Italian immigration quotas and development aid should induce countries of origin and transit of migrants to tighten their border controls and cooperate with Italy. It focuses on the innovation potential of NGOs in tackling poverty and in promoting social, economic, and political development in cooperation with donor agencies. It is argued that NGOs face critical challenges when opting for increased professionalism and expansion in size. Many NGOs run the risk of loosing their valuable potentials and advantages in the name of professionalism by transforming themselves into government-like bureaucracies or profit oriented enterprises. Drawing from significant experience in developing countries and with donor agencies, the author offers an ambitious theoretical analysis of NGOs in the south which goes beyond typical approaches of looking at the performance of individuals or merely specific types of NGOs.}, language = {de} } @misc{Handl2004, author = {Handl, Vladimir}, title = {„Machtpolitische" oder „nationalstaatliche Resozialisierung" Deutschlands?}, url = {http://nbn-resolving.de/urn:nbn:de:kobv:517-opus-47456}, year = {2004}, language = {de} } @misc{Cichocki2004, author = {Cichocki, Marek A.}, title = {Der hohe Preis der Macht}, url = {http://nbn-resolving.de/urn:nbn:de:kobv:517-opus-47445}, year = {2004}, language = {de} } @misc{Berger2004, author = {Berger, Thomas}, title = {„Back to the Future" : German style}, url = {http://nbn-resolving.de/urn:nbn:de:kobv:517-opus-47434}, year = {2004}, language = {de} } @misc{KoehlerZuercher2004, author = {Koehler, Jan and Z{\"u}rcher, Christoph}, title = {Der Staat und sein Schatten : zur Institutionalisierung hybrider Staatlichkeit im S{\"u}d-Kaukasus}, url = {http://nbn-resolving.de/urn:nbn:de:kobv:517-opus-47422}, year = {2004}, abstract = {This article looks at contemporary Armenia, Georgia, and Azerbaijan and addresses the question of how these states, which suffer from considerable institutional weaknesses, nevertheless retain the ability to control key aspects of statehood, first of all security and a measure of central authority.
