  abstract  = {The term solidarity is lacking a precise definition despite being embedded as primary law in the EU treaties and regardless of its pivotal role in the current debate on the euro crisis. Once the semantic core is unearthed we sketch three dimensions of European solidarity (motives, references, level of action). Through this we shall distil three ideal types of an intergovernmental European solidarity: a federal, an organic and a distributive type. Empirically we assign the most relevant measures, which were discussed and partially enacted in the course of the euro crisis, to the three ideal types where we identify an increasing tendency towards a distributive solidarity. Once the first elements will be upgraded to a full-blown distributive solidarity through further integration, several risks arise from a normative perspective.},

Als außenpolitisches Instrument bietet die Nachbarschaftspolitik eine Alternative zur Erweiterungspolitik. In erster Linie sollen negative Entwicklungen wie illegale Migration, organisierte Kriminalit{\"a}t, grenz{\"u}bergreifende Umweltzerst{\"o}rungen und ethnische Konflikte abgewehrt werden.   abstract  = {The Chapter examines the concept of local autonomy in modern European states by analysing theoretical approaches. The classical, deductive approach defines local autonomy mostly through legal, economic and financial conditions, especially by formal structures. This proves to be too weak to define the internal strength of local authorities and their real political-administrative power. A more multidimensional definition of autonomy, including indicators as importance, capacity, as well as discretion and democracy at local level is needed. The authors utilise the indicators, used by the Local Autonomy Index (LAI) developed by Ladner et al. and the European Charter of Local Self-Government to find out what is still missing. The contribution redounds to stimulate the scientific debate on local autonomy in Europe. Until the concept of local autonomy will fit for all European states with extremely differentiated local authorities, the research in this field remains a conceptual and heuristic endeavour. Especially, because local government and democracy are until now territory-based, whereas the reality is one of multilevel and cross-border governance.},

  abstract  = {The German Ostpolitik of the Red-Green government between 1998 and 2005 focused particularly on the autocratic Russia. It mostly ignored the other - democratic - states in Central and Eastern Europe. Since this policy failed to improve the stability in the region, a policy change is necessary. Regional stability can only be based on the equal cooperation of democratic states. Germany should therefore intensify her support for the democratic forces in the region and integrate her policy into a common Ostpolitik within the EU.},
