  abstract  = {As Albania is accelerating its preparations towards the European Union candidate status, numerous areas of public policy and practices undergo intensive development processes. Regional development policy is a very new area of public policy in Albania, and needs research and development. This study focuses on the process of sustainable development in Albania, by analyzing and comparing the regional development of regions of Tirana, Shkodra and Kukes. The methodology used consists of a literature/desk review; analytical and comparative approach; qualitative interviews; quantitative data collection; analysis. The research is organized in five chapters. First chapter provides an overview of the study framework. The second outlines the theory and scientific framework for sustainable and regional development in relation with geography. The third chapter presents the picture of the regional development in Albania, analyzing the disparities and regional development in the light of EU requirements and NUTS division. Chapter 4 continues by analyzing and comparing the regional development of the regions: Tirana - driver for change, Shkodra - the North in Development and Kukes - the "shrinking" region. Chapter 5 presents the conclusions and recommendations. This research comes to the conclusions that if growth in Albania is to be increased and sustained, a regional development policy needs to be established.},

  abstract  = {Zentrale Aufgaben von Kommunen in Deutschland umfassen die Gew{\"a}hrleistung der Daseinsvorsorge, des {\"o}ffentlichen Verkehrs, Wirtschaftsf{\"o}rderung, Zugang zu ausreichender Breitbandinfrastruktur, gesundheitliche und soziale Betreuung und Zugang zu kulturellem Leben. Kommunen in l{\"a}ndlichen Regionen stehen gleichzeitig vor zahlreichen gesellschaftlichen, wirtschaftlichen, sozialen und politischen Herausforderungen. Neuartige Ans{\"a}tze und innovative Akteure und Netzwerke werden daher im Kontext der Schaffung von sozialen oder digitalen Innovationen von den Kommunen als Antwort auf diese Herausforderungen begr{\"u}ßt, stoßen aber auch teilweise auf Barrieren. In dem Sammelband wird von den Herausgebenden die Frage untersucht, wie sich digitale Vorreiter:innen, die wir „Digitale Pioniere" nennen, in l{\"a}ndlichen Regionen vernetzen, um einen positiven Beitrag zur l{\"a}ndlichen Regionalentwicklung zu leisten. Dabei liegt der Fokus haupts{\"a}chlich auf der kommunalpolitischen Ebene und auf der Frage, wie Digitale Pioniere als Schl{\"u}sselakteure in der l{\"a}ndlichen Governance agieren. Die Forschungsergebnisse kommunaler Governance sind anhand l{\"a}ndlicher Untersuchungsteilregionen in Baden-W{\"u}rttemberg und Mecklenburg-Vorpommern im Rahmen des Forschungsprojekts „DigPion - Digitale Pioniere in der l{\"a}ndlichen Regionalentwicklung" (2020-2023) erarbeitet worden. Abschließend wird {\"u}berpr{\"u}ft, wie die Erkenntnisse und erarbeiteten Handlungsempfehlungen f{\"u}r das Bundesland Brandenburg zu {\"u}bertragen sind.},
