Ausgangshypothese ist, dass die westeurop{\"a}ischen Regierungssysteme auf die externen Herausforderungen mit {\"A}nderungen ihrer "Produktionsstruktur" von Gesetzen und Programmen reagiert haben. Daraus ergeben sich folgende Kernfragen: Welche Ver{\"a}nderungen der Regierungsorganisationen sind zu identifizieren? Handelt es sich dabei um Ergebnisse einer reflexiven Institutionenpolitik? {\"A}ndert sich die strategische Handlungsf{\"a}higkeit der Regierungsorganisation? Ersten empirischen Beobachtungen folgend l{\"a}sst sich ein Wandel auf drei Dimensionen vermuten: dem wachsenden horizontalen regierungsinternen Koordinationsbedarf, der vertikalen Reorganisation und Funktionsver{\"a}nderung zentralstaatlicher Exekutiven sowie Ver{\"a}nderungen der Beziehungen mit externen Akteuren bspw. organisierten Interessen, Politikberatern und Konsensbildungskommissionen. First it gives an account of the existing coordination patterns, second it analyses changes within these coordination patterns over time and finally it asks, whether these changes can be attributed to an intentional institutional design. To answer this set of questions, we introduce an institutional policy analytic perspective to the study of central government change. This perspective focuses on central actors, interests, strategic motivations and the degree of the actors reflexivity as a promoter of intentional institutional change in government coordination. The empirical analysis shows the prevalence of negative coordination as the dominant pattern of coordination in all three countries. However, country-specific constitutional and political traditions result in a variety of different coordination techniques actually used. Recently, research on EU institutions devotes increasing attention to analyzing structures and procedures of decision-making in EU institutions, most notably the EU Commission. Conventionally, the EU Commission is portrayed as a fragmented organization, divided along the lines of staff nationality, sectoral responsibilities and cabinets and General Directorates (DGs). The Secretariat General has long been viewed a weak actor that is hardly able or motivated to steer internal decision-making. However, recent research indicates a changing role of the Secretariat General as a pro-active broker and last arbiter. This article studies how the Secretariat General is perceived by the DGs in policy coordination and argues that this perception depends on the pattern of political authority, bureaucratic roles and the relevance and the alternatives prevailing in the policy field.
