The chapter focuses especially on the role of multilevel governance in bringing about pioneership and leadership and on the different types of that have emerged. It also explores whether and, if so, to what extent domestic pioneers and leaders attract followers and whether there are signs of sustained domestic leadership. The chapter identifies the actors that constitute pioneers and leaders and assesses the processes which lead to their emergence. The chapter authors take up Wurzel et al.'s (2019) call to open up the black box of the nation-state. But instead of stressing the role of non-state actors, the chapter authors focus on vertical interactions among different governmental levels within nation states. The main argument put forward is that international and transnational processes, incentives, and ideas often trigger the development of domestic pioneership and leadership. The article argues that the CDM has a relatively high degree of output-oriented legitimacy resulting in effectiveness and some input-oriented legitimacy, with few discernible tradeoffs between them. In contrasting this to REDD+, the hypotheses are advanced that (i) output-oriented legitimacy/effectiveness can again be achieved but that (ii) a higher degree of input-oriented legitimacy is necessary for REDD+ and thus also a certain trade-off between the two forms of legitimacy can be expected. Die nachstehend abgedruckten sechs Beitr{\"a}ge - von Dr. Jochen Prantl, der zum Thema „Informelle Staatengruppen als Instrument zur Konfliktregulierung: Auswirkungen auf die Arbeitsweise des Sicherheitsrates der Vereinten Nationen" referiert hatte, lag bei der Drucklegung der Brosch{\"u}re kein Manuskript vor - und die zugeh{\"o}rigen Diskussionen, die hier zusammengefaßt wiedergegeben werden, geben ein anschauliches Bild von der Komplexit{\"a}t der Aufgabe „UN-Reform". Die damit verbundenen Fragen, die f{\"u}r das zuk{\"u}nftige Funktionieren der Vereinten Nationen, aber auch f{\"u}r das Klima innerhalb der internationalen Gemeinschaft sehr wichtig sind, werden in dieser Dokumentation diskutiert. Die im Forschungskreis vertretene deutschsprachige UN-Forschung machte auf der Konferenz deutlich, daß man zu kurz greift, wenn sich die Reformdiskussion auf den st{\"a}ndigen Sitz f{\"u}r die Bundesrepublik Deutschland im Sicherheitsrat beschr{\"a}nkt. More recently, REDD+ has started to impact forest policy-making in these countries by providing incentives to ensure a national-level approach to reducing emissions from deforestation and forest degradation. H{\"o}hne et al. analyze to what extent central governments have rebuilt capacity at the national level, imposed regulations from above, and interfered in forest management by local governments for advancing REDD+.
