an excellent match of the P V λλ1118, 1128 resonance doublet and N IV λ1718, as well as He II λ4686 suggesting that our physical description of clumping is adequate. We find very small volume filling factors and that clumping starts deep in the wind, near the sonic point. The most crucial consequence of our analysis is that the mass loss rates of O stars need to be revised downward significantly, by a factor of 3 and more compared to those obtained from smooth-wind models.},

  abstract  = {The rise of open source models for software and hardware development has catalyzed the debate regarding sustainable business models. Open Source Software has already become a dominant part in the software industry, whereas Open Source Hardware is still a little-researched phenomenon but has the potential to do the same to manufacturing in a wide range of products. This article addresses this potential by introducing a research design to analyze the prototyping phase of six different Open Source Hardware projects tackling ecological, social, and economical challenges. Using a design science research methodology, a process model is developed to concretise the prototype development steps. The prototype phase is important because it is where fundamental decisions are made that affect the openness of the final product. This paper aims to advance the discourse on open production as a concept that enables companies to apply the aspect of openness towards collaboration-oriented and sustainable business models.},

  abstract  = {A stronger learner orientation through participatory learning increases learning motivation and results. But what does participatory learning mean? Where do learning factories and fabrication laboratories (FabLabs) stand in this context, and how can didactic implementation be improved in this respect? Using a newly developed analytical framework, which contains elements of the stage model of participation and general media didactics, we compare a FabLab and a learning factory example concerning the degree of participation. From this, we derive guidelines for designing participative teaching and learning processes in learning factories. We explain how FabLabs can be an inspiration for the didactic design of learning factories.},

  abstract  = {Deductive databases need general formulas in rule bodies, not only conjuctions of literals. This is well known since the work of Lloyd and Topor about extended logic programming. Of course, formulas must be restricted in such a way that they can be effectively evaluated in finite time, and produce only a finite number of new tuples (in each iteration of the TP-operator: the fixpoint can still be infinite). It is also necessary to respect binding restrictions of built-in predicates: many of these predicates can be executed only when certain arguments are ground. Whereas for standard logic programming rules, questions of safety, allowedness, and range-restriction are relatively easy and well understood, the situation for general formulas is a bit more complicated. We give a syntactic analysis of formulas that guarantees the necessary properties.},
