  abstract  = {The 8th volume of the working paper series Interdisciplinary Studies on Information Structure (ISIS) of the SFB 632 contains a collection of eight papers contributed by guest authors and SFB-members. The first paper on "Biased Questions" is an invited contribution by Nicholas Asher (CNRS, Laboratoire IRIT) \& Brian Reese (University of Texas at Austin). Surveying English tag questions, negative polar questions, and what they term "focus" questions, they investigate the effects of prosody on discourse function and discourse structure and analyze the interaction between prosody and discourse in SDRT (Segmented Discourse Representation Theory). Stefan Hinterwimmer (A2) explores the interpretation of singular definites and universally quantified DPs in adverbially quantified English sentences. He suggests that the availability of a co-varying interpretation is more constrained in the case of universally quantified DPs than in the case of singular definites, because different from universally quantified DPs, co-varying definites are inherently focus-marked. The existence of striking similarities between topic/comment structure and bimanual coordination is pointed out and investigated by Manfred Krifka (A2). Showing how principles of bimanual coordination influence the expression of topic/comment structure beyond spoken language, he suggests that bimanual coordination might have been a preadaptation of the development of Information Structure in human communication. Among the different ways of expressing focus in Foodo, an underdescribed African Guang language of the Kwa family, the marked focus constructions are the central topic of the paper by Ines Fiedler (B1 \& D2). Exploring the morphosyntactic facilities that Foodo has for focalization, she suggests that the two focus markers N and n have developed out of a homophone conjunction. Focus marking in another scarcely documented African tone language, the Gur language Konkomba, is treated by Anne Schwarz (B1 \& D2). Comparing the two alleged focus markers l{\´e} and l{\´a} of the language, she argues that l{\´e} is better interpreted as a syntactic device rather than as a focus marker and shows that this analysis is corroborated by parallels in related languages. The reflexes of Information Structure in four different European languages (French, German, Greek and Hungarian) are compared and validated by Sam Hellmuth \& Stavros Skopeteas (D2). The production data was collected with selected materials of the Questionnaire on Information Structure (QUIS) developed at the SFB. The results not only allow for an evaluation of the current elicitation paradigms, but also help to identify potentially fruitful venues of future research. Frank K{\"u}gler, Stavros Skopeteas (D2) \& Elisabeth Verhoeven (University of Bremen) give an account of the encoding of Information Structure in Yucatec Maya, a Mayan tone language spoken on the Yucatecan peninsula in Mexico. The results of a production experiment lead them to the conclusion that focus is mainly expressed by syntax in this language. Stefanie Jannedy (D3) undertakes an instrumental investigation on the expressions and interpretation of focus in Vietnamese, a language of the Mon-Khmer family contrasting six lexical tones. The data strongly suggests that focus in Vietnamese is exclusively marked by prosody (intonational emphasis expressed via duration, f0 and amplitude) and that different focus conditions can reliably be recovered. This volume offers insights into current work conducted at the SFB 632, comprising empirical and theoretical aspects of Information Structure in a multitude of languages. Several of the papers mine field work data collected during the first phase of the SFB and explore the expression of Information Structure in tone and non-tone languages from various regions of the world.},

Dies erfordert neue Anstrengungen, eine f{\"u}r alle Disziplinen und Arbeitsgebiete offene wissenschaftliche Plattform der Alexander von Humboldt gewidmeten Studien zu schaffen. Das Projekt »Alexander von Humboldt im Netz« bietet den notwendigen Rahmen f{\"u}r eine derartige Plattform, die wissenschaftliche Zeitschrift »HiN« soll nun dem internationalen und interdisziplin{\"a}ren Austausch im wissenschaftlichen Bereich wesentliche neue Impulse geben. F{\"u}r ein Netzwerk, wie es das Humboldtsche Œuvre darstellt, bietet das Medium des Internet eine ausgezeichnete Grundlage, um eine internationale Vernetzung der wissenschaftlichen Besch{\"a}ftigung mit Alexander von Humboldt voranzutreiben. HiN versteht sich als eine transdisziplin{\"a}r ausgerichtete internationale Zeitschrift im Internet. HiN ist ein halbj{\"a}hrlich erscheinendes wissenschaftliches Periodikum im Netz, das den Austausch innerhalb der Humboldt-Forschung ausbauen will. An important result of the SFB 632 are the SFB corpora from more than 20 typologically different languages, which have been annotated according to the guidelines presented here. The ultimate target of the data and its annotations is to support the study of Information Structure. Information Structure involves all levels of grammar and, hence, the present guidelines cover relevant aspects of all these levels: - Phonology - Morphology - Syntax - Semantics - Information Structure These levels are dealt