It examines local institutional structures, autonomy, and capacities in six selected countries - France, Italy, Sweden, Hungary, Poland, and the United Kingdom - each of which represents a typical model of European local government. The book demonstrates that a certain degree of local financial autonomy and fiscal discretion is necessary for effective service provision. Furthermore, a robust local organization, viable territorial structures, a professional public service, strong local leadership, and well-functioning tools of democratic participation are key aspects for local governments to effectively fulfill their tasks and ensure political accountability. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. This is surprising since both Council and committees are staffed by the same member states. Offering a fascinating account of Security Council micro-politics and decision-making processes on sanctions, this rigorous comparative and theory-driven analysis treats the Council and its sanctions committees as distinguishable entities that may differ in decision practice despite having the same members. Drawing extensively on primary documents, diplomatic cables, well-informed press coverage, reports by close observers and extensive interviews with committee members, Council diplomats and sanctions experts, it contrasts with the conventional wisdom on decision-making within these bodies, which suggests that the powerful permanent members would not accept rule-based decisions against their interests. Multiple economic and political strategies, employed by a variety of individual and collective actors, on a number of scales, constitute cities as contested spaces that hold opportunities as well as restrictions for their inhabitants. While cities and urban spaces have long been of central concern for the social sciences, today, classical sociological questions about the city acquire new meaning: Can cities be spaces of emancipation, or does life in the modern city entail a corrosion of citizenship rights? Is the city the focus of societal transformation processes, or do urban environments lose importance in shaping social reality and economic relationships? Furthermore, new questions urgently need to be asked: What is the impact of different historical phenomena such as neo-liberal restructuring, financial and economic crises, or migration flows, as well as their respective counter-movements, on the structure of contemporary cities and on the citizenship rights of city inhabitants? The three volumes address such crucial questions thereby opening up new spaces of debate on both the city and new developments of urbanism. The contributions to Theories and Concepts offer new theoretical reflections on the city in a philosophical and historical perspective as well as fresh empirical analyses of social life in urban contexts. Chapters not only critically revisit classical and modern philosophical considerations about the nature of cities but no less discuss normative philosophical reflections of urban life and the role of religion in historical processes of the emergence of cities. Composed around the question whether there can be such a thing as a 'successful city', this volume addresses issues of urban political subjectivities by considering the city's role in historical processes of emancipation, the fight for citizenship rights, and today's challenges and opportunities with regard to promoting social justice, integration, and diversity. These strategies have no less transformed the governance of cities by subordinating urban social life to rationalities and practices of competition within and between cities, and they also heavily impact on city inhabitants' experience of everyday life. Against the backdrop of recent austerity politics and a marketisation of cities, this volume discusses processes of urban neo- liberalisation with regard to democracy and citizenship, inclusion and exclusion, opportunities, and life- chances. While this may have held some truth for citizens in Western liberal-capitalist societies, such liberal ideals have never been realized in colonial, postcolonial and settler colonial contexts. Liberal democracies are not simply forms of rule in domestic national contexts but also geo-political actors. As such, they have been the drivers of processes of global oppression, colonizing and occupying countries and people, appropriating indigenous land, annihilating people with eliminatory politics right up to genocides. Renewed waves of urban transformation employ state coercion to foster the expulsion of poor and marginalised inhabitants from those urban spaces that attract interest from speculators. The intervention of state agencies triggers the work of hegemonic culture for reframing the housing issue and implementing moral and political legitimation, as well as legislation that restricts urban citizenship rights. The case studies of the volume comparatively show the different and sometimes contradictory patterns of these conflicts in Berlin, Sydney, Belfast, Jerusalem, Amsterdam, and İstanbul as well as in metropoles of Latin America and China. But when and how do such adaptation processes give way to a more profound transformation, if not a crisis of international law? To address the question of how attacks on the international legal order are changing the value orientation of international law, this book brings together scholars of international law and international relations. By combining theoretical and methodological analyses with individual case studies, this book offers readers conceptualizations and tools to systematically examine value change and explore the drivers and mechanisms of these processes. These case studies scrutinize value change in the foundational norms of the post-1945 order and in norms representing the rise of the international legal order post-1990. They cover diverse issues: the prohibition of torture, the protection of women's rights, the prohibition of the use of force, the non-proliferation of nuclear weapons, sustainability norms, and accountability for core international crimes. The challenges to each norm, the reactions by norm defenders, and the fate of each norm are also studied. Combined, the analyses show that while a few norms have remained surprisingly robust, several are changing, either in substance or in legal or social validity. It focuses on analyses of the most recent developments in local democracy and administration. "Most 'local government' books are written by believers. This book is different for its realistic visions of futures of local government. It shows how autonomy, digitalization, marketization, and amalgamation could be functional or dysfunctional, and also how this is affected by links to politics, and impacted by intergovernmental relations. This is a must read for all believers in local government." —Geert Bouckaert, KU Leuven Public Governance Institute, Belguim "The twenty chapters of this book provide a timely and thought-provoking addition to our understanding of local self-governance in eight countries in Northern and Central Europe. This book was completed shortly before the Corona-crisis crashed in. But the lessons to be learned from this volume will doubtlessly prove important in fully exploiting local government's potential in facing the challenges of the difficult times ahead." —Bas Denters, Professor of Public Administration, University of Twente, Netherlands "Very inspiring book that covers the most important aspects of local self-government within a comparative framework. As we might have expected, there is no general trend, no single best model but a variety of functionally equivalent settings and patterns. The book gives insight into the diversity and richness of local government, its very essence, actual challenges and transformations, and puts subnational policy making in a multi-level perspective of governance." —Andreas Ladner, Professor for Political Institutions and Public Administration at the IDHEAP, University of Lausanne, Switzerland "Covering eight countries, this ambitious volume compares developments in local governments across Europe. Local governments are on the front-line when it comes to responding to wicked issues like climate change and migration, yet face major challenges in terms of financial and human resources. Using rich empirical evidence, the volume presents a nuanced analysis of trends. No one direction emerges for Europe's local governments, but a rich seam of innovation is revealed covering political participation and public administration alike. Local governments have the potential to engage citizens in meaningful ways and deliver effective and responsive services, but this requires clear local leadership and support rather direction from the centre."}, language = {en} } @book{OPUS4-63402, title = {Rechtsparteien in Brandenburg}, series = {Potsdamer Beitraege zur Antisemitismus- und Rechtsextremismusforschung}, volume = {2}, journal = {Potsdamer Beitraege zur Antisemitismus- und Rechtsextremismusforschung}, editor = {Botsch, Gideon and Schulze, Christoph}, publisher = {be.bra wissenschaft verlag}, address = {Berlin}, isbn = {9783947686476}, issn = {2628-4081}, pages = {350}, year = {2021}, abstract = {Brandenburg ist das einzige ostdeutsche Bundesland, in dem die SPD seit 1990 durchg{\"a}ngig die Regierung f{\"u}hrt.