with in individual chapters, containing tagset declarations with obligatory and optional tags, detailed annotation instructions, and illustrative examples. Sie {\"u}bernahm im Rahmen des Seminars ‚B{\"u}rgerkommune und B{\"u}rgerhaushalt', das im Wintersemester 2006/07 und im Sommersemester 2007 durchgef{\"u}hrt worden ist, die Aufgabe, eine aktivierende B{\"u}rgerbefragung in Rathenow durchzuf{\"u}hren. Der Auftrag dazu kommt vom B{\"u}rgermeister der Stadt, Ronald Seeger, und vom Projektleiter, Jens Hubald. Wir danken beiden f{\"u}r die freundliche Aufnahme und die Unterst{\"u}tzung, die wir erfahren haben. Die neun Studenten der Rathenower Gruppe m{\"o}chte ich besonders loben: sie haben f{\"u}r wenig Geld engagiert und zuverl{\"a}ssig gearbeitet. Die Umfragen - die Imagebefragung, die aktivierende B{\"u}rgerbefragung und die Experteninterviews - sind kein Selbstzweck. Sie dienen den Arbeitsgruppen als Auftrag und Material f{\"u}r einen Prozess, den Jens Hubald in seinem Beitrag vorstellt. Dieser Prozess wird getragen von einer ‚Stadt der B{\"u}rgerschaft' (den Aktiven) und soll zu einer erneuerten Stadt der B{\"u}rgerschaft unter heutigen Bedingungen hinf{\"u}hren. Der Weg vom Stadtforum zum Forum der Stadt ist das Ziel, innerhalb dessen Ergebnisse zum Wohl der Stadt und seiner B{\"u}rger erreicht werden sollen. Das vorliegende B{\"u}chlein ist ein kleiner Baustein im Leitbildprozess ‚Rathenow 2020', der am 13. September mit einer ersten Stadtforums-Sitzung beginnen wird. Dieser Prozess wird f{\"u}r alle Teilnehmer und die Stadt aufschlussreich sein. Er k{\"o}nnte auch ein Beispiel f{\"u}r andere Kommunen werden. Diese m{\"u}ssen heute ihre eigenen Wege finden und zugleich kooperativer werden - interkommunal, regional und europ{\"a}isch. Daf{\"u}r ben{\"o}tigen sie allerdings auch Spielr{\"a}ume und Unterst{\"u}tzung. Die Kommunen und St{\"a}dte d{\"u}rfen nicht l{\"a}nger im toten Winkel der großen Politik liegen. Sie sind vielmehr Orte genuin b{\"u}rgerschaftlicher Politik und Schulen der Demokratie. Wenn hier die B{\"u}rger wegbleiben oder demotiviert werden, entstehen gef{\"a}hrliche Leerstellen. Solchen Leerstellen kann nur gemeinsames ziviles Handeln begegnen, mit einer Handlungszuversicht, die auf einer realistischen Situationseinsch{\"a}tzung beruht. Beides ist in Rathenow vorhanden.   abstract  = {Stellar winds play an important role for the evolution of massive stars and their cosmic environment. Multiple lines of evidence, coming from spectroscopy, polarimetry, variability, stellar ejecta, and hydrodynamic modeling, suggest that stellar winds are non-stationary and inhomogeneous. This is referred to as 'wind clumping'. The urgent need to understand this phenomenon is boosted by its far-reaching implications. Most importantly, all techniques to derive empirical mass-loss rates are more or less corrupted by wind clumping. Consequently, mass-loss rates are extremely uncertain. Within their range of uncertainty, completely different scenarios for the evolution of massive stars are obtained. Settling these questions for Galactic OB, LBV and Wolf-Rayet stars is prerequisite to understanding stellar clusters and galaxies, or predicting the properties of first-generation stars. In order to develop a consistent picture and understanding of clumped stellar winds, an international workshop on 'Clumping in Hot Star Winds' was held in Potsdam, Germany, from 18. - 22. June 2007. About 60 participants, comprising almost all leading experts in the field, gathered for one week of extensive exchange and discussion. The Scientific Organizing Committee (SOC) included John Brown (Glasgow), Joseph Cassinelli (Madison), Paul Crowther (Sheffield), Alex Fullerton (Baltimore), Wolf-Rainer Hamann (Potsdam, chair), Anthony Moffat (Montreal), Stan Owocki (Newark), and Joachim Puls (Munich). These proceedings contain the invited and contributed talks presented at the workshop, and document the extensive discussions.},

This may sound trivial, but it becomes highly important when public management reform models are proposed and transferred from one country to others such as was (and still is) the case with, for example, the new public management. Scholars in public management as well as internationally acting practitioners should be aware of the impact culture has on the possibilities and limits of concept transfers between different jurisdictions. Having said this, one precondition for a better consideration of cultural elements in public management reforms is a better understanding of culture itself. Among the public management community, cultural theory has gained considerable attention. There are, however, other concepts for the analysis of cultural facts that may be of interest to the subject, too. In the book, cultural (including organizational culture of public organizations) influences on public management and its reform are explored. Articles address definitions and conceptualizations of culture in the context of public management, cultural artifacts in public management and gives examples of cultural elements in public management from various countries. The volume helps to structure the discussion of cultural elements and points out approaches to study and incorporate cultural aspects in public management research and debate.},
